Part one: Reflective CPD
Continuous Professional Development is the unremitting procedure of documenting,
developing and maintaining the professional skills (Nasreen, and Odhiambo, 2018). As
guided by (Brisard, et al., 2016), the CPD is a crucial aspect in the professional courses. The
students or professional project managers are required to keep track of the professional and
personal skills to utilize and develop the same in professional practices. According to
Nasreen, and Odhiambo, (2017), the skills associated with CPD could be gained through the
training or courses formally or informally, through the job experiences. The most significant
benefit of maintaining CPD is it keeps knowledge and skills updated (Simpson, et al., 2017).
Moreover, it enables to find out own strength and weakness through self-evaluation and self-
enhancement (Hamilton, 2018). Through the paper, I will critically reflect on my professional
development through the course. I will record my past achievements and experiences and my
current experiences to develop my future career path.
Past and Present Experiences
The first thing that I have learnt in due course is project management is based on the
knowledge, experiences, soft and hard skills of the people in charge of the project.
Preliminarily, I did not have a profound idea regarding project management and a PM and
used to think that Project Managers usually manage a project. With each day passing by, I
learnt that the PMs are liable to plan, initiate, monitor, execute and hand over a project. The
effectiveness of the project is highly dependent on the professional skills and capabilities of a
Project manager. When I started to understand and perceive the roles and responsibilities of
the project managers, I started to identify the crucial skills of the project manager. I learnt
prior to being a licensed project manager; it is to develop the mindset and personal attribute
like a project manager. As per the guidance of the professor, I started to conduct a personal
assessment and record the strengths that foster my skills as a project manager and find out the
weakness that would create a barrier in my future carrier. Through my self-evaluation of 30
days, I found that I am bad at decision making skills and struggle to make instant decisions.
While working with the peers, I used to hesitate to voice my decisions and perspectives
among my team.
Once, in our team assignment, we were struggling to decide the proper strategy which leads
the project to be accomplished within the allocated time. The struggle to make the

appropriate decision of time management and strategy development made me feel that
decision-making skills and time management are the indispensable aspects of effective
project management. Time is one of the project constraints (Lin, Huang, Yeng, and Cho,
2017). If a project is not delivered within the allocated time, the efficiency of the project
outcomes diminishes, project cost increases and it brings adverse impact on the reliability and
image of the project management team (Dhir, Kumar, and Singh, 2019). I started to work on
my time management through prioritizing the tasks, making work schedules and setting up
the deadline of works. The continuous practice of time management made me able to break
the tasks and get each part accomplished with the set deadlines. Communication skills are
crucial in team management and working with peers (Fetters, Guetterman, Scerbo, and Kron,
2018). As per my professor’s guidance, I started to communicate with my peers and share
knowledge and views with the team, which also fostered my rational thinking. Throughout
the course, I learnt the effective way of leading a team, predicting the risks and mitigating the
same through the decision making skills. One of the biggest strength of mine is I am able to
develop the achievable, specific and manageable project goals following the SAMRT
framework. The setting of a SMART goal defines the success of project success (Moore,
2017). Based on the SMART goals, I could easily precede the project and achieve the project
objectives.
Apart from the skills required for project management, I have gained experiences regarding
the present scopes and career opportunities in project management. According to Fasbender,
Wang, Wöhrmann, and Klehe, (2018), career planning is the set of activities conducted with
the aim to achieve the career objectives. The concept of career development has changed over
the years, career development renders to avail a multitude of skills and exercises them in
actual practices. I have experienced that a successful career development involves four key
activities: knowing own strength and weakness, explore career options, focusing on career
scopes and taking actions to utilize the job opportunities.

Career plan
After the conversation with my seniors, peers and professors, I came to know that the career
of a project manager is developed through several steps. Very few organizations hire a
fresher as a project manager. An individual needs to avail in depth understanding and
knowledge regarding the project management domain (Henkel, Marion Jr, and Bourdeau,
2019). Only theoretical knowledge is not sufficient, hence I have decided to develop my
career step by step. I will first join as a Project Coordinator to learnt from the senior project
manager and understand how the industry actually works. To sharpen my analytical mind, I
will further join a farm where I will be working as an NPD project manager. It will facilitate
me to manage the product development activities and an opportunity to understand how the
project could be marketed. My knowledge regarding both management and
commercialization will enhance. During my entire study, I found that I am more intended for
environmental researches. Thereby, in future, I will join the farm that deals with environment
r5esearch projects. Moreover, I had also observed that there are multitudes of farms that work
for Information Technology project development and development of construction projects.
However, the farms working for environmental protection are scarce to find. Thereby, I will
work as an Environmental Research PM. After availing at least 20 years of working
experience, I plan to open my own consultancy and start practising. My career path follows:

Part 3: Project Proposal
Introduction
Street Lightning is an essential and significant element for every region as this helps in
maintaining safety and security of people irrespective of time. The impact of street lights on
public is psychological and its presence creates a sense of secured and ruralised culture. Light
is the basic need but in many regions of the world, it is not available, which are mainly the
urban areas. It has been observed that one third of the world’s roads are stills lit by
technology dating back to the 1960s, which consumes approximately 40% of a city’s overall
electricity costs (Jin et al. 2016). The research would investigate street lightning of United
Kingdom and its deployment. The project management of street lightning deployment in
United Kingdom would be the main concern and this would provide with some new and
enhanced ways of deploying street lights. Through technological inventions and
development, multiple new strategies has come up which would be stated in the research.
Deployment of street lightning in an effective way could provide United Kingdom with some
reduction in its costs and this would be the most significant benefit gained through it
(Pasolini et al. 2019). The research would investigate the background of street lightning in
UK as this would help in understanding the growth it has achieved, which would be followed
by the future of street lightning. Street Lighting is an essential part of day to day life and it
appears to be a minor concern but its significance is felt in its absence. The research would
reveal the steps and activities which are required for deploying street lights and the
importance that it has on human psychology. Through the research future of street lightning
would also be revealed.
Research Problem
The research would investigate street lightning and its deployment which is a tough activity
as for providing some effective and accurate details, exploration of the government websites
and other source would be required. The research explores the problem of deployment of
street lightning which has been observed in United Kingdom to be increasing. The costs of
the concerned activity has been increasing government expenditure which has been the main
concern. The deployment of street lights needs to be enhanced through taking up some
effective and advanced technological help which would reduce the costs. The research
explores the problem of utilising the resources to its optimum, which could be beneficial for
the country and its development. The research could be beneficial for many other countries as
the solution could be applied for gaining acceleration in its economic as well as social
concern.

Research Question
The research aims to answer the question “How could project management Deployment of
street lightening could be done in a cost effective manner, in United Kingdom?” The question
is quite specific and accurate and it could also be stated as. “How the project of deploying
street lights in countries lanes and small highways could be done in a cost effective way, in
United Kingdom?” The two questions are same and it aims at being achieved through
meeting the objectives of the research.
Objectives
The objectives of the research will be as follows
To investigate the street lightning techniques and procedures which has been
practiced since ages, in United Kingdom.
To provide with new techniques and tools for deploying street lightning in United
Kingdom’s lanes and highways.
To provide with new technologies for deploying street lightening in countries’ lanes
and highways, in a cost effective manner.
To provide recommendations on improvement of the techniques for deploying street
lights in United Kingdom.
Literature Review and Conceptual Framework
LED Street Lighting and Public Health
As per Marino et al. (2017), adoption and consideration of change in the street lights by local
authorities has been favouring the growth and development of the country. The squeeze on
local government finances has been relentless and as street lighting that can, typically,
account for about 40% of the authority’s electricity budget, it has been ripe for scrutiny. The
change in the street lights could be beneficial for the country on economic, social, cultural
and environmental scenarios. The attractions of change in the traditional street lights to the
LED ones includes the consumption of energy could be reduced to half, the replacement of
time gone or the expired equipment’s could lead to an improvisation on reliability and the
current maintenance could be reduced and the high chances of adaptability These attractions
provides the people with a clear intention of taking up LED lights on their streets. As per (),
the LED street lights could provide the people with environment friendly, techniques and thus
this would be in favour of the public health. According to Lawson et al. (2018), LED street
lights helps in saving energy which means that the electricity could be saved and utilised for

other purposes. This minor contribution could impact a large area as an energy saved from a
street light when clubbed with all the street lights of the country’s saving energy then a lump
sum amount gets acquired which could light up a small area.
On the contrary it has been stated by Parkar and Soori (2018), that LED lights could add on
to the health issues of the public as the blue light impacts the human health in a negative way.
LED street lights could This has been concluded in a way that there was a possibility that
blue light emitted from LED light sources had the potential to cause disruption to melatonin
production affecting our circadian rhythm, sleep patterns and therefore health. What some
articles based on the report failed to mention was that as LED Street lighting had a thin film
applied directly to the LED chip, using these light sources, the report states, there was no
evidence to support any human photo biological dis-benefits. Street Lights has a direct
connection with the health of the people, as its presence and non-presence both impacts the
people. The LED lights impacts the health condition while the unavailability of the street
lights on highways and lanes makes the public unsecured and unsafe. Thus, the government
needs to bring on some technology which would not impact people’s health and favour the
growth of the country along with social, cultural and environmental growth. As per Son
(2018), the technological inventions ad the growing applications of the technology has been
impacting the environment to great extent and in a negative way which needs to be checked
through the course. The negative impact on environment of the danced technologies needs to
be mitigated through considering some new ways of delivering services and goods. LED
lights has been impacting the health of public at large due to the negative rays which it
releases and this needs to be reconsidered by the government for working in favour of the
people.
Wireless Communication favouring Deployment of Street Lights
As per Mihale et al. (2019), on acknowledging the significance of street lights and the
psychological impact that it has on the lifestyle of the people, some new ways of deploying
the street lights has been framed up which are wireless communication. Wireless
communication in management of deployment of street lights could result to be quite
productive and enhancing in nature as an effective communication is the most significant
ingredient for project management. The execution of the project needs to be done through
tools and techniques which helps the project to be successful and productive in nature.
Deployment f street lights in the lanes and highways is the major concern for many countries
including UK and this could be moved a step forward through exploring the technological

world. Wireless communications which could work though some advanced technology, could
help in executing the projects in an effective way. The deployment of street lights in lanes
and highways has high cost and these projects are expensive which could be reduced through
taking u wireless communication. The reduction in the project cost could provide the
government with some new ways of investing it in a more productive area. As per Kumar et
al. (2016), lanes needs to be lighten up as the lanes are the places where most of the crimes
takes place followed by highways. Wireless communication could accelerate the deployment
of street lights projects and thus this would work in favour of the government. In the
development projects, deployment of raw materials is the most significant and crucial part
and it has to be done in an effective and accurate manner in order to achieve productive and
justified results.
According to Carli et al. (2018), the designed embedded system must have the minimal
required signals to Inter-phase with the driver that powers the led bars of each luminary. Most
of commercial providers offer current/voltage constant drivers which provide constant current
output, optimal for a single string of LEDs as well as regulated ones, programmable drivers
that deliver some or all dimming options and a range of currents in a single driver. System
reliability is maximized by monitoring the LED bar temperature. For our system’s
requirements, the last option, the dimming or programmable driver should be selected, in
order to change the driver output at will. The multi operating street lights could provide with
an enhanced and environment friendly techniques which would favour the health of the
public too. The social aspect would be safe along with the environment. The cultural and
ethical concerns would be met through considering various minor aspects and thus, some
productive solution could be gained. The impact of street lights on public is psychological
and its presence creates a sense of secured and ruralised culture (Todorović and Samardžija,
2017). Light is the basic need but in many regions of the world, it is not available, which are
mainly the urban areas. It has been observed that one third of the world’s roads are stills lit by
technology dating back to the 1960s, which consumes approximately 40% of a city’s overall
