Introduction
In this report, the focus is on application of lean project management to organize a
prestigious world class event “FIFA 2022 World Cup football tournament”. This report
illustrates the processes that could be applied for stakeholder management along with the
identification of the stakeholder who will be associated with the event. Further, the ways in
which lean project management could be applied is discussed in this report. The areas and
opportunities for elimination of waste has also been identified and presented in this report.
Apart from that, the processes from different project management methodologies that could
be used for implementation of lean project management has been illustrated in this report.
1. Identification and elaboration of processes for stakeholder management
1.1 PMBOK processes for stakeholder management
Stakeholders have an important role to play so that the event could be completed
successfully. The management of stakeholders will be done using four steps or processes as
per PMBOK. The stakeholders could be affected or have impact on the event so they have to
be managed efficiently. The stakeholders will be responsible for the execution of various
activities that are required to complete the event. The processes that will be used for
stakeholder management are illustrated as below:
Identification of stakeholders – It is considered as first step in the process that will be
used in managing the stakeholders efficiently. The stakeholders will be identified at the very
beginning of event so that they could monitored and controlled effectively (Kerzner &
Kerzner, 2017). The identification of the stakeholders is an essential element for determining
their desired requirements. In this step, the stakeholders will be identified and analysed to
determine their power, interest and influence over the event. The stakeholder identification
will help to achieve positive outcomes from the event aligned with the goals and objectives of
the event. The negative influences on the event could be minimized with the help of proper
stakeholder identification and analysis. The stakeholder identification at an early stage of the
project will help to apply business strategies aligning with the strategic goals of the event. In
this process, various tools and techniques could be utilized for stakeholder identification
however, the most effective and efficient is stakeholder register (Bourne, 2016). A
stakeholder register will be developed containing information about the stakeholders along
with their power and interest over the event. Further, it is required that the Project manager is
aware of the stakeholder influence on the event so that they are managed efficiently. The

expert judgment will also play an important role as their views and opinions will help to
better understand the stakeholders.
Planning of stakeholder engagement – It is the next step in which the plan for
engaging the stakeholders will be developed. In this process, the strategies will be developed
so that the stakeholders could be associated at every phase in the event. Through this process,
the expectation of the stakeholders could be identified easily to manage them with efficiency
(Hermano & Martín-Cruz, 2019). In this process, the stakeholder communication will be also
developed to ensure that the stakeholders are well aware of the deliverables. With the help of
this process, the stakeholder efficiency could be enhanced and improved. The development of
stakeholder management plan will describe the method that will be followed for effective
stakeholder engagement. The engagement of the stakeholders will ensure that the desired
requirements are fulfilled and completed according to the goals and objectives. Further, this
process will help to develop relationship between the team members and the stakeholders so
that the deliverables could be achieved successfully (Hornstein, 2015). Additionally, review
of the stakeholder will be carried out regularly so that their level of engagement could be
adjusted accordingly as per the requirements. The completion of project could be done
according to the stakeholder requirements with the help of proper stakeholder engagement.
Management of stakeholder engagement – In this process, the engagement of
stakeholders will be managed so that any issues occurring during the event could be handled
efficiently. This process is focused on increasing the support and reducing the resistance so
that both the internal or external stakeholders could be managed efficiently (Heagney, 2016).
According to this process, each identified issue different problem solving people should be
assigned. It is assumed that changes in thinking and management process can be implemented
with the application of certain tools and techniques. The engagement of the stakeholders is an
efficient element for reducing the risks so that the chances of successful execution of the
project could be ensured. The suitable management approach for the stakeholders will help to
achieve the desired requirement of the stakeholders. The influence of stakeholders will be
evaluated so that the desired goals and objectives of the event could be achieved. In this
process, the stakeholder register will be used so that the event could be completed with the
help of suitable planning and management. The managing of the stakeholders is an essential
requirement that will help the project manager to execute the required activities as per the
requirements (Karaman & Kurt, 2015). The successful completion of the stakeholder

management process will provide with various results that will help to estimate success of the
event.
Monitoring of stakeholder engagement – This process will involve monitoring and
controlling the relationship of stakeholders so that the event could be completed successfully.
The stakeholder engagement has to be monitored and controlled so that the event could be
completed successfully by aligning it with the goals and objectives (Kerzner, 2018). In this
process, a stakeholder management plan will be used as input and an issue log will be
included that comprises of the various issues. The issues will be identified at an early stage
with the help of issue log so that the event could be organized successfully. In this process,
the stakeholders will be monitored and controlled with the help of suitable application or
system. The deliverables from the event could be achieved effectively through proper
controlling and monitoring of the stakeholders. The expert judgment will be utilized along
with meetings for determining the effectiveness of strategies for stakeholder engagement
(Kerzner, 2017). The engagement of the stakeholders will ensure that desired outcomes of the
event are achieved and it is successful. The performance data will be collected and measured
through various processes which will help to determine the progress of the project.
1.2 Critical stakeholders for the event
Stakeholders are the individual or group of people and could be even organizations
that will be involved with the event. The involvement of stakeholders is an essential aspect to
ensure success of the event. The identification and analysis of the stakeholders will help to
ensure that the desired goals and objectives are achieved within estimated time and budget.
The stakeholders have to be engaged throughout entire planning process of the event for
suitable decision making. The stakeholders that are critical for the event are presented as

The above table reflects the stakeholders who will be associated with organizing the
“FIFA 2022 World Cup football tournament”. The different stakeholders will have different
role to play in this event. In the above table, the power as well as interest of the stakeholders
are being illustrated to demonstrate the impact that they have on the event (Heravi, Coffey &
Trigunarsyah, 2015). The classification of power and interest is done in three categories that
is High, Medium and Low. It has been identified that different stakeholders will perform
different roles and responsibilities to achieve the desired outcomes from the event.

2. Implementation of lean project management for this event
Lean project management can be implemented in this event through various ways and
professional lean project principles could be followed to ensure successful execution of the
event. The project could be governed well in an appropriate manner with the help of lean
project management principles. The issues within a project could be identified and analysed
so that the event could be completed as per the desired goals and objectives. The successful
accomplishment of the could be carried out easily with the application of lean project
management (Dionisio, 2017). The wastes will be eliminated with the application of lean
project management so that stakeholder requirements could be fulfilled aligning with goals
and objectives of the event.
There are different ways through which a lean project management can be
successfully implemented while designing and developing the “FIFA 2022 World Cup
football tournament” project. The lean organizations always have better systems as well as
experiences through which profitability of the organization can be improve from the existing
condition. Consumer satisfaction is referred to as the most important and central focus for the
lean projects. It can successfully eliminate waste elements from the lean project. It is
determined that, if the idea of lean implementation is not followed accurately by the project
managers and owners then the consumers may not show will to pay for the services
(Schwalbe, 2015). Therefore, the project concept must be ideating in such a way so that it can

ways:
Process 1- Starting with taking actions in the technical system
Whatever technical system used in the project should be upgraded according to the

adopted by the project manager. Beyond the functional areas other process operators are also
required to be considered by the project managers for successfully implementing the lean

Process 2- Setting professional project steering team

committee will take the responsibility to provide support to the planning, resources,
implementation to follow up the accountability for project implementation. In most cases the

It is expected that, internal and external consultant will support the project team officially. All
the inter-departmental issues will be completely resolved with a supportive infrastructure.
Process 3- Tracking the performance
In order to make each of the project activity and performance visible to the team
members the project team members should track the project progress. Proper tracking will

methodologies that could be used for implementation of lean project management. The
implementation of lean project management can become a successful one if all of its phases
are properly followed and applied professionally. The processes from PMBOK, Agile,
Prince2, OPM, Lean Six Sigma are elaborated in the below section:
Process of PMBOK:
The five processes of PMBOK should be followed to implement lean project
management include initiation, planning, execution, monitoring and control and project
closure. Initially a project charter should be prepared followed by identification of

stakeholders, scope statement, budget allocation the project ends with stakeholder signoff
(Kerzner, 2017). Each phase should be followed sequentially to avoid any kind of
interruption in the project.

Process of Prince2:
The three major processes of Prince2 methodology are directing, managing and
project delivering. The other key activities that should never be avoided include pre project
outlining, initiation stage, subsequent delivery stages and final project delivery stage.
Process of OPM:
The process of Organizational Project Management (OPM) is widely utilized to align
project, program as well as portfolio management practices with organizational objectives,
customization and organizational strategies (Layton & Ostermiller, 2017). Thus, this process
is also not beneficial for the “FIFA 2022 World Cup football tournament” project. The OPM
will deliver project values through the principles of – organizational integration, continuous
improvement, development of organizational strategies and alignment, consistent successful
delivery. It is expected, that if these approaches are all followed by the project manager and
the project team members then the project will surely deliver the expected outcomes. The
process of OPM can be used for implementing the “FIFA 2022 World Cup football
tournament” project.
Process of Agile:
The Prince2 methodology is comprises of the following 6 phases and that are
highlighted in the below section. This process can modify the project scope based on
identified changes. In fact, depending on business opportunities the construction structure of
the project should be modified accordingly (Johnson, 2017). This methodology is mainly
followed for implementing software projects therefore this method is not at all beneficial for
“FIFA 2022 World Cup football tournament”.

Improve: Based on analysis results the process must be improved to avoid further

Control: Whatever improvement or solution has been prepared are controlled through
different strategies and those control strategies are developed through this process.
Conclusion
From the overall discussions carried out in this report, it has been identified that
different processes included in various project management methodologies could be used for
implementation of lean project management. Efficient management and elimination of waste
could be done with the help of lean project management. The event could be organized in a
well manner through proper decision making and application of lean project management.
However, some constraints may lead to failure of the event due to lack of proper management
and poor planning. The management of the stakeholders efficiently will help to fulfil the
desired requirements for fruitful organization of the event. The capital that has been estimated
to organize the event should be used efficiently so that there is elimination of wastes and
reduction in resource wastage.
