Introduction
Performance management system is defined as a systematic approach that measures the
performance of the employees. The aim of the assignment is to implement the performance
management system for the purpose of organizational success (Ogunyomi & Bruning, 2016).
The chosen organisation for this assignment is General Authority of Civil Aviation in Saudi
Arabia (Alsumairi & Tsui, 2017). The assignment will further comprise of implementation
process of a particular communication plan, the appeal process and lastly it will conclude with a
particular raining procedure that will allow certain changes in implementing performance
management system.
Overview of the company
The General Authority of Civil Aviation of Saudi Arabia is known for its national
institution of Saudi for the charge of aviation and other related matters. The headquarter are
situated in Riyadh. It is the operator of four international airports and twenty three domestic
airports.
Implementation of communication plan
The communication plan that can be implemented for the aviation sector is PBCS which
is Performance Based Communication and Surveillance monitoring program because it requires
contribution in identifying the hazard as well as the safety risk assessment and management. The
program supports the exchange of safety information in global and regional basis (Ogunyomi &
Bruning, 2016). On the other hand the implementation of RCP and RSP can be used as a

provision of the Air Traffic Service. RSP is used to define the performance of the ongoing ATM
surveillance while on the other side RCP is used to communicate with the aircraft. The
importance of this implementation will allow the air traffic service provider with the operating
system to be highlighted in PBCS concept.
Appeal process
The appeal process in the aviation sector is where the employee and supervisors are
present to resolve the disagreements which involve the performing evaluation process. The
appeal process in this organisation does the way the prohibit or circumvent an employee from
type invocation of articles (Strom, 2018). The applied appeal process is advised of refusal or
issue that is suspended to revoke the following:
an aerodrome license
an air traffic controllers license;
a maintenance engineer's license
a pilot's license
an air operator certificate
an sanction for a person to supply an air transfer control service
a certificate of airworthiness or a permit to fly

Training program
There are few challenges faced while working in the aviation sector like administrative
nightmare, location issue, expensive development or other workforce issue. To avoid such short
comings there must be training sessions implemented for the employee and facilitate a good
performance management system. The using of e-learning or online training can lower the cost
of the airline sector. It is considered to be cost effective and is organized on a larger scale on the
training session through online modules. These online modules are easier to deliver to the
employee all around the location that would need trainer and facilitators. The implementation of
SCORM- certified training program is that work with the desktop web browser and other
devices.
Conclusion
Hence it can be concluded that performance management in General Authority of Civil
Aviation is more defined on the basis of employee because it is the support system of the
organisation. The purpose of this assignment depicts that the human resource department is one
of the major functioning unit in the organization. It caters to the duty and responsibility of
engaging the employee and ensures to keep the employee motivated and engaged.
