1. Introduction
Change management can pose as a major challenge when tried to be implemented in the
transport system or any large industry. This report is based on the results of the motion
partnership group research and describes the different changes that the organisation is planning
to introduce in near future. The complexity of change management process and the environment
in London demands changes in a variety of fields including business models and tools. The
whole process of transport related change management can turn out to be complex, agile and
pervasive because of the vast range of dimensions (MERGE Greenwich, 2018). The application
of the change theory in the London transport system has been attempted by MERGE consortium,
Greenwich through partnership with educational institutions in UK. The system operators and
partners of the project include automotive industry companies in order to make the whole action
feasible. The current report focuses on the progress in one of the transport change management
projects introduce and planned by researchers from different business and technical universities.
The MERGE Greenwich consortium had presented the plans and strategies during their recent
research which was for the purpose of examining how the ride sharing services in London can be
made more cost efficient and compatible for the city life.
2. Findings and Analysis
2.1 Critical evaluation of business processes
The business processes documented in the change management project included three
subsections which were Management, operational and supporting functions. The operational and
supporting functions of the business were included as subsets of the management function as a
whole (Kickert, 2014). The first steps while forming the business process planning included
listing out the change drivers and challenges in the transport industry especially in London. In
order to make the ride sharing practice more feasible it was identified that the identification of
the challenges in the market was absolutely necessary. The drivers behind the changes were
singled out to be Population increase, urbanisation of remote areas, Globalisation of transport
and technological advancements (Andersson & Kreeger, 2017). The origin of ten sharable
transport systems such as Uber took place with the introduction of mobile applications and
internet. The challenges to change induction in the transport industry in London included the
congestion factors in the market, transport independence of the customers and safety and security

factors. The strategic goals set by the project aimed at optimising demand efficiency and
improving the end-to-end customer services. It was observed that the ride sharing services can
act as great substitutes for private owned vehicle and therefore help in increasing sustainable
transport systems.
The main aim of the MERGE Consortium project was to develop a better and sustainable
transport system in London for encouraging greener approach towards motion. The project
evaluation showed that the multi mode system can be more effective and efficient at the same
time. However, in order to move the ride sharing concept to the next level, it is necessary that the
services in the market get more space and social engagement with the customers (Carnall, 2018).
Consumer awareness about the need for sustainable rides is also necessary for basic
environmental improvements. The project also suggested that the reduction in number of public
transports can be beneficial for the grabbing more consumer attention and also drive the profits
of the ride sharing services to considerable heights.
The purpose of the project under MERGE Greenwich is to benefit the consumer as well as the
ecosystem. The consumer behaviour in the transport industry in London can be well represented
by the Mobility-as-a-service MaaS format (Worley & Mohrman, 2014). This process of
consumer behaviour modification integrates the booking and payments by multiple players in to
the transport planning. The concept of mobility as a service encourages the idea of shifting away
from personal-owned transport towards a more sustainable shared one. This key concept is
followed by MERGE Consortium which aims at providing mobility solution s to the travellers
according to the travel needs.
The transport industry and commerce is closely related to each other. The one year project
undertaken by MERGE aims at achieving larger dimensions in including the AV ride sharing
activities more into the daily lives of the residents in London. The Autonomous vehicle (AV) -
ride sharing is an idea in which new types of vehicles are introduced in the transport system that
are capable of diver-les driving. Ride sharing on the other hand enables more than one passenger
to share a single vehicle to reach their destinations. The combination of both ride sharing and
Autonomous vehicle ride is expected to improve the environmental conditions inside the city as
well as make travel cost effective for passengers.
The size of the total transport market including private and public modes of transport had been
reported to be £14.3bn in 2016 (MERGE Greenwich, 2018). This means that there are more than

17 million trips made in the city area per day. The demand for transport options and ease of
access is constantly rising in London.

Assessment of the transport market demand shows that the market opportunity for the AV-ride
sharing is dependent on the number of customers who are tempted to switching the transport
modes to more sustainable and low-cost versions. The motivational behaviours of the customers
depend on the factors such as costs per mile, convenience, time required and reliability. More
than 50% of the passengers in UK voted in a survey by the Greenwich MERGE itself that the
driver’s behaviour also manipulates their choices to some extent (MERGE Greenwich, 2018).
This factor is indirectly related to the employee satisfaction levels of the car service providers. In
order to make the transport system change feasible in London, MERGE consortium had to
analyse the costs per day invested by the consumers on a regular basis in different modes of
travel.

The MERGE Greenwich consortium estimated the likeliness of the market penetration by the
AV-ride sharing project with the help of combination of the insights obtained about the
motivation criteria and the average trip costs by the consumers.
2.2 Transport technology roadmap 2020-25
A strategic road map is a visualisation of the activities that are to be carried out under a project in
order to achieve the long term goals of the business organisation. It is a complete framework of
instructions and activities that are to be performed by the employees at different levels (Smith et
al. 2016). MERGE consortium has then main goal of introducing more technology driven
transportation systems in to the city travel infrastructure which required even more specific
instruction related to activities and changes.
The technological updates that are to be incorporated into the transport systems include cellular
data, Artificial Intelligence programs, sensing technologies, city-wide uninterrupted wireless
connection, vehicle detection and interconnections and biometrics (Matos et al. 2014). By the
completion of the project in the year 2020, MERGE consortium is expecting the implementation
of 5G wireless communication used in the whole project. Other technological requirements in the
project may consist of -

The systems that are utilised for achieving these functionalities include technologies such as
Machine learning, smart grid for GPS and Next Generation Networking (NGN). The multi-
modal transportation system will require interaction between the vehicle units and individuals in

(Casner et al. 2016). The emission by regular car and sharing attitudes is expected to aid the
health conditions of the people in general through this process. The personal vehicles which are
already owned by the people in London have higher levels of CO2 emissions. There are some
vehicles which are electric vehicle with lower emission rates. Yet, these electric vehicles make
up for only 0.6 percent of the entire population of cars in the European society. It is estimated
that by the year 2020, this percentage of electric cars with only increase by another 0.3 per cent
(MERGE Greenwich, 2018). This is hardly enough for making any dramatic changes in the
environmental conditions inside the city borders.
MERGE consortium is partnering up with Uber in its project of introducing the automated
vehicle shared rides din London by 2020.
Uber is one of the first mobility brands that have become globally operative with an efficiently
working app already. The Uber services in London is presently looking forward to add extra
surcharges in order to help the cab drivers buy E-cars in exchange for the existing cars in the
system. These initiatives are already beneficial for the project at hand and are the primary steps
towards automated driving. The next milestone defined for the project in 2020 comprises of the
digital testing of the pollution rates after the increase of number of E-cars in the system.
The Partnership with Addison Lee is also aimed at bringing the self driving services to the streets
of London by the year 2021. The AV ride scheme covers services such as Cycle plus schemes

require car and fuel exhaustion which is to be pointed out and brought into practice. The critical
milestones help in speeding up the project process and achieve the project goals in time. The
completion of the MERGE consortium AV project will lead to lower taxes, better health, lower
pollution rates and decrease in electricity consumptions which will in turn drive the UK economy
towards further development.
