INTRODUCTION
Over the course of years, the metropolitan rail network of Melbourne has served the
residents of this city quite well. However, the demands of population owing to the rapid
increase taking place within the number of people residing within this city, the travel and
network sector are facing intense pressure (Bowen, 2018). A number of significant
modifications are required to make sure that the rail network still continues to fulfil the
transport needs of Melbourne in future prospect. In this relation, the Victorian Government
committed to develop Melbourne Metro which is a ‘city shaping’ investment aimed at
construction of a new 9 km long inner urban underground rail tunnel together with five new
underground stations connecting Sunbury with Dandenong.

Melbourne Metro is an important and crucial project for the Government of Victoria.
The Metro Project is included within the Major Transport Projects Facilitation Act, 2009 (Roos
and et. al., 2018). This project is being taken up with a view to resolve the major constraints
related with existing capacity of rail network which gives rise to operational issues. The metro
project is taken up to bring major transformation in the rail network of Melbourne and turn it
into an international-style metro system thereby increasing its accessibility as well as
intermodal connectivity into and throughout the Central Melbourne. This project will ensure
growth of Melbourne in terms of urban renewal, economic development and residential growth,
further delivering significant economic benefits for the Victorian and national economies. The
Melbourne metro is regarded as the largest project of Melbourne Railways. The cost of this
project is estimated to be approximately $11 billion. The construction of such transformational
metro began in later half of 2018 and the operations are anticipated to begin in the year 2025
(Cotton and Guo, 2017).

The older railway network of Melbourne was not offering adequate and relevant
facilities for people to ensure quality liveability. The unprecedented patronage demand put

it can be said that a number of strategies have been effectively selected for every separate
component of the project so as to ensure that the project is executed in a timely manner and the
