AI Summary
This report examines the implementation of a cloud-based big data analytics system, integrated with Electronic Health Records (EHR) and Clinical Decision Support (CDS) software, at Hocking Valley Community Hospital (HVCH) to enhance healthcare service efficiency. The project aims to improve decision-making, information integrity, and communication. The report details the rationale, which highlights the benefits of nursing informatics, including real-time record-keeping, AI-driven data analytics, and improved access to patient information for healthcare professionals. It identifies the stakeholders impacted by the project (patients, doctors, nurses, non-medical staff, managerial personnel, and owners), outlining the specific benefits each group will experience. The report also specifies the technological requirements, including touch-sensitive devices, laptops, and a robust wireless network. It outlines the roles and responsibilities of the project team members and presents an action plan with timelines for various activities. The report concludes by referencing relevant literature on nursing informatics and healthcare technology.

1TRANSFORMING NURSING AND HEALTHCARE
Background of Organization:
Hocking Valley Community Hospital is community care hospital facilitated with an
emergency care unit, 25 beds, 2 ambulances and others. Currently the organization do not
have any acute care units. The organization has approximately 100 nursing stuffs including
nursing assistance, midwives and registered nurse along with 15 general medical
practitioners, 7 specialist medical practitioners. Apart from that, HVCH has 10 non-medical
staffs as receptionists, office workers, administrative department workers and others.
Recently, due to increase rate of reported infectious diseases as well as inbound emergency
medical cases, the patient turnaround time has increased along with patient re-admission. For
this situation, the patient handing capacity of HVCH as well as healthcare service providing
quality of the organization has been reduced significantly. From the latest audit it has been
found that, poor decision making during rush hours, lack of effective communication, lack of
information integration are causing these ineffectiveness of health healthcare service
providing.
Project purpose:
The purpose of this project is to increase healthcare service efficiency of HVCH
organization by increasing decision making capacity, information integrity, communication
level and electronics aid facilities through incorporating the could-based big data analytics
system. For this, the current Electronics Health Record system of this facility will be
connected with a cloud based Data Warehouse system along with the Clinical Decision
Support (CDS) software (Kudyba, 2018). A third party business intelligence service provider
will be contracted for this integration.
Rationale:

2TRANSFORMING NURSING AND HEALTHCARE
The nursing informatics includes different advanced Information Technology based
implementations in healthcare environment that includes Artificial Intelligence based
Healthcare Data Analytics, real-time record keeping and monitoring through Electronic
Health Record, Big Data and others (McGonigle & Mastrian, 2017). All these technologies
allows the healthcare facilities to have more visibility to the operational situation that
includes, patients conditions, medical history, effectiveness of interventions and others.
Furthermore, AI based software like Clinical Decision Support (CDS) helps to take
immediate effective action by analyzing the report of the patients (Glassman, 2017). Digital
Database Management System only allows storing records systematically so that required
data can be fetched when required. This type of healthcare database system is already present
in HVCH organization, where the data from doctor’s prescriptions, pharmaceutical products,
and patient details are being stored in the hospital database. However, it does not allow to
have a real-time vision on the entire operation and operations of each individual units while
having support to make decision. Cloud Based EHR and AI aided medical data analytics
system allows all the nursing staffs, nurses and doctors to use individual user portal through
using internet browser and specific user interface (Macieria et al., 2017). Through the portal
the user can see the current situation of the patients, update the information while having the
ability to calibrate and analyses the available data to support decision making process. The
managerial department can monitor the operational efficiency of each individual healthcare
service providing units as well as individual healthcare staffs. The data in this system is
presented in statistical and graphical format that visually help the managerial level person to
take appropriate decision regarding the operation, human resource, healthcare practice and
physical resource (Thew, 2016).
Potential Impacted Stakeholder:

3TRANSFORMING NURSING AND HEALTHCARE
Both internal and external stakeholders of HVCH organization will experience the
impact or effectiveness of this incorporation of cloud based EHR and medical data analytics
system. The major stakeholders who will be going to be impacted for this project are Patients,
Doctors, Nurses, Non-medical staffs, Managerial personnel and Owner.
Because of the improved decision making in healthcare service delivery and fast
service delivery with quality, the patients of HVCH will be more satisfied and they have to
spend less days in hospital. It will also allow the patients to have an elevated health quality
and lower frequency of revisiting to the hospital.
Through using the portal, the doctors of HVCH can have real-time access over the
patients’ medical history and latest update about patients’ conditions updated by the nurses.
Apart from that from the portal doctor can have AI assisted analysis and online researched
data about possible intervention and diagnosis that will allow the doctor to make decision that
is more effective.
Nursing staffs will have better access to patients’ history, diagnosis report and
doctors’ prescribed intervention along with AI assisted decision making (Macieria et al.,
2017). They can easily report the condition real-time through their online portal.
The non-medical staffs can have direct information about their shifts and emergency
involvement. The receptionists and office staffs can have more real-time update about
medical equipment and pharmaceutical product stocks (Kudyba, 2018). They will also face
less complexity while billing, insurance coverage evaluation and medical code interpretation
procedures.
Managerial personnel of HVCH can have real-time access over the operations of all
departments and individual employees. The analysis report will help them to take appropriate

decision regarding the operation, human resource, healthcare practice and physical resource
(Thew, 2016).
With better performance of the HVCH healthcare organizational operations and
operating staffs, more patients can be handled and revenue can be generated for further
facility improvement.
Technological Requirement:
To incorporate the system all staffs of the organization must be provided with a touch
sensitive electronic devices where they can log into their portal by using individual log-in ID
and Password. For doctors the Laptops will be required for more in-depth user interface
based operations (Hunt, Sproat & Kitzmiller, 2013). The entire premise of HVCH
organization should be facilitate with wireless network connection by musing multiple WiFi
routers and repeaters. A local server unit will be required that will connect all the distributed
WiFi routers across the hospital with it and provide access to internet system.
Roles and Responsibilities of Project Team Members:
Role of Project Team Member Responsibilities
Project Manager Leading, monitoring and managing the operations and
coordination
