Abstract
The leader always motivates and guides individuals to accomplish their common objectives and
goals, but leaders different from each other in the way that adopts to fulfil these motives. This
standard and way are known as the leadership style of a leader. This paper has been studied the
leadership qualities and style of Mohammed Sheikh bin Rasheed Al Maktoum who is a vice
president and vice president of the UAE. He is also called as the ruler of Dubai. It is because
Mohammed Sheikh is an only individual or leader that comes with a lot of strategic initiatives
and transform the Dubai as one of the modern cities in the world. Among all of his strategic
initiatives, Dubai strategic plan is a common and important strategy that is introduced by the
Mohammed Sheikh. It is the constant work, effort, and creativity of the Mohammed Sheikh that
turns this impossible into possible. The DSP plan launched by the Mohammed Sheikh serves as a
strategic agenda that defines the targets and direction. It highlights the five key areas that contain
the development of different sectors of social and economic life, environment or infrastructure,
government excellence, and security or justice. The main aim of the DSP plan launched by the
Mohammed Sheikh is to support the well-being of the public and provide high-quality life to
both UAE residents and citizens.
Moreover, the objective of the research is to find out the leadership style of Mohammed Sheikh
and DSP success in changing the situation of Dubai and role as a change driver. Apart of this, in
the research report, the responses of professional individuals from the public or private sector
will be observed and analyzed in order to evaluate their perception and changes required by
them. This research project will finish by sharing the personal experiences that I have learnt by
working on this.

Dubai is considered one of seven emirates which make up the UAE and the second largest city
after the Abu Dhabi. It is the most popular city of the UAE. It is situated on the Southeast coast
of the Persian Gulf. It is also considered the capital of the Emirate of Dubai. Abu Dhabi and
Dubai are two important cities that have the power over critical matters of the national
importance in the legislature of the country. In today's scenario, Dubai has become the largest
hub of the business and transport. It is only become possible due to the effective leadership and
huge participation of the country government which is managed by Sheikh Mohammad. The
economy of Dubai mainly based on the revenues from trade. Apart of this, it also earns some part
of its economy from the Oil exploration concessions. Before 1966, the oil was not discovered in
the country. It earned its first revenue from oil during 1969. Oil revenue helps the country in the
acceleration of a huge income which directly goes in the development of the country. The
reserve facilities of oil in Dubai are limited, and production level is low. Due to this, it only
contributes to 5% of the total country revenue.
This paper mainly discusses the leadership of Sheikh Mohammed which enables the country to
attain all these achievements in a short span of the time period after becoming the ruler of Dubai
in 2006. Apart of this, the role of DSP in the development of the nations is also studied. This has
been done under the light of certain facts and concepts. Moreover, DSP has been considered the
driver of change in different sectors of the country. The way how DSP has influenced them also

In this research, a literature review is studied to collect the necessary information
regarding the leadership behavior of Mohammed Sheikh and Dubai strategic plan
(Litosseliti, 2017). In order to study the literature review, the data from websites, and
published books have been collected.
The qualitative method for this research project is selected because it is quite interesting and easy
to understand or implement for getting desired outcomes. Quantitative analysis does not helps us
in evaluating the reaction and feelings of the target population. Therefore, the qualitative method
is selected because it is quite efficient and effective in evaluating the responses of the target
population and their perceptions.
Research Design
Furthermore, the sample was being selected from the target population on randomly basis. The
sample size for the research project limited to 100. The questionnaire includes 11 questions and
five points Likert scale had been utilized for the convenience of the target population as this will

necessary responses from the target population. This technique was being used to view
the expressions and feelings of the target population during giving responses of different
research questions (Takhar-Lail, 2015). With the help of this technique, the reaction of
target populations can successfully analyze, and results are drawn on the basis of it.
On the other hand, secondary sources also give significant information for carrying out the
research in the desired direction. The secondary source that has been utilized in the research is
following:

On the basis of the above analysis, it can be said that the perception of the Dubai citizens largely
influences the DSP success and leadership style of Mohammed Sheikh. Furthermore, it can be
said that leadership plays an effective role in the success of an organization or a strategic
initiative. It is the leadership which provides the right direction to the employees and human
beings in which direction they need to move. Sheikh Mohammed is a very good example of a
leader. The paper defines the leadership style of the Mohammed Sheikh in an effective manner.
It is the leadership of the Mohammed Sheikh due to which Dubai has been led to an exciting
success in the past 10 years (Day, 2014). His bold leadership style, high qualities of having a

how to deal with people and make them agreed to participate in the research project actively.
This enhances my level of confidence and persuading skills. Apart of this, I also met with such
kind of people who are very helpful and enthusiastic in order to give their responses. This
motivates me further to finish my work with the good efforts. In addition, I also spend some
money in travelling from one place to another. This is performed for the purpose of a survey of
Dubai public and private sector professionals.
