delivery of a project is demonstrated by developing a clear communication strategy which
has to involve stakeholders of the project. Clear communication is whereby there has to be a
logical flow of information across the different administrative levels in an organisation. For
example, in Quasar Communications Inc. (QCI) Enterprise the resistance of staff of the
anticipated change is an indication that the company has a poor communication plan which
could not have included all the project stakeholders before initiating the project. Effective
communication calls for hierarchical communication structure to allow for sufficient flow of

Program of Work", 2018). Therefore, an effective communication plan highlights a variety of
steps before any tactical activity for specific projects being put in place.
Accordingly, Quasar Communications Inc. (QCI) Enterprise is supposed to develop a

project manager and the team should revise the target audience. Indeed, this help to develop a
strategic division scheme to classify its target audience in a proper manner in accordance with
the results of the survey. Lastly, the QCI project manager should then determine the best way
to reach out to its audience by defining the probable communication, techniques, tools, and
