The major stakeholders are in many ways benefitted by the project.
First of all, the patients will be able to experience better treatment and
better facilities. The community will receive a cost effective, accessible
and high quality patient service for the Victorian children. The staffs of
executing the project will have better paid employment in a long lasting
project. The families of the patients and other community users will be
able to experience maximized design and location that will provide a
soothing environment. The builders and suppliers involved in the
project will be benefitted by the huge investment by the State
government of Victoria on the people welfare. The NGOs will have a
well-structured and well operating hospital. The state government will
be benefitted to have developed something that fulfills the
requirements of the community and the competency will also be
increased by the redevelopment of the New Royal Children Hospital
Project. The hospital itself will experience more number of clients and
with the development of the infrastructure, interior, treatment,
accessibility, the chargeability of the hospital will also be increased.
After the project accomplishes it can be expected that it will bring in
more customers as the parents of the children will have trust over the
new system and facilities of the hospital.
• The state government of Victoria was founded in the year 1851 as a
responsible colonial government. In the year 1901, it came up as an
Australian State after the federation of Australia. Victoria has been a
commonwealth of Australia and the Constitution regulates and controls
relationship between the Commonwealth. The State government of Victoria
enforces the suitable Acts which are passed by a huge array of government
departments. The governor of Victoria presides over the state government.
The state government of Victoria operates under the principles of the
Westminster system that is a form of parliamentary government.
• The legislative power is held by the Parliament of Victoria and the judicial
power is exercised by the supreme court of Victoria. There are many
departments running under the state government of Victoria. Among those,
the department of health and human services is responsible for delivering the
policies, services and programs which support and enhance the wellbeing
and health of the residents of Victoria. The department is conducting the
healthcare project in collaboration with the Royal Children’s Hospital.
• There are various people, departments and groups who can be classified as the
stakeholders of a hospital. The stakeholders are characterized by the interface
stakeholders, internal stakeholder and the interface stakeholders. The internal
stakeholders are those who operate within an organization and in this case the
hospital staffs are the internal stakeholders. The external stakeholders are those who
leave impact or get impacted by the hospital but are beyond the hospital employment
area. The suppliers, the competitors and the special interest groups. The interface
stakeholders are those who operate both internally and externally to the hospital.
Taken for example, the senior staffs and the trustees are the interface stakeholders
of the project.
• In the children’s health partnership, the major stakeholders are the international
public partnership or the sponsors. The second stakeholder is the builder (Bovis Lend
Lease). The spotless group is which is responsible for the facilities management and
the architects Billard Leece, HKS and Bates Smart. Apart from that, the patients, the
doctors, the hospital staffs, the Families of the patients and the service providers are
among the major stakeholders. The NGOs, the government and the health insurance

The project on the Royal Children’s Hospital project is one of the largest
redevelopment projects that is undertaken by the government of Victoria.
The project was aimed at having a major impact on the tertiary health
services delivered in both the rural Victoria and the metropolitan Melbourne.
The project had successful outcomes and the new hospital has the capacity
to treat extra 3500 patients every year. The new development provides more
than 2000 car parks and almost 500 bicycle keeping spaces. It also provides
better accommodation for the families. Along with providing expanded
childcare facilities, more paly areas and park areas have been redesigned

Stakeholder mapping
As a project manager of the project I can envisage that there are
some interest clashes between the stakeholders. The goal of
different stakeholders are different from each others. It can lead to
feeling uncomfortable with the objectives of others. It primarily
occurs when the necessity of a particular group of stakeholder is
compromised for the expectations of others. Taken for example ,
the government would want that the project is conduced in the
most environment friendly way without leaving zero carbon
footprints. The customers or the patients and the hospital authority
would want that an advanced, modified and upgraded hospital is
established for the children. Hence these conflicts need to be
managed properly in the following way
•Establishing and making known my integrity and role in the entire
project. The purpose of the project and the commitment to the
common good will be communicated.
•I will have to become directly involved in the actual bidding
process .
•A written report will be made of the conflicting proposal that could
affect the project outcome.
•Examination of the policies of the organization will be done based
on how the issues should be reported.
The concept of shared values
The shared values are a particular strategy of management which is
focused on the creation of measurable values in the business in order to
identify and address the social problems. I believe that the project
needs to have a shared value regarding what is the purpose of the
project and how this is going to benefit the community as a whole. As
per my views, it is likely to reduce the stakeholder conflicts. The shared
value application can be done in this particular PPP through continuous
engagement with the external and internal partners.
