Report
AI Summary
This report examines the operational management challenges arising from labour shortages in Alberta's energy sector following the global recession of 2007-2008. It highlights the impact of the recession on labour migration, the failure of temporary foreign worker programs, and demographic shifts leading to worker retirement. The report emphasizes the difficulty in filling vacancies in the energy field due to a lack of skilled labour and proposes recommendations such as focusing on national economic development, engaging with populous nations to address labour gaps, and creating a labour budget to ensure minimum employment levels. The study concludes that addressing these issues is crucial for mitigating the labour crisis and ensuring sustainable growth in Alberta's energy sector. Introduction:
This study is based on the labour issue, which is printed in news. Towards the continuation of
this study, the researcher has critically presented the labour shortage of Alberta and relevant
recommendations have been provided to mitigate the issue.
Brief description of the issue:
The global energy price discrimination was taken place during 2009. After three financial
years, Alberta has faced boom in global market. However, the oil industry has been facing a
shortage of labour during the time. Due to the recession, much unemployment was created at
that time. As per the prediction, Alberta was planning to set new employment (more than
130000) for oil sands. According to Bui, Hussain & Kim, (2018), after the global economic
recession during 2007-2008, global organisations faced a huge scarcity in labour market.
Along with that, the rate of labour market also raised after the recession, as the demand was
booming again.
After the recession, it has come to know through government census report that the demand
of labour in Alberta was expanding. Moreover, the government report said that Alberta was
to fill more than 100000 vacancies only in energy field. During the recession, many labours
were shifted to other fields or in other nation. Therefore, finding right and experienced people
for energy field became difficult for Alberta government. In the words of Hussain, Bui &
Kim (2018), national government should have enough economical stability so that
unemployment cannot increase. Therefore, the government of Alberta has started new
projects after the recession, so that new job opportunities can be created.
Thoughts to this issue:
According to Ansoff, Kipley, Lewis, Helm-Stevens & Ansoff (2019), after recession,
employment set-up becomes a big issue for global companies; alongside, global competition
for labour market becomes another nig issue. The issues are provided below:
In this case, Alberta has faced same issue, because other Asian nations, Australia have
already started cover their labour requirements. Therefore, labour bid started at that
time. That means, another competition level was added for global companies. Apart
from that, the temporary foreign workers project was failed during that time.

Demographic issue was another factor. Means, many existing workers were supposed
to retire during financial year 2011. Therefore, another shortage of employment was
getting ready to hit the labour market.
According to government report, more than 200000 foreigners enters the nation for
employment, but amongst them less than 10% are skilled labour and applicable for
employment. That means rest 90% immigrants cannot fill the unemployment gap
(Farzin, Fotuhi-Firuzabad & Moeini-Aghtaie, 2018).
Recommendation:
The government of Alberta should focus on national economic development; so that
employment can be created.
Along with this, the government of Alberta should contact with large populated
nations; so that labour and employment gap can be reduced.
Moreover, the nation must create an additional labour budget; that would be helpful
for creating a minimum range employment.
Conclusion:
Throughout the study, the affect of global recession on Alberta has been monitored. It has
critically discussed that the labour issue was arrived during the unemployment of recession.
After recession, many labours have left the industry and joined other areas; so, labour
shortage became a serious problem. Along with this, more difficulties and issues have been
discussed in relation to labour crisis. The recommendation could be helpful for mitigating the
labour issue to some extent.
