Introduction
The report aim is to implement better project life cycle model for Brampton Civic
hospital. Brampton civic hospital is a public hospital and provides facility that is accessible
for all. The hospital developed its infrastructure with advanced technology and medic al
equipment’s. The aim behind implementing new technology is to provide better health
facility towards the community people. The project is being executed in Brampton city
located in Canada. The area required for developing this project is around 1.2 million sq. ft.
and includes 108 rooms and 608 beds for operation. The paper will develop a proper
infrastructure strategy for building the hospital. The report is going to be distributed into four
major parts that will includes project life cycle of infrastructure, management of asset and
sustainability managing infrastructure project performance, and finally the last part will
include safety and security associated with the project infrastructure.
About the Brampton Civic Hospital
Brampton Civic hospital is a hospital that aims in providing free services to their
patient. This is an acute care hospital located in the Brampton city. The hospital was designed
by Parkin Architects limited in joint venture with Adamson Associates. The hospital was
started with 608 beds. This is the first public hospital developed in Canada and maintained
under private public partnership. This hospital started working from 2007 and replaced the
Peel memorial hospital (Goodman & Hastak, 2006). The hospital servers around 500,000
residents of Brampton and the people from different areas. The hospital can give
accommodation to 80000 patient in time of emergency. The employees associated with the
organization are around 4100 (Guo & Skitmore, 2010).

Discussion
The report aims at discussing the phases related to decommissioning and
implementation. For this report the chosen case study is of Brampton Civic Hospital and this
is important to determine each step associated with hospital. The requirements needed
throughout the development of this project is needed to understand. This becomes important
to understand the process controlling phase and also there is a need to determine the quality
management (Krohe, 2008). Apart from these it is essential to maintain the supply
management chain. Thus, it is necessary to develop a project plan that will be beneficial for
the hospital.
3.1. Infrastructure project life cycle
Every project needs to be understand well before planning. The Brampton civic
hospital needs to develop an infrastructure project life cycle before planning. This will help
the hospital to understand the phases and the working of infrastructure life cycle (Marlow,
Beale & Burn, 2010). With better approach towards the infrastructure project life cycle better
quality of service can be provided towards the customer. Apart from this, there are several
risks that are associated with the infrastructure. Thus it becomes essential to mitigate this
risks. In the project development cycle it becomes essential to encourage the role that every
stakeholders plays in private sector participation (Martland, 2012). The key risks related with
the implementation of Brampton project is with the handling of new equipment’s.
This becomes essential to recognise the project lifecycle of organisation so that the
processing lifecycle can be improved. However it is necessary to have trained employees and

feasibility study of project and approval of the project and finally the need for good
finance.
Investment phase: this phase includes detailed engineering and designing of the
project. The implementation of project also comes under this phase.
Post investment phase: this phase includes project operations, monitoring of the
project in mid-term and ex post evaluation.

3.2 Managing infrastructure project performance:
The aim behind developing Brampton civic hospital was to provide better facility to
everyone. The report focuses on the performance definition. Brampton civic hospital should
be aware about the effects of implementing new technology within the hospital (Penn &
Parker, 2012). The procurement plan includes planning the contract and metric that will be
helpful to regulate performance of the contract.

(Chen et al. 2009). The main benefit of a civic hospital that it chooses project wisely and

in the future. It becomes important to make decision correctly that will be beneficial for the
hospital and the staffs associated with the hospital. to successfully complete the commission
steps , the hospital and the management team needs to monitor some basic phases that

As Brampton hospital is a public hospital, thus it needs to be approved by the government.
The challenges that are supposed to be faced while implementing this project are also needed
to be addressed and to be mitigated in time. Life cycle cost analyses is used to manage the
asset efficiently and also enables long duration cost optimization (Accenture, 2012). It is the
responsibility of the project leader to manage the resources accordingly and organize them in

3.4. Infrastructure project security and safety
This is important to conduct a comprehensive risk assessment that will determine the
potential security risks and will involve strategies to mitigate the risks involved in deigning
phase. This is essential of develop a better security plan that will ensure safety of each
patients associated with the hospital (Sánchez Soliño & Vassallo, 2009). Moreover the data
stored within the documents of the company needs to be maintained with highest security.
Every data associated with the patient needs to be maintained with highest security, as no
third party can be allowed to access the information about any employee or patients. IAHSS

Reflection
The case study of Brampton civic hospital includes implementing new facility for
hospital that is used to serve the community people to cure several health issues with the help
of advanced technologies. The first part of the report has described about the key challenges
that are faced while developing this project. Moreover, the strategies to overcome these
challenges are described. Apart from the challenges there are some risks that are needed to be
mitigated. This becomes important for the Brampton civic hospital too work in a way that
will increase the efficiency and service provided towards the patients. Safety of the patient is
also an important aspect. According to me apart from the implementation of new
technologies it is necessary to develop proper guidelines that will ensure safety of the people
associated with the hospital. With new technologies there are chances of new opportunities.
This will bring success towards the hospital. The partnership followed by the hospital public
private partnership. This ensures job opportunity within the society and also creates a
constructive impact on community. The developed project will ensure benefits for
government.
For completing the project within time hospital has implemented several financial
stability. Moreover government body has also helped the hospital by providing fund. Part b of
these assignment has discussed about the need for infrastructure feasibility. Thus, from the
above report it can be concluded that managing the infrastructure with proper security
strategies will be beneficial for the project. Apart from managing the infrastructure it is
necessary to develop proper security guidelines that will ensure better safety towards the
people associated with the civic hospital. According to me managing infrastructure properly
and developing each step with care and safety will be helpful for the project.

Conclusion
From the report it can be said that there is a need to emphasis on decommissioning
phase and implementation phases apart from determining the opportunities, challenges and
stakeholders associated with the project. Before implementing any project it is important to
learn about the infrastructure of the organization. Thus, it is important to learn the
infrastructure and life cycle followed. After understanding the infrastructure, it becomes
necessary to manage the performance of the infrastructure. This includes a procurement plan
that ensures delivering a proper set of requirements needed for developing the project. Asset
sustainability and management involves managing the asset required by the hospital while
developing the project. This phase includes getting permission from every stakeholders and
government body. Brampton civic hospital can start working only after the project is being
approved. After analysing all the needs and getting approved by community people, the
hospital needs to assess the risks that are likely to be faced by the hospital while developing
the project. After assessing the risks, it is needed to develop a proper strategy plan that will
help in mitigating tis risks. The report has included every possible risks management
strategies. Thus, the developed report will be beneficial for understanding the implementation
and decommissioning phases.
