INTRODUCTION
Developing an organisational policy is the process which is focused while planning to
formulate new policy. It is very important for all the makers to make sure that they are following
all the essential steps while developing the policy (Boholm, 2019). Present report is based upon
development of a new policy for an enterprise. This assignment covers various topics such as
general process used for developing a policy, the development cycle and different types of
elements that should be focused while formulating a new policy.
TASK 1
Question 1: Explain the general processes and practices used for developing a policy.
Policy development is a process of formulating a policy regarding a specific area which is
focused by the formulators. It is very important for all the parties involved in the development
process to make sure that they are able to develop the policy by paying attention towards the
main steps that should be taken by them. The general process and practices that are used for the
development of the policy are as follows:

Step 1 First of all, the problem or issue due to which the policy is required to be
formulated is identified and described.
Step 2 Afterwards, a person or a group of people is appointed for the purpose of
coordinating the procedure of policy development.
Step 3 At this stage the policy development process is established.
Step 4 After establishment research is conducted to analyse various aspects.
Step 5 Here, the discussion paper is prepared.
Step 6 After development of discussion paper consultation stage 1 takes place where
decisions are taken (Canary and Taylor, 2017).
Step 7 Here, the draft policy is developed.
Step 8 Right after formulation of draft policy second stage of consultation takes place.
Step 9 Step nine is related to adoption of the policy.
Step 10 At this stage all the aspects of policy are communicated with all the parties
involved in the development process.
Step 11 This is last stage where the policy is evaluated and reviewed.

Question 2: Explain the policy development cycle
The cycle which is followed for the purpose of development of policy is known as policy
development cycle. There are five different stages of it which are as follows:
Identification of the issue: It is the first stage of whole cycle of policy development
where the issue for developing a policy in future is analysed so that a new policy for
resolution of the same could be developed.
Placement on the agenda: This stage demonstrates that when issue is identified then the
policy makers analyse the agenda for formulating the policy so that they can develop it
properly.
Formulation of policy: When agenda for formulation of policy is developed then it may
help to formulate or develop the actual policy in systematic manner. At this stage the
makers will be highly focused with appropriate formulation of policy so that they can
resolve the issue identified in the stage one.
Implementation of policy: When the policy makers formulate the policy in systematic
manner then they implement it properly which helps to deal with the issue which is
affecting society or individuals (Dunlop, 2018).
Evaluation of policy: It is last stage of policy development cycle where the implemented
policy is evaluated. Here, the makers try to analyse that the developed policy will eb able
to respond to all the issues that are identified and focused while formulating and
communicating the policy with all the members involved in the process of development.
Question 3: Selection of one industry and answering different questions related to it
The industry which is selected for this question is retail industry. Different aspects of it
are analysed below in context of policy development:
Policy development frameworks for the retail industry: There are various types of
policy development frameworks that are focused by all the entities that are carrying out
operations under this industry. These frameworks are Mc Kinsey’s Framework, Stakeholder
Theory, Balance Scorecard Framework, The Value Disciplines and Ansoff’s Matrix. All of them
are used in the retail sector for the purpose of developing policies (Farahmand, 2017).
Description of relation of frameworks with the industry: There are various
frameworks are used in retail industry for the purpose of policy development. All of them are

related to the industry because with the help of them, the authorities of entities try to find best
suitable policy for businesses. Mc Kinsey’s framework is used for analysing different strategic
horizons for the sector. These are core business, emerging opportunities and blue sky. All of
them are used in retail sector for the future policy development. Value disciplines are also used
to formulate policy. Different elements that are focused while using it are operational excellence,
customer intimacy and product leadership. It is related to the industry because it demonstrates
the key elements that are required to be focused by a retail sector entity. Stakeholder theory is
also related to the industry because with the help of it all the companies in the sector try to
engage all the stakeholders in the decision making. These are customers, shareholders,
employees, community and society. Balance score card framework is used by the retail industry
for analysing the performance of business therefore it is related to the sector. Ansoff Matrix is a
framework which is used to find suitable strategic direction for business. It is used in retail sector
for the same purpose of it is related to the industry.
The roles that policies play in the work area and the way in which they are related
to the job performed: The job which is performed in the retail sector is manager of store. The
policies that are formed for retail industry play major role in the work area because with the help
of them all the operational strategies are formulated. Policies guide all the staff members as well
as the managers to perform their jobs in systematic manner (Keyton, 2017). With the help of
them, all the retails stores are required to carry out all their operations and other executional
activities of business.

organisations policies: There are various legislation and regulations that guide the development
of policies in retail industry of UK. Some of them are customer protection, consumer contracts,
consumer credit, selling fireworks, seasonal and Sunday trading, pricing information, weights
and measures, product labelling and packaging etc. All of them are required to be focused by all
the entities while planning to developing the policies (Key pieces of legislation for policy

The internal and external factors that may affect the policy development in retail
industry: There are various types of internal and external factors that may leave impact upon the
procedure of policy development. These are economic situation, pollical interference, changes in

factors etc.

Development of communication policy in the retail industry
Policy title: Communication Policy at workplace (Retail store)
1. Policy purpose:
1.1: Establishing proper communication at workplace so that the issues of all the staff members
could be resolved
1.2: Making arrangements for proper management in the store so that the complaints of staff
members could get resolved.
1.3: Guiding all the staff members about when and what they have to do in future.
1.4: Interacting with all the employees and assuring them that there will be no discrimination or
harassment at workplace.

2.1: Communication policy is mainly focused with interacting with all the staff members
