Executive Summary
This following paper will construct on the subject of Alternative Technology
Association which takes place on East Timor solar project. This report presents on the
workings of Village lighting scheme which is related on the East Timor solar project in the
country of Australia. Most of the villagers of East Timor have been faced so much issues
regarding electricity because they have no access on the electricity. For that reason, the
project has been conducted on the generation of the electricity from the solar energy. For
conducting this project, Google impact has been provided the financial support so that during
the execution time, the project does not face any kind of problems. However, this assignment
draws the three sections starting from the first as project execution plan, second as project
management plan and last section as risk management plan.

Introduction
The project has focused on the construction of the solar project which leads the main
role of generation of electricity for helping the villagers of East Timor (Ata 2015). In that
case, the Village lighting scheme (VLS) who acts the major role for providing the
arrangements of this solar project. This solar project considers as not only the cost effective
project but also it refers as eco-friendly (Ata 2015). The generation of the electricity
mandatory for the villagers of East Timor because they do not consume the electricity in their
daily lives and for that they have faced lots of electricity related problems. For this reason,
the Alternative Technology Association has been conducted this solar project that is managed
by Kate Greenwood, project manager of ATA (Garner 2014). The Google impact has been
provided them financial support and the ATA has been provided the commitment to the
Google impact that the two years are needs for completing this solar project. Apart from that,
this report constructs the execution plan as well as risk management plan of this solar project.
Project Execution Plan
Introduction
The project execution plan is one kind of document which helps to execute as well as
monitor and also control the project. There are so many parameters existing in this project
execution plan such as project scope, project goal, quality of project as well as resource,
scheduling and also organizational considerations (Heagney 2016). As per the project
execution plan, the core focus of this project is to generate the electricity for the East Timor
villagers (Hopkin 2018). The project is piloted by the Alternative Technology Association
which takes the responsibility of completion of this project inside two years. This solar
project is beneficial for East Timor because most of the family in that place, do not access the
electricity. For this project, the Google Impact has the partnership with this solar project for

providing the financial support (Jimenez-Estevez et al. 2015). As per the scheduling, the
project schedule has to make in such a way which focus should be completing the project in
between two years.
Executive summary
The main attention of this project is complete the solar project in between two years.
The ATA takes the whole responsibility of completion of this solar project by making the
partnership with Google Impact who takes the financial part of this project. The generation of
the electricity happens from the solar energy and that’s why this project is too much cost
effective and also eco-friendly. The Village lighting scheme is the core section in this project
and also there exists such components like community attachment as well as local training
and also technology which help to complete this solar project.
Project Description
According to the case project, East Timor is an underdeveloped country and in this
country, most of the people almost 35% of the people do not access the electricity and it is
the big concern for the local community of East Timor (Kasimoglu 2018). Thus, the
Alternative Technology Association leads the initiative for conducting this solar project for
the local community. Generally, the Alternative technology Association is the non-profit
organization in the country of Australia and since ten years they have worked on the solar
projects. At the initial timing, the organization has been worked as the membership donation
as well as small donations of many profit based organizations (Kerzner 2017). But for this
project, the Google Impact has taken the partnership to pride the financial support so that the
solar project can complete with proper success.
The main attention of this project is to generate the electricity from the solar energy
and due to usage of solar energy, the project is cost effective as well as eco-friendly (Allen et

al. 2014). To execute the project, the training, various technology and also maintenance are
required and also it needs microcontroller based system for constructing this project (Lam
2014). The needful of this project to overcome the problems regarding electricity. Because
the community of East Timor have been challenged due to electricity poverty. The family
members especially the women and the children cannot stay their house with a security
(Sadeh, Gecht and Feniser 2018). Moreover, the children cannot study over the night timing.
For that, the ATA takes the initiative to conduct this solar project. For conducting this solar
project. The ATA has provided the proper training to all the workers so that they have been
worked successfully in this solar project. Moreover, this solar project helps to reduce the use
of smoke and kerosene. After completing this project, the villagers will need to pay $10 for
installation and $2 for maintenance.
Project Management Plan
Risk Management Plan
The risk management plan is essential part in the overall project management. Within
this solar project, there occurs multiple of risks in between various phases during the
execution period of this solar project. There are so many potential risks that need to be
address for mitigating so that the project can execute with a right pathway. The first phase of
the risk management is to identify the risks and after that it needs to analyse the potential
risks of the project. After analysing the risks, the next step is to mitigate the potential risks for
executing the project. There are a number of risk factor happen in this solar project such as
language barrier, absence of governmental collaboration, lack of community collaboration,
shortage of the installation equipment as well as incapacity for securing the license in the
time as well as lack of knowledge o installation experts etc. These risk factors are crucial for
this solar project. Thus it needs to mitigate for getting an effective ending of this solar
project.

Contracting Plan
The contracting plan defines the times in which the contractor party is attached with
the project. According to the contracting plan, within the solar project, the Google Impact has
been created partnership along with this project to provide the proper funding so that the
project does not have any problems during the execution timing (Merrouni et al. 2017). The
ATA has the responsibility to provide the appropriate training to all the workers of this solar
project so that they can utilize their knowledge during the implementation timing of the
project. Moreover, as per the contracting plan, the ATA has been created the contract with
Google Impact to finish this solar project in between two years (O’Connor, O’Brien and Choi
2015). The completion of this solar project has to end in between the two years, otherwise it
involves the additional budget which tends to become the project as unfeasible.
Project Control Plan
The project control plan implicates the execution process of the project so that during
the implementation phase, the project is under control (Pritchard and PMP 2014). With this
project control plan, the workers need to follow the life cycle of the project so that the project
can execute with a right track. This solar plan requires to maintain the traditional project
management phases staring from initiation to closure phase. The workers needs to maintain
the proper scheduling so that this solar project must compete within the proper timeframe as
well as its estimated budget (Trypolska 2019). There needs to make a contract with the
experts of this solar project so that after the installation of this solar project, it has been gotten
the workers for the maintenance purpose of this system. To control this solar project, the risk
management is necessary for taking within this project so that the potential risks are

Occupational Health
The occupational health is considers as the identification as well as control of
potential risks occurring due to physical as well as chemical and other types of workplace
hazards. This phenomena helps to establish a safe as well as healthy environment within the
project so that the workers can work with proper safety (Yaniktepe and Genc 2015). There
are four types of database in this occupational health and they are such as job history, contact
with work location, environmental agents and also health related information. The workers
can take the initiative for avoiding such important hazards which have the possible chances of
occurrence within this solar project. The workers have to be aware from the electrical shock
as well as thermal burn which leads to make the injuries of the workers. In that case, they
have to use the solar panels because the solar panels do not produce the greenhouse gases
which leads to pollute the air.
Quality assurance plan
The quality assurance plan is mentioned as a document preparing by the project team
which ensures that the final quality of the products of the project. The document comprises
the detailing of the project activities in order to understand the quality of the project products
(Badwan et al. 2017). In this case project, it has to create the quality assurance plan by the
project team so that the quality of solar project can be understood. Because it is necessary to
understand the quality of the solar project as within it, the generation of the electricity
depends. By the quality assurance plan, the customers can understand the level of the project
which supports them to provide the satisfaction (Chih and Zwikael 2015). If the satisfaction
level of the customers is high, it can be understood easily the quality of the project.

Document control and information management plan
The document control plan is addressed as a guideline which examines the overall
management actions of the entire project. By using this plan, it has to easily track the
progress of the overall project by which from the starting step to ending step all are easily
understood (Gido, Clements and Clements 2014). Instead of getting all the tracking details of
the project from the document control, it also helps to find the issues within this project so
that it can remove easily from the solar project. Because with the integration of risks along
with the entire project, it always reflect of the progress of the project.
As per the project information management plan, it introduces the project actions as well as
responsibilities that helps for managing the project information (Khodakarami and Chan
2014). According to this plan, it needs to make a plan for determining effort as well as time
which are needed for collecting as well as distributing the project information. This solar
project can gets of benefits from this information management plan (Kivilä, Martinsuo and
Vuorine 2017). It must determine within the project that the project information should be
distributed to all the stakeholders to meet the project within the time boundary.
Relationship management plan

Based on the knowledge management plan, it helps to make a document which
contains the knowledge for the project. Because to execute a project, the basic knowledge are
required which must contain in this knowledge management plan. Also, with the help of this
plan, it consists few system processes as well as technologies helping for managing the
project knowledge (Mesquida and Mas 2014). The knowledge is the vital part for the project
for its implementation. To conduct various project process as well as technologies,
knowledge is the key of the project because without the knowledge, it does not operate the
project related process or innovative technologies.
Project review plan
By applying the project review plan, it must ensure to review each individual phase of
the project. The project review plan helps to display current status of the project phase and
scrutinize the project whether there is any faults or not (Nanda 2016). It has been shown from
the project Organizational plan review plan, if the project does not able to meet the allocated
requirements (Nicholas and Steyn 2017). The project review plan helps to review the overall
project whether the completion of the project is perfect or not. If in the review part, it has
been assumed that the finishing of the project does not follow the right track, then it needs to
redo the project in some of the parts (Richardson 2014). According to the project review plan,
it also requires to follow the project review plan for checking whether the project is correct or
not within the entire project phase.
Organizational plan
The organizational plan considers as a document which contains a list for making the
strategies of the organization. The organizational plan shows the planning as well as works,
agendas and also growth of the organization within a certain period of time (Tseng 2014). To

make the organizational plan, it should understand the goals or strategies of the project and
after that it needs to allocate the respective stakeholders as per the requirement. In this case
project, the project manager as well as risk analyst, finance manager, project team members

Project close out plan
Project close out plan executes the verification of the acceptance of the deliverables of
the project. At the timing of the project close out, it needs to conduct the project assessment
as well as review of the project. In this plan, it needs to pay for the project resources that
means the stakeholders, facilities and other automatic related systems. The project close out
plan checks the planning or overall implementation and approves by the project manager
whether the project is ready for run or not (Verzuh 015). The close out part is too much
important for the project management because by using this, the overall project is possible to
complete successfully.
Risk management plan
Identification of risks
As per the risk management, the risks are such as:
 Language barrier - The language barrier is one of the main problem within this
project. Because it is not compulsory to integrate the local community people
involving in this project. Moreover, the outside people also can join this solar project
as a worker. In that case, the language barrier is the important problem for the
workers of this project. Because to complete the project as successful, the
communication takes an important section of the project management.
 Absence of governmental collaboration - This type of risk happens when the
