1 Task 1: Reviewing the project scope
The project was proposed to build the underground metro rail line link which focuses on
managing the connectivity between Dubai terminal 1 and Dubai terminal 2 to assist the
passengers so that their travel time can be reduced. Project will be amalgamated with
overseas manpower, special machinery used for drilling purpose, rail coaches are imported
from Germany, and building material is imported from overseas for the construction of the
tunnel project.
Project Scope issues are listed below:
 Project Budget: Availability of the process funds should be clearly well-defined
during the signing of the undertaken process so that activities and quality of the
material used should be analyzed and evaluated. Focus should be given on developing
the cost estimated plan so that estimated budget can be generated for the project fund
approval from the project sponsors. Amalgamation of the project requirement helps in
developing the accurate budget of the undertaken construction project (Haughey,
2014).
 Project Timeline: Requirement of the construction project of underground metro rail
line link which focuses on managing the connectivity between Dubai terminal 1 and
Dubai terminal 2 should be well-defined at project start-up phase so that work
breakdown structure can be created by emphasising on the requirement breakup
structure. It supports in sequencing timeline and dependency of the project activities
on one another so that critical tasks associated with the project can be identified and a
probable action can be occupied to limit their influence on the other processes of the
process control block (Hornstein, 2015).
 Legal issues: Investigation should be done for evaluating the legal issues which are
formulating on the project completion process. It aids in designing the proactive
action plan so that legal obligations can be kept controlled and systematic. It assists in
finalizing the project successfully (Itegi, 2015).
 Construction program: Detailed analysis of the construction program is required to be
completed before signing the contract so that quality of end consequence can be
measured. Metro rail link has to be completed underground for 1 kilometer.
Underground construction program should also provide facility for the rail services

for operating by the tunnel. Pathway of the metro rail is to be clearly defined and
focus is giving on infrastructural changes which are required to be done for the
implementation of the metro rail service. Emphasis should be given on identifying the
need and petition of the client and constraints and risks associated with the complete
project process (Mansfield Community, 2013).
 Resources availability: It is the multi-million project so it will hire the expert and
skilled resources from the overseas. Teaching and improvement program is required
to be arranged for the internal staff members to improve their throughput,
presentation, and quality of the output. Hiring of the experts from overseas helps in
improving the end outcome of the project. Emphasis should be given on identifying
the communication management process between internal and overseas manpower.
Restriction of information flow can be managed by using required communication
tools and methods. List of internal and external stakeholders and team members of the
project should be defined so that relevant stakeholder engagement program can be
developed by proper managing the working hours and responsibilities (Monnappa,
2017).
 Building material Availability: It is the multi-million project so it will import building
material from the overseas. Good building material is used for finalizing the project
with better result and excellence for attaining sustainability. It aids in minimizing the
risks of construction collapse. Importing process of the building material should go
under the quality check process. It assists in improving the quality of the metro rail
link constructed for facilitating the transport facility of the passengers.
 Importing of railway coaches: Railway coaches of the metro rail are imported from
Germany so that passengers are provided with good seating arrangements (Mossalam,
and Arafa, 2016).
 Equipment and machinery imported: Excellence is the project design can be achieved
by having specialized drilling machines and other equipment and machinery of high
quality. It is required to import the equipment and machinery from the overseas so
that work and processes can be effectively carried out. Focus should be emphasized
on having machinery and equipment which are having features required for the
commenced project. Signing of agreement helps forimporting the required resources
and equipment from the overseas with minimum hindrance (Newman, 2018).
 Communication: Communication management plan is sign off with the internal and
external stakeholder so that information and work flow can be effectively manage

even if the working team members are geographically apart. Communication tools
and methods are used for transferring of required information from one party to
another. It assists in influencing coordination in global partners so that construction
program can be effectively carried out. Consultant can provide their innovative ideas
and thoughts by using effective and required communication tools and technology
(Obadia, 2018).
 Project requirement: Periodic meetings is arranging with the stakeholders for
collecting need, demand, and requirement which helps in designing effective
requirement breakdown structure. Ideas, vision, and opinions of the stakeholders are
taken for defining the project plan. It helps in emerging the effective work breakdown
structure so that processes can be planned according to the project goal and
objectives. Accumulation of the resources, work, processes, and program is done
according to the work breakdown structure developed for achieving the objectives of
designing the underground metro rail link to facilitates the passengers by minimizing
their travel time (Obradovic, and et.al., 2014).
2 Task 2: Risk Assessment
Risk Identification:
Identification and assessment of risks helps in synchronising and controlling the impact of
issues on the project processes. It is the multimillion projects which requires importing and
hiring of physical and human resources from the overseas creates complexities in the
completion of the working scheduled of the project process. Some of the major risks which
are foreseen associate with the project plan are as follows:
1. Political risks: Political government can put restriction for the importing of physical
and human resources for the construction program of Dubai international airport
underground metro rail link. Political control can also be imposed by the Dubai
government for the construction of the underground metro service (Ollows, 2015).
Project can be delayed from its delivery date due to the political obligations imposed
on the construction project.
2. Social Risks: Employees can put their resistance in managing relationship with the
external team members who are hired from the overseas for the development of the
excellence underground metro service. Difference in the culture, tradition, language,

and working style creates complexities in managing mutual understanding between
them. Risk of job loss due to the involvement of new human resources from the
overseas can affect the presentation of the core team members of the project. Social
risks can affect the quality of the end outcome of the work breakdown structure for
the successful construction of the metro rail link (Otieno, 2014).
3. Economic risks: It is multi-million projects which depend on the financial help from
the project sponsor. Incorrect estimation of project cost can affect the overall
budgeting of the project and it can suffer from financial crisis which ultimately results
in project delay. Market analysis is not properly done for identifying the project cost.
Emphasis is not given on investigating the selling price of the equipment, resources,
and rail coaches which are imported from the overseas. Inaccuracy in the cost plan
results in project failure (Passenheim, 2015).
4. Operating risks: Lack of compatibility and mutual understanding between the team
members can affect the operating of the construction program due to the difference in
the culture, tradition, language, and working style. Involvement of the new
technology, equipment, and working schedule creates difficulties and disordered
situation at work place which directly affects the functioning of the project.
5. Legal risks: Emphasis is not given on the legal risks and legislation obligations which
are associated with the project plan which creates complexities in the completion of
the project within the defined boundaries of time and cost (Patanakul, 2010).

3 Task 3: Key Milestone
M 1: Feasibility Analysis
Feasibility of proposed project is testing with the requirement placed by the Dubai
international authority for the development of 1 kilometre underground tunnel for metro rail
link. Emphasis should be given on identifying the technical, operating, legal, and financial
feasibility associated with the project. It helps in developing the strategic plan of the project
so that project can be feasible (Sulaman, and et.al., 2013).
M 2: Project Charter and approval:
Project charter is developed which clearly specify the project title, project manager, project
sponsors, and start date of the project, finish date of the project, estimated time, estimated
budget, estimated resources required, risk identified, success criteria, assumptions,
constraints, and project deliverables (Taherdoost, and Keshavarzsaleh, 2016). Project charter
should be approved by the stakeholders of the project.
M 3: Project Scope management plan
Project scope is identified by investigating and detailed study of the requirement specified by
the project stakeholders. It focuses on meeting the requirement by the project goal and
objectives. It carries the information regarding the in-scope activities, out-of-scope activities,
assumptions, constraints, and success criteria. Development of the project scope gives the
pathway to develop required work breakdown structure. Scope management plan helps in
determining scope subjects which exist with the undertaken project such as Project Budget,
Project Timeline, Legal issues, Construction program, Resources availability, Building
material Availability, Importing of railway coaches, Equipment and machinery imported,
Communication, and Project requirement.
M 4: Development of the project team and distribution of responsibilities
Examination of project scope benefits in analysing the required skills and expertise which
should be possessed by the team members. Hiring of the resources from the overseas is done
according to the skills and expertise which helps in finishing the construction program with
good and enhanced quality.

M 5: Project schedule:
Activities of the project are scheduled according to the project scope and allocation of the
resources is done by identifying the team established for accomplishment of project.
Responsibilities are provided to the team members on the basis of their willingness and skills
and expertise. It supports in refining the quality of the project results. Construction of the
work breakdown structure aids in emphasising the time, cost, and resources, required to
complete the particular activities (Tomomitsu, Carvalho, and Moraes, 2018).
M 6: Completion of Detailed designing of construction program:
Detailed designing of the project helps in enhancing the procurement plan for collecting the
resources, equipment, and building material required for the construction program. It helps in
managing the connectivity between the request and supply of the resources.
M 7: Completion of Commissioning of the project
Project commissioning of the project helps in analysing the meeting of project timeline and
cost baseline. It helps in assuring the linking of construction components, structure of the
metro rail link, infrastructure changes, and construction program implemented so that quality
defined in the requirement plan should meet with the project deliverables.
M 8: Completion of reliability and acceptance test
Completion of the reliability and acceptance test helps in measuring the quality defined in the
requirement plan should meet with the project deliverables. It focuses on assessing the
difference among the planned structure, project timeline, and budget with the actual structure
achieved, project time line and budget. It aids in identifying the level of contentment
achieved in the end users and stakeholders associated with the project.
M 9: Completion of Implementation and Go-live
Implementation phase should be completed on scheduled time so that success criteria of the
project can be met. Accomplishment of the project rest on on the implementation process of
the metro rail link for use within the projected cost of the project. It helps in providing
facilities to the passengers for easy transportation. Reviews and feedback should be collected
from the end user to analyse and identified the success of the actual outcome of the project as
expected.

M 10: Completion of project handover
Project is handover to the Dubai international airport for starting metro rail services through
the underground tunnel which helps in facilitates the passengers. It provided connectivity
between the terminal 1 and terminal 2 of the airport.
4 Conclusion and Recommendation
It can be determined that success of project can be identified by resolving scope issues and
risks associate with the undertaken project of metro rail link to connect terminal 1 and
terminal 2 of Dubai airport. Focus should be given on developing the cost estimated plan so
that estimated budget can be generated for the approval of the project funds from the project
sponsors. Detailed analysis of the construction program is required to be completed before
signing the contract so that quality of end outcome can be measured. Training program is
required to arrange for internal staff members to improve their throughput, performance, and
quality of the output. Identification and valuation of the risks at an initial stage of the project
helps in controlling the impact of issues on the project processes. It is recommended that
government permission should be taken so that obligations and control put by them can be
minimized and equipment, human resources, and others can be easily imported without any
hindrance from the political parties. Mutual understanding and compatibility between the
working employees can be developed by deploying effective communication methods and
tools so that easy transfer of information can take place. Legal risks can be controlled by
aligning the project processes with the work, health, and safety standards which are used for
the completion of the project. Milestone start and end date of the project should be identified
to measure the project success and failure.
