RNPP BANGLADESH AND HPC POWER PLANT, UK
1. Introduction
Rooppur Nuclear Power Plant is an under construction plant located in Pabna district
of Bangladesh which is 140 kilometres from Dhaka which is the capital city of Bangladesh.
The development strategy of RNPP can be very much beneficial for the economic growth of
this country in the coming years (The Economic Times, 2019). Around $150 million USD is
spend on the research and development purpose in this power plant (Reason and Hobbs
2017). The local economy of Rooppur can also be significantly benefited from this nuclear
project.
Hinkley Point C is an under construction nuclear power station is located in Somerset,
England and its budget is estimated to be around £ 20B. There are two ERP reactors which
are associated directly with this nuclear power plant and approval of the government is very
much significant regarding the successful completion of this project (Modarres 2016). The
nameplate capacity of this under construction nuclear power plant is 3260 MWe. This under
construction project is subjected to be completed by 2025.
The project risk management and the stakeholder management practices in these two
nuclear power plants are very much different from each other due to diverse categories of
reasons in terms of the risks associated with each of the projects and involvement of
stakeholders in each of the projects (Sadgrove 2016). Financial backup provided by British
Government in Hinkley Point C is much more than the financial backup given by Bangladesh
Government in RNPP (Iaea.org. 2019). Different risk management procedures are adopted in
different NPP all over the world. On the contrary it can be said that both these projects
involve diverse categories of stakeholders which has to be achieved in a systematized mode
so that both these projects are completed within the estimated time schedule (Rahman 2019).

estimated to be 2 × 3,200 MWth. The cooling source of this power plant is Padma River and
the power generation models which are being deployed in this project is VVER-1200/523
(World-nuclear-news.org. (2019). The role of the Russian Government is very much
significant for the successful completion of this under construction project (Slovic 2016).
Along with Russia, Indian Government is also directly involved in this project as Indian
Government is deploying Nuclear Supplier Group which are deployed to control the materials
and equipment deployed in this project (Leveson 2015). There are diverse categories of
technologies which are involved in this under construction project which are managed by the
Nuclear Supplier Group (NSG).
1. 1 Problem Description
Each of the two under construction projects have sundry groups of challenges allied
with them. BAEC proposed two 500 MWe nuclear reactors for Rooppur by 2015. There are
diverse classifications of challenges related with two under construction NPP in terms of the
maintainability issues.
Security of each of the stakeholders associated with these under construction projects
is the other problem. Water management and adverse environmental conditions are the major
challenges which are being faced in RNPP. Treatment of the waste materials is the other
significant concern in RNPP along with that the density of people living near RNPP is very
much on the higher side which is again a source of concern from the environmental
perspective. The other significant risk associated with RNPP is the utilization of resources as
the market conditions in Bangladesh keeps on changing every moment. Heating and
ventilation are the prime challenges faced by Hinkley Point C. At the same time, it can also
be said that managing the increasing cost of each of the activities is one of the prime

complexities of the nuclear projects. Managing each of the stakeholders of the nuclear power
plants is huge challenge for the management team of those projects as there are miscellaneous
groups of stakeholders associated with these projects and many of those stakeholders lives far
away from the location of the power plants.
However, as mentioned by Terlikowski et al. (2019), construction cost of the NPP is
different in different countries due to the changes in prices of the raw materials and other
technologies which are deployed in the NPP. The cost of raw materials changes due to the
dynamic market conditions can have a huge impact on the financial planning and
management of the nuclear power plants. External human resources are easily available in the
nuclear power plants of the developed nations like England as compared with the other
developing nations like India or Bangladesh (Giannakis and Papadopoulos 2016). The entire
project management approach followed in the nuclear power plants are completely different
from one another.
Even though as discussed by Wang et al. (2017), the role of the nuclear reactor
designers are very much significant in the nuclear projects as these designers are readily
available in the developed countries like Spain and United Kingdom as compared with
developing countries like Bangladesh and China (Hara and Yoshida 2016). The fatality
frequency of each of the different areas has been highlight in this paper in an organized
manner. Core damage frequency and risk assessment worth are the two most significant parts
of the nuclear projects which has to be managed in the first place in order to achieve the
higher order of safety for each of the workers of this projects. Impact of the risks on both
assets of the nuclear plants can be understood from the arguments made by the researchers.
On the contrary Wu (2017), uranium bundle can be very much significant to shield
the radiations of the nuclear power plants. High energy source of heat are managed in the
