1. Executive Summary
The major objective of this report is knowing about case scenario of a popular and significant project
manager, Charles Pellerin. His respective model for leadership competency was based on two
constant axes, which include continuums of emotional and logical decision making process and
intuited and sensed data preference. When these two above mentioned continuums were merged,
four distinctive leadership styles were introduced that involve cultivating emotional and intuitive
leadership, including emotional and sensing leadership, visioning and logical intuitive leadership and
directing logical and sensing leadership. Charles Pellerin had also discussed regarding efficiency of
project leaders as well as had utilized leadership competency assessment to measure behaviour and

A major practice for initiating, planning, executing, controlling and even closing the team
work to achieve subsequent objectives and also meeting every success criterion within given time
duration is referred to as project management [6]. The major challenge of this project management
is that every project objective might not be achieved within given constraints of project. Any project
becomes successful when the respective project manager is effective and this report will be outlining
a detailed description on a successful project leader, Charles Pellerin after identifying his styles.
2. Leadership Issues
Any particular project leader has the core responsibility to provide utmost guidance to each
and every project member within a project for the core purpose of making it successful [1]. A proper
understanding of complex project can only be possible when the project manager remains effective.
Few significant issues could be raised, when the project manager is ineffective and these distinctive
issues are given below:
a) Lacking of a Proper Vision and Mission: This is the first as well as the most important
issue of leadership that occurs when project leader remains ineffective. A proper vision and mission
is required for making every team member of the project to understand regarding possible result of
that particular project and thus lack of mission and vision leads to project failure.
b) Gap between Strategy and Execution: This is the next issue of leadership, which leads to
the fact that there could be a major gap between strategy and proper execution of strategy [3]. Poor
leadership never provides effective strategy as well as guidance for executing it. Hence, often project
becomes unsuccessful.
c) Talent Retaining: Ineffective project leader does not have the capability of retaining talent
of the team members and thus success of the project is often ceased.
3. Leadership Styles
Two distinctive and important continuums are present within competency model of
leadership that include continuums of emotional and logical decision making process and intuited
and sensed data preference [5]. The four styles of leadership that are articulated by Pellerin are
given below:
a) The Cultivating Emotional and Intuitive Leadership (Green): This particular style of
leadership refers to providing subsequent gratitude as well as care to any other human being. Green
leadership is best for complex and large project.

b) The Including Emotional and Sensing Leadership (Yellow): This particular style of
leadership refers to making every team member of the project feel better for including all aspects
and for developing harmonious team [7]. He can even get a difficult person to work as a team and
this leadership is best for complex and large project.
c) The Visioning Logical and Intuitive Leadership (Blue): This particular style of leadership
refers to mastering subsequent optimism based on reality and ensuring commitment. Such leaders
are responsible for providing innovative and creative ideas, although they often get stuck within
earlier project phases.
d) The Directing Logical and Sensing Leadership (Orange): This particular style of leadership
refers to being organizer and chief for building system [4]. He is extremely disciplined as well as
organized and utilizes proper processes for delivering project within difficult time, although he tries
to fulfil goals ruthlessly.
4. Project Success
Within four mentioned styles of leadership by Pellerin, it is noted that the most effective
styles of leadership that can build teams to ensure success in project are blue and yellow or the
visioning and logical intuitive leadership and the including emotional and sensing leadership [5]. The
most significant reason for selection of the visioning and logical intuitive leadership is that it
comprises of a major ability of mastering optimism based on reality as well as commitment.
Similarly, the most significant reason for selection of the including emotional and sensing leadership
is that it comprises of the capability of developing perfect teams and also could mobilize to get
people for working as a proper project team and hence ensuring success.
5. Ethical Issues
According to the given case scenario, Charles Pellerin was the respective project director and
project manager in the project, Hubble Telescope. He had effectively emphasized on his unique and
significant skills of leadership after designing one system, which has the capability to eradicate the
issues that were faced after launching unauthorized 60M US dollars fix mission. He had to get
astronauts for repairing the telescope [2]. The system was designed with his better leadership skills
and unique styles. The major ethical issues within the case scenario of Hubble Telescope Launch with
probable solutions are given below:
a) Unauthorized 60M US dollars fixed mission: This project, Hubble Telescope launch was
itself fixed beforehand so that astronauts could be used for repairing and thus project was unethical
in nature.

A significant solution to the ethical issue was blowing whistle against those individuals,
responsible for this unethical act [8].
b) Lack of Data Confidentiality: The data confidentiality was lost since repairing of telescope
was a fixed mission and thus it was unethical.
Involvement of legal individuals could have been effective for maintenance of data integrity
and confidentiality.
Therefore, it can be concluded that any project becomes successful if the major principles
procedures and policies of project management are used in distinctive areas. These details are
required to execute every phase of the project and they even ensures that project outcome is
matching with the expected results. Charles Pellerin is an effective leader and this report has
properly described about unique leadership skills and styles with proper description.
