INTRODUCTION
Leadership is the core process for running the organization in a more effective manner and a
good leader is the one who motivates their employees in achieving their goals (Hewitt, and et.al,
2021). Similarly management is the process of managing the internal and external activities
within the organization .in this report the significance of the perception of leaders will be
discussed and how a great leader impact the employee engagement.

2. What is the significance of Perception of Leaders? How does this impact the readiness of
Stakeholders to engage with the vision of a leader and in the organisation achieving its goals?
How could a new leader of The Metropolitan Police manage the perceptions stakeholders have
of them?
A leader is the one who inspires and motivates its stakeholders and help them in achieving
their goals. A good leader have a vision and a path to follow and also boost the confidence of
their team members for performing better. Similarly perception is the process of understanding
the human behaviour because every human being have some perception or thought of doing
something in a better way.it is the organization, identification, and interpretation of the
information in order to represent and understanding the surroundings.it has been said that
perception is the core of the leadership .perception plays a very important role in the success of
any leader. The thought process of a leader is very important and effect the leader and its
stakeholders in a very significant manner. A leader should always have a strong and positive
perception of doing the work for motivating their stakeholders or team members.one can
understand the concept of perception by an example like if somebody asks if the glass is half
empty or is it half full? Then the answer will be in yes but there are many ways of giving answer
of this question and this is totally depend on the perception of the person.
A great leader always have a some qualities like they often ask for the feedbacks from their
stakeholders, they allow their leadership actions to match with their words and they are always
be aware of the effects they have on others. Leadership is all about balancing the work and a

good leader always know how to balance the work life and analytical skills with the
interpersonal skills (Kaluza, and et.al, 2021). The perception of a leader shows how much a
leader is dedicated and honest about the team and a leader should always have a perception of
being responsive, should be able to self-access, and should have a perception of knowing the
company from inside and outside. By having a good perception level in the coming leader in the
Metropolitan Police they will be able to promote creativity, will give rewards and recognition to
the stakeholders, listen and communicate well with the team, will have a positive attitude by
which employees will be able to motivate and encourage themselves more effectively. Therefore
by having a leader with good perception and positive attitude the employees will be able to work
in a more significant manner and this will be beneficial for the stakeholders as well as for the
organization in achieving the goals. This helps the organization to be more successful and
productive because effective leader have a quality of being dedicative and hard working towards
the organization in which they are working.
Effective leaders have a great impact on the employee engagement as the stakeholders trust the
leaders who are both leaders and followers, the passion and positivity increase the employee
performance like finding the meaning in work, leveraging connection and community, having the
ability of converting stress into opportunities , effective leadership helps in prioritizing the
organization health by providing opportunities for growth, inspiring and motivating employees
and assessing and managing risks(Goestjahjanti, and et.al, 2020). The good leader have the
mission of taking care of the people and understanding their value and listening to them.so as it
was discussed in the case about Dick and the scandal done by him in the Metropolitan Police and
it badly affect the environment within the Police station and the stakeholders was also depressed
and discouraged by the attitude and scandal done by Mr Dick. Therefore by having a good leader
with a good perception level and a positive mind-set the organization and the team as well will
be able to perform in a more significant and effective manner. This will also help in changing the
perception of the stakeholders of the metropolitan Police because of the motivation and effective
leadership they are getting from the new leader. The stakeholders will also feel encouraged and
dedicated after having such a good leader having the best qualities within him.

Ethical leadership is one of the most important behaviour of leader where they have to
follow certain set of ethical principle and value allowing them to act professionally. Every leader
must have ethics that help them to ensure they compile with policy and procedure of
organization, any kind of breaching may lead to serious problem. Ethics are common but
important moral value which every human need to have, these value create image for leader
pushing them to gain respect and honour (Engelbrecht, Heine and Mahembe, 2017). The new
head of The Metropolitan Police need to have ethical value and understanding, new head must
understand different between what is ethical and what is consider and illegal and unethical.
Head will be manager of whole organization, from leading their people to managing them
will be primary work. Leaders or new head must review previous case of Cressida Dick and need
to understand mistake made by her in their job role, this is not just an case of unethical or illegal
this is an teaching for every member of police department about value and importance of ethics
in workplace. New head new to have ethical leadership approach to make The Metropolitan
Police a place to work and explore public service. Ethical consideration will allow leaders to
become stable in the workplace, there are certain ethical values leader or new head need to have
in the process, these are:
Integrity: Integrity is one of the most important value that leaders need to have, this ethical
value allow leaders to become stable in their workplace. Integrity simply means keep value for
every word spoken, leaders need to stay on words they speak rather than changing their tone in
certain time or situation. New head of The Metropolitan Police need to have integrity in the role
they will going to perform, new head must have ability to work honesty (Karim, Suh and Tang,
2016). Certain allegation have been charged on Cressida Dick as she failed to meet requirement
of maintaining integrity in the workplace, new leader or head must review her case to understand
where she lack behind in maintaining integrity in the workplace and while working with
stakeholder of the organization.
Respect: Respect is another important element or value of ethical process, respecting each
member and maintain high level of professionalism is important process where new head or
leader have to show respect to their subordinate and junior. Respecting them will allow new head

to make place between their behaviour, some police officer or member of department may came
from divers culture which new head need to show respect and understand their thoughts and
value their words. Respect is basic human need where new head will have to respectfully treat
their subordinate and junior. Reviewing the case of Cressida Dick, new head need to understand
where she lack behind and what are area where respect was impacted. With respect as ethical
value, new head will gain place in police department or in their workplace.
Trust: Trust is another ethical consideration where leaders have to trust their subordinate or
junior working under them, leaders trust their employee and allow them to make right decision at
right time. Leaders not only show trust to their employee but they help employee to explore area
of development. Trusting is game which is quite risky, mainly in the case of The Metropolitan
Police, new head can not directly trust their subordinate or junior who still want to stand with
Cressida Dick. Trusting is important for new head but they can not relay on building valuable
trust, new head must have this ethical value where they trust their subordinate and junior. In this
case, trust will automatically build between new head and other stakeholder of the organization.
Fairness: Fairness is most important ethical value that allow new head or leader to fairly
complete their job and follow policy and procedure. Fairness is important element where leader
have to focus on fair treatment, unethical process might impact value of new head impacting
their image in the workplace. In the case of Cressida Dick, fairness was one of the major issue,
maintaining fairness was very important for her but she failed to follow policy and procedure of
the workplace. New head have to review her mistake and need to maintain fairness in the
workplace, this is basic ethical value which every member of organization need to follow, they
need to maintain fairness in their work and should avoid any kind of unethical consideration.
Honesty: Honesty in work is basic ethical value which every member of the organization need ot
have, this allow leader to show and maintain honesty in their work and perform work honestly
with any illegal activity, honesty create image for leader (Lambek, 2021). New head have to
maintain honesty in their work because this department is already in its way to destruction, new
leader must have ability to manage those cases which may arrive in their employment process.
Leader need to manage illegal or unethical issue that may arrive in the workplace with their
ethical value.

Recommendation:
Policy and procedure of The Metropolitan Police need modification and new rules should
be added to keep effective control over such activity.
Understanding viewpoint of other stakeholder is also important where leader have to
understand their subordinate, it is recommended, The Metropolitan Police should have
ability to understand their leader and stakeholder for effective process.
CONCLUSION
This report has discussed case of Cressida Dick and understand unethical and illegal
process performed by her. Later this report has discussed significance of leaders and their
perception and understand importance of perception of stakeholder. At last this report has
discussed ethical leadership approach, new leader or head should adopt in the management
process.
