Yes, I completely agree to the fact that it is necessary for a procurement manager to have
a control on the sourcing and acquisition process. The procurement activities associated with any
project should meet the organizational requirements and objectives. There is no denying the fact
that New Royal Adelaide Hospital (NRAH) project is a complex project with varied set of
objectives. Therefore, it was quite necessary for the project officials to follow a planned process
of project implementation. On evaluating the New Royal Adelaide Hospital (NRAH) project
report it is found out that there have been certain issues in procurement bundles associated with
the scope, time and scope of the project. I agree to the fact that those issues could have been
managed if proper administration and monitoring the contract compliance. The New Royal
Adelaide Hospital (NRAH) project has however showed efficient risk management to minimise
the major risks associated with the project. I agree to the fact that although the risk management
process was properly executed in New Royal Adelaide Hospital (NRAH) project, the project
status reporting was not at all conducted on timely basis or as per the set guidelines that added to
the difficulties in project execution (Auditor General’s Department, 2015). There was an
increasing pressure on the government to address the major issues in terms of scope, budget and
project schedule (Kerzner, & Kerzner, 2017). An improved risk management was necessary in
New Royal Adelaide Hospital (NRAH) project which could have helped in reducing the risks
associated with the procurement process in the project.

I agree to the fact that there were certain critical issues associated with the New Royal
Adelaide Hospital (NRAH) project. A number of problems were faced while management and

execution of the project. The major issues associated with the New Royal Adelaide Hospital
(NRAH) project is highlighted in the auditor general department report of 2015. I agree to the
fact that one of the most significant issues associated with the project was lack of proper
planning. The auditor general report of 2015 highlights that issues associated with procurement
management, finalization of contract and procurement management. There is a mention of non-
finalization of the ICT service contract till the end, in the auditor general department report 2015
(Auditor General’s Department, 2015). The disagreement among the different parties and project
team added to the risk and issues in the project. I completely agree to the fact that the project
team could not identify appropriate strategies of addressing the issues in the project and that
contributed to the considerable delay in execution of the project. However, the government took
appropriate measures in managing those risks. The financial loses however, could be avoided if
specific measures were taken to address the risk. Financial loses in the project were identified as
well that lead to increase in the project delay. Appropriate project control would have helped in
eliminated those issues and delays in the project.
