AI Summary
This report, prepared for the CUS413 Customs Field Education course, focuses on outward custom processing procedures. The report begins with an explanation of the outward processing concept, contrasting it with inward processing. It highlights the importance of the procedure, particularly in the context of international trade and duty payments. The report then assesses the effectiveness of the procedure at the General Administration of Customs (GAC), noting its role in facilitating the repair and reimport of goods. The methodology section outlines the use of both primary and secondary data collection methods, including interviews with customs officers and a review of academic research articles, with qualitative data analysis employed for data interpretation. A Gantt chart provides a timeline for the research, detailing activities from research area identification to portfolio presentation. The report concludes by summarizing the key aspects of outward custom processing and its practical application.

Explanation of the procedure of outward custom processing
The concept of outward processing is completely opposite of the concept of inward processing
procedure. The outward processing procedure allows the community goods to be processed
aboard. Along with this, the procedure also allows the community for putting the goods for free
circulation where the duty needs to be paid on the value that has been added abroad.
Importance of the procedure
Without the outward processing procedure, duty would have been paid for goods were produced
in the community and on the value added abroad (Häntsch & Huchzermeier, 2016). The
guidelines that are concerns with the custom procedures impose high economic impact on the
nation. The guideline associated with outward processing procedures only of explanatory
purpose and not any kind of legislation. The chief purpose of these laws is for facilitating the
appopiate application associated with the legal provisions.
Effectiveness of the Procedure practices in GAC
The procedure practice at General Administration of Customs (GAC) is highly effective.
Outward custom processing enables faulty goods that need to be returned to the third country for
the purpose of repairing. Not only this, it helps to reimport goods to the native nation by reduced
nil duty as well as liability.
Research Methodology
For collecting the data for the research, both primary and secondary data collection method will
be implemented. For collect primary data, interview of two custom officers associated with GAC

will be interviewed. For collecting secondary data, 5 academic research articles associated with
the research topic will be reviewed.
When it comes to data analysis, qualitative data analysis will be conducted. Qualitative data
analysis can be defined as a non-statistical and methodological approach taken by researchers to
conduct an in depth understanding of the research issue (Mihas, 2019).
