AI Summary
This report assesses the vendor selection process for deploying cloud-based technology to develop an online health record system for the Commonwealth Government of Australia's 'My Health Record' initiative. It evaluates three vendors based on factors like flexibility, security, cost, and compatibility with mobile applications, ultimately recommending Vendor 2 due to its cost-effective Hadoop file structure capable of handling large patient datasets. The report also reviews the strengths and weaknesses of cloud-based solutions in healthcare, highlighting benefits like remote access and efficient resource distribution, while addressing concerns about security and data privacy. Furthermore, it compares predictive and adaptive SDLC approaches, advocating for the adaptive approach due to its flexibility and alignment with the evolving requirements of the My Health Record project. 1. Project Background
The common wealth government of Australia is focusing on the launch of online health
record system. This system is capable of storing health records information of the Australians
so that they can get effective and instant treatment according to their requirement. It helps in
increasing the efficiencies in providing effective treatment to the patient by the healthcare
centres. The admissions of the patient in the hospitals can be effectively reduced by providing
instant treatment in their home care centre. It helps in reducing the cost incurred on the
medical treatment. The government is looking for the best effective ICT technology and
solutions which helps in developing online health record system for the citizen of Australia to
provide instant treatment according to their requirement. In this paper, we will focus on the
strategy followed for the evaluation of vendor selection that is effective in deploying cloud
based technology for the development of online health record system.
2. Project Aim
The aim of the project is to adopt the methodology which is effective in the selection of the
vendor for deploying the cloud based technology to develop a working model for the
implementation of online health record system.
3. Vendor Evaluation
The valuation of the vendor selection process is comprised of several features and services
provided by them in the deployment of the cloud model. The vendor who meets the selection
criteria will be preferred choice for the management of the vendor. It helps in differentiating
the services provided by the three vendors which are taken under consideration for the
deployment of cloud based technology for the development of online health record system.
Vendor 1:
The vendor 1 is capable of providing following features and services in the cloud model
developed for the installation of the online health record system.
Vendor 1
Flexibility in the cloud model
The cloud model which is developed by the vendor 1 is capable of handling expansion of the
services and functions provided by the online health record system due to the scalability and

flexibility of the proposed model
Providing the cloud model for the trial basis
The vendor is providing the offer of managing the cloud model for the development of the
health record system for the trial basis so that Australian common wealth government can
analyse the benefits and drawbacks of the new design model.
Ability to interact with the other functional modules
The proposed model is capable of managing the interactive relationship with the functional
modules of the other application which helps in managing the effective communication and
proper functioning of the cloud model
Cost
The vendor proposes a cost effective cloud model which is under budget of the government
Security
Security is the major concern for deploying the effective cloud model in the working
organization. The vendor provides effective security procedures for increasing the capability
of the system to protect itself from the third party attack and unauthorised accessing of the
information.
Compatibility of the mobile application
The vendor provides the compatibility of the cloud model with the mobile application which
helps in increasing the growth of the patients connected with the online My Health Record
System.
Vendor 2:
The vendor 2 is capable of providing following features and services in the cloud model
developed for the installation of the online health record system.
Vendor 2
Effective security Architecture
The model proposed by vendor 2 is having high security credentials which make use of
effective security procedures such as encryption technology, hash value algorithm, and public
key infrastructure.

increasing its efficiency in handling data records of the patients.
Inclusion of Hadoop File System and Map Reduce Technology
The Vendor 2 proposes a cloud model which makes use of Hadoop file system and map
reduce technology for handling the health record data of the patients. The excessive amount
of big data of medical health records can be effectively handled by using the new architecture
of the database system which is composed of Hadoop file structure.
Backup and recovery system
It provides the effective backup and recovery system for managing and restoring the health
record data of the patients in time of emergency.
Cost
It offers the services at much lower cost
Maintenance service
It provides the maintenance service after the delivery of the cloud based architecture for the
development of online health record system
Vendor 3:
The vendor 2 is capable of providing following features and services in the cloud model
developed for the installation of the online health record system.
Vendor 3
Providing the cloud model for the trial basis
The vendor is providing the offer of managing the cloud model for the development of
the health record system for the trial basis so that Australian common wealth
government can analyse the benefits and drawbacks of the new design model (Tahriri,
Osman, Ali, Yusuff, 2014).
Service Level Agreement
The vendor focuses on managing service level agreement for providing the effective and
quality service for the development of the cloud model
Cost
The cost of the proposed cloud model is higher than the other two vendors
Security
The model proposed by vendor 3 is having high security credentials which make use of
effective security procedures such as encryption technology, hash value algorithm, and public

key infrastructure (Kuo, and at.el., 2012).
Training and Development program
It provides a training and development program for the employees to made them compatible
with the working model of the cloud based technology
Maintenance service
It provides the maintenance service after the delivery of the cloud based architecture for the
development of online health record system
The vendor 2 is the most suitable choice for the deployment of the cloud based model for the
development of online my health record system because it provides the effective Hadoop file
structure which is capable of handling the records of millions of patient effectively at much
lower cost (Boyinbode and Toriola, 2015).
4. Review of Cloud Based solution
The deployment of the cloud model in the development of online application for saving
patients health records on the network helps in providing medical services and facilities from
the remote location in time of emergency (Mukherjee, 2014). The patients can get instant
treatment in the emergency situation which helps them to come out of danger situation. The
workload of the nursing homes can be effectively managed by providing home care treatment
to the patients. The doctors from the remote locations can look into the patients record
simultaneously which helps in providing effective treatment and prescriptions (Ullah, 2012).
The following diagram shows the implementation of the cloud model in the development of
electronic health record system for the Common Wealth Government of Australia.

Strength and Weaknesses of the cloud model in My health record system:
Strength Weaknesses
The effective centralization system can be
prepared in the much lower cost
Security is the major concern for storing
confidential information of the patient on the
cloud network
The negligible amount of infrastructural
changes are required in the deployment of
cloud based model in developing working
model of Online health record system
Modification and manipulation in the patient
records can results in the wrong treatment
which increases the risks of death and
abnormalities in the patient health
The patients can get instant treatment in the
emergency situation which helps them to
come out of danger situation.
It requires high speed broad band
connectivity
The workload of the nursing homes can be
effectively managed by providing home care
It works on the data accuracy and privacy

5. SDLC Approach
The following tables shows the clear demonstration of predictive SDLC approach and
Adaptive SDLC approach which is used for implementing the cloud based model in the the
deployment of Online health record system.
Particulars Predictive SDLC Adaptive SDLC
Definition Predictive SDLC is used
when the outcome of the
proposed project are known.
It follows the linear approach
for the development of the
project. It is based on the
waterfall methodology
(Bhuvaneshwari, and
Prabharan, 2013)
Adaptive SDLC is used when
the outcome of the proposed
project are not known. It
provides the flexibility to the
working model of the project.
It works on the fundamental
of agile methodology
(Adebayo, and at.el., 2014)
Advantages It is cost effective

The Adaptive SDLC approach is the preferred choice for the development of online health
record of the patients because it requires an extensive involvement of the Australian
government to develop an effective My Health record model according to their requirement.
