2.2 Different approaches to implement quality systems
A. Quality systems
Quality systems refers to legal and formal way to communicate about specified working
style of health and social care. It is important to benchmarks which are significant to make clear
understanding about set benchmarks through which they can perform actions of individuals.
In order to measures quality of services different approaches can be used such as TQM,
continuous improvement, six sigma, etc. With the help of such different approaches it is easy to
understand changes which are taking place in external market and take actions in order to
improve it.
B. Evaluation of TQM
TOTAL QUALITY MANAGEMENT
Total quality management refers to the technique through which consumer focused
services can be provided to them. Under this case there is continual improvement in product and
services. As per case of Rose Meadow, there is improper services to consumers because of
improper training technique, cultural diversification, etc. It is essential to understand changes
which are taking place in external market and then plans to implement in better ad relevant
manner (Curtis, 2013). So managers of Rose Meadow must use quality management tool through
which they can maintain quality of services and achieve consumer satisfaction.
In order to deal with quality issues, TQM approach must be used for understanding
quality aspects. There are eight principles through which quality can be evaluated and
maintained. These principles are discussed as under-
Customer focused- These days consumers wants to get best quality services, so under
this technique training of employees so best quality can be provided to consumers. There is
upgrading in technology which requires changes in working style by proper learning , so
workforce at Rose Meadow can perform best out of their efficiency.
Leadership- Another principle is leadership which requires head doctors and carers to
take charge of the quality of services provided within the care home.
Involvement of People- As per this principle, there is requirement of employees
participation for conducting business operations. When workers are well known about their
working style, then they feel responsible and they tries to give best while serving consumers.

Process centered- There must be requirement of proper process through which actions
are done. There are different activities which has to be involved in providing services to client
such as planning for accommodation, proper medication, quality of food related items, etc. which
will be performed by managers in appropriate process. This process must be systematic and in
continual format(Doherty, Horne and Wootton, 2014).
Integrated system- There are different actions, plans, procedure for which some
specialized services has to be communicated. There must be horizontal sequence in actions, so
duplication of business actions will not arise. With integration of actions, best services can be
complied and perform activities in better and relevant manner.
Advantage of TQM- Through Quality management approach adopted by TQM, there is
improvement in quality of services with more consumer loyalty. Clients' of Rose Meadow gets
services at lower prices which assist in reducing variability of services. There is engagement of
employees in decisions of associations, so they feel responsible for providing best services.
Disadvantage of TQM- Fails to implement for whole organization. This method focus on
training of personnel, so this is used with statistical tool (Foot and et. al.., 2014).
Clinical Benchmarking- This is an effective procedure in which, the current performance
standards of the care home are compared and contrasted to the best services within the industry.
Advantages- It allows the firm a brief scope of improvement so that they could ensure a
better service provided to their patients.
Disadvantages- It just provides a brief overview of the standard, however, it does not
provide any sort of pathway for the organisation to attain those standards, which could consume
time as well as cost.
C. Other approach of quality
Apart from TQM, managers of Rose Meadow can use continuous improvement
technique. This is the technique which focus on improving quality of product and services on
continuous basis. This is the best way through which possibilities of error will negligible and
clients' gets satisfied with availing services from Rose Meadow.
D. Opinion regarding best technique for quality
As per my opinion, TQM approach of measuring quality is best because this is the best
way through which changes are effective and actions has to be taken through employees
participation regarding their working efficiency. With implementing this technique, managers of

better service provided to their patients.
With implementing this technique, managers of
8

Rose Meadow can provide responsibility to employees as well and they will be accountable in
case of negative results. So inefficient service rating of Rose Meadow can nullify.
2.3 Potential barriers to delivery health and social care services
A. Meaning of barriers
Barriers refers to the factors which gives negative impact on business actions and
activities. These are the obstacles and hurdle which affects success rate. There are different
barriers such as improper planning, lack of market analysis, change in market trends, etc. which
arise in health and social care in conducting their operations.
B. Three Potential barriers
There are different barriers such as lack of communication techniques faced by Rose
Meadow due to which they are not able to provide best services to consumers. Some barriers are
discussed as under-
Lack of training- As per case of Rose Meadow, there is requirement of training for
employees, so they can perform their business actions with best (Gulliford and Morgan, 2013).
There are many technological changes taking place in society such as use of latest software,
online resources, etc. When employees have complete knowledge about latest trends, then there
will educate clients' with best technique.
Lack of leadership- According to the case, there is a serious lack of leadership within the
company due to regular employee turnover and missing space of individuals at managerial
positions.
Lack of resources- For health and social care, there is requirement of different resources
such as human resources, technical assistance, expertise knowledge, etc. So in case there is lack
of resources, then Rose Meadow is not able to work in appropriate manner and this affects
quality of services offered by them.
Lack of Effective communication- Communication is the process through which
information, ideas, thoughts can be communicated to other person. There is requirement of
proper communication technique through which workers can aware about their job roles. If there
is no proper communication, then quality of services gets negatively affected (Gurewich, Prottas
and Sirkin, 2014).

TASK 3
3.1 Effectiveness of systems, policies and procedures used for achieving quality of services
offered
A. Meaning of system, policies and procedure
System refers to all the aspects and factors which are combined together in a certain
mechanism to provide a structure to activities within the care home. As for policies, these refer to
specific guidelines which are essential for a care home to follow in relation to appropriate and
effective working. As for procedures, these refer to the practices and processes which are
performed by organisations to provide health and social care to individuals (Hardyman, Daunt
and Kitchener, 2015).
B. Effectiveness of three systems
As for systems within Rose Meadow, Score System is one of the systems which is
adopted by organisations for quality measurement and management. It is utilised by the
organisations to provide ratings to services provided within the care home in terms of quality.
The agenda for which this system is implemented in case of employees is to motivate them to
perform appropriately. It is effective in terms of workforce, moreover, it would help Rose
Meadows in appropriately rate their systems and prioritise the same.
Quality Assurance System is another system which is followed by health and social care
organisation which is based on regulations such as Health and Social Care Act, 2008. This could
be appropriately implemented by the organisation in relation to assure that each aspect and
resource are operating effectively. Moreover, this would also help Rose Meadows in enhancing
their existing performance and improve the outcome levels.
One more effective system which is used by HSC organizations is Administration. It is a
systematic framework which is implemented within care homes to sequentially enhance care
provided to service users. It is quite an effective approach as it would assist Rose Meadow in
organising their overall management of services as well as resources in appropriate way. This
would ensure better delivery with respect to the patients.
Below are several policies and systems which are adopted within the Rose Meadow in
order to provide effective health and social care to individuals within the care home:

Safeguarding Policy: One of the policies within Rose Meadow is safeguarding policy
which includes the measures and actions that the care home is taking to safeguard its
patients and workers from any sort of mis-happening. While this policy promises a safe
environment to patients, it fails to have a concrete statement that could serve as an end
goal to be attained by the firm. Moreover, it also provides a very little guidance to the
staff in terms of enhancing the safeguarding procedures within the care home, thus,
enhancing the need for a review and modifications to suit the needs.
Infection Control Policy: This policy within Rose Meadow is subjected to taking actions
related to minimisation of infection. This policy is quite effective in channelising the
resources towards reduction in spreading of infectious diseases. However, this policy
lacked creating and monitoring standards of the control which has been planned to
exercise. Thus, there is a heavy need of improvisation in this policy to ensure meeting of
effective health standards within the care home.
3.2 Factors that influence achievement of quality at Rose Meadow
A. Three factors influencing quality of services
There are several other factors which are associated with provision of quality health and social
care within Health and Social Care Organisations, which influence achievement of the same.
These factors are quite necessary for organisations to analyse in terms of providing appropriate
care to patients within the care home. In context of Rose Meadow, several factors are mentioned
below:
Funds:
One of the most crucial factor which influence achievement of quality in health and
social care is availability of funds. If the organisation has adequate funds to maintain and manage
its services, this would ensure topmost quality as the company would have enough financial
support to accommodate effective and essential equipments which are technologically advanced
and which effectively enhances the scope of appropriate management of quality within health
and social care services provided to the patients by care home. However, lack of such funds
might hinder the quality standards which are being planned to be achieved by Rose Meadow and
this, this factor has quite an effective influence on the organisation. However, the firm must
ensure that it has availability of appropriate funds by exploring effective options. For instance,

ensure that it has availability of appropriate funds by exploring effective options. For instance,
11

the firm could opt for bank loans or crowdfunding as strategy to ensure long tern financial
support (Powell and et. al., 2012).
Risk Assessment Processes:
Another prominent aspect which influences quality in health and social care services by
Rose Meadow is presence of risk assessment processes and equipments. It is very necessary for
any health and social care provider to assess the possible risk which are associated with patients
and their health standards. These influence the quality of safety which the care home could
provide to the patients. For instance, having an appropriate risk assessment procedure and proper
equipments would allow the company to monitor and reduce any risk factor associated with the
services provided to the patients. However, absence of the same might put their health and safety
in jeopardy. Thus, to ensure that quality of safety is maintained within the care home, the firm
must appropriately adopt risk assessment equipments and monitor safety standards effectively.
User Expectation:
Another factor which perhaps is the most effective influencer of quality in health and
social care services is expectation of service users. Their preference as well as needs influence
the firm to maintain appropriate quality within the organization to ensure their long-term
engagement. Thus, the company must adopt feedback as a strategy to ensure that the quality
standards are being met by the organization which fulfills patient expectations.
3.3 Ways through which Rose Meadow can improve quality of their services
A. Major problems
It is of utmost importance, that quality is ensured and provided effectively to patients
within health and social care organisation. This is because their well being and health could not
be taken lightly and must be the top priority of these care homes. In context with Rose Meadow,
there are certain suggestions which would help the organisation in improving their quality
(Purcărea, Gheorghe and Petrescu, 2013). These suggestions are mentioned below: Communication Lack- The very first problem with Rose Meadow is the lack of
communication. This is an effective barrier, which is restricting the company from
appropriately ensuring effective quality in services provided to patients. To ensure the
same, the care home must use an integrated communications system within the care home
to help staff at each level communicate simultaneously and effectively. This would allow

support (Powell and et. al., 2012).
Risk Assessment Processes:

the firm in enhancing facilitation of crucial information which is important to provide
quality service to patients. Lack of Training- Another bigger problem with the organisation is their lack of training.
There is no sufficient training been provided to these staff members related to the
governmental standards of practice and aspects such as adherence to safety. This is quite
important aspect related to the overall management of services within the care home. To
ensure that such standards are being met, the organisation must implement appropriate
monitoring and effective safety and risk management systems, which would assist the
company in monitoring the overall management of safety and provide the same in their
services. Poor System and Procedures- As for planning, the case study reflects that the planning
was weak of the company in terms of hiring resources and managing their health and
social care services. For this, the firm must undergo analysis of all the required elements
which must be included in terms of enhancing the care standards of Rose Meadow. The
next step calls for developing effective plans along with set time based targets which
provide a holistic view and better achievement of quality within their care home
(Rosenau, Lal and Lako, 2012).
Insufficient Staff- Staff members are not quite appropriately distributed throughout the
care home due to their shortages, which leads to disturbance and ineffective management.
The firm must effectively ensure appropriate recruiting policies as well as better hiring
procedures to hire more staff that could contribute to achieve the required health and
social standards.

4.1 Methods of evaluating quality of Rose Meadow considering internal and external perspective
A. Importance of improving quality
It is very crucial that appropriate methods are identified and implemented while
evaluating the health and social care quality. It is quite an important task which allows health
inspectors in appropriately analysing whether there are appropriate health and social care
services provided by healthcare providers to individuals. Moreover, it also appropriately

B. Three methods of evaluating quality of health and social care
However, there are two perspective which must be considered by health inspectors came
to inspect Rose Meadow, which are external as well as internal perspective. Several methods for
the same are mentioned below:
Internal Perspective:
There are methods which health inspectors could use to ensure effectiveness in evaluating
health and social care service quality with regards to internal perspective. These methods are
mentioned below:
Total Quality Management:
Total Quality Management or TQM is a technique which could be utilised to assess the
evaluation of health and social care standards. This technique focuses primarily on quality and
undertake each service and resources in account. The major advantage of this technique, as its
name suggests, is that it could be implemented in ways which enhances the quality of operations
within the care home. However, its disadvantage is that it could be quite costly for Rose Meadow
to effectively enhance quality in its services, which might enhance reluctance in organisation in
choosing the same.
Questionnaire:
One of the best internal factors which could be utilised by the inspectors is questionnaire.
It is an effective method which requires development of certain questions, which would be filled
by people associated with the the care home. This would be directed towards care workers within
the organisation and peers of the patients within the care home. One of the most effective aspect
for which it is beneficial to utilise a questionnaire is that when it is utilised amongst peer
members, it would help in acquiring objective and high number of responses quickly. However,
if directed towards employees, this might be subjected to false responses, which makes this
method quite ineffective. Thus, to make it effective enough to justify internal perspective at Rose
Meadow, inspectors must keep the questionnaires precisely on the quality of service which is
provided at the care home and must direct the same towards the peers of patients.
External Perspective:

Quality Audits:
One of the crucial methods of CQC Inspection is quality audits. These refer to the
reviews which are acquired through critical examination of all the areas within a care home
providing health and social care. Moreover, this undertake each and every aspect of care home,
with regards to accomplish the safety and care standards. This include staff performance,
adherence to safety, effective sanitation,, etc. Its advantage is that external auditors could help in
providing the performance standards in quantifiable terms, thus, enhancing the overall aspects
associated with the care home. However, it is quite a lengthy process which is time taking. This
might an ineffective factor for inspection (Van Lerberghe and et. al., 2014).
Quality Inspection:
These refers to an effective and routine investigation of the care practices given to the
patients. This could be done through supervisions, questions, etc. Its advantage is that this
provides accurate results and better identification of errors. However, it is highly time consuming
and too costly to implement.
4.2 Impact of users of services in evaluation process at Rose Meadow
A. Advantages and disadvantages of involving service users
Service users are the individuals which are the acquirers of the healthcare and social
services provided by organisations. However, improving the service users within the evaluation
process might have negative as well as positive impact on the service quality of Rose Meadow.
Both these aspects are mentioned below: Advantages of involving service users in evaluation process:
▪ Accuracy: One of the most effective advantage associated with inclusion of
service users in evaluation process is that these individuals would give the most
appropriate feedback which would effectively help in determining ineffective and
limited aspects in provision of care. Such crucial information could help in a
focusing on areas which require maximum attention.
▪ Creativity: Another aspect which could be advantageous in their inclusion is that
they would help in providing diverse and creative suggestions which might be
useful in context with improving the quality of Rose Meadow . Disadvantages of involving service users in evaluation process:
