The National Quality Framework (NQF) was the first worlwide focus on early childhood
education and care. It stipulates the national approach to rules and quality delivery in all
childcare. The implementation of the NQF was started in 2012 by the Australian
Commonwealth Government, and it is estimated that by 2020 all early childhood education and
care services will have met the expected standards such as the employment of only qualified
educators and care providers. The specific objectives of the NQF are developed from the
National Law 3(2), and they include; ensuring the safety and wellbeing of children that are

education care and services among others. Similarly, the National Law 3(3) also stipulates the
guiding principles of the NQS. Furthermore, the NQS is responsible for the evaluation of all the

The National Quality Framework has four components namely the education and care services
national law, the education and care services national regulations, the national quality standard
and the approved early learning framework.
Both the Education and Care Services National Law and the Education and Care Services
National Regulation are referred to as the National Law and Regulations. These are the laws
and regulations that must be adhere to by all care providers, just like the legislation that guides
car driving. Similarly, the work of early childhood education and care services is carried out
under the direction of rules and regulations that ensure the services offered are of high quality
and the rights of the child are protected as well.
The National Quality Standard comprises of three main frameworks. First, we have the
Australian Children’s Education and Care Quality Authority (ACECQA), then the process of
accreditation which is, in reality, the evaluation and rating system. Third, is the regulatory
authority that is in each state and territory with the fundamental role of accreditation, regulation,
and quality evaluation of the services offered in their area of operation in relation to the national
legislative framework and in accordance with the National Quality Standard. The National
Quality Standard and its entire operational framework ensures that rules are executed, and
