The important perspective of a project manager is technical and operative skills of using tools
and methodologies to plan for projects (Kendrick, 2013). The project is expected to have an
integrative and participative approach in delivering deliverables. A project involves a sequence
of event and activities to be achieved within a certain time limit. A program consists of a series
of projects intertwine to achieve one goal. A project manager is expected to integrate the three
constraints of scope, time and budget in order to achieve the objectives (Gido & Clements,
2014). In project management the job holder is expected to come up with suitable plans that will
enable the project to be accomplished during its project life cycle.
Some of the specific role of a project manager in a program include: program planning,
personnel management, funds allocation and controls, schedule assurance, acquisition,
configuration management, quality management, and management reporting (Gido & Clements,
2014). In accomplishing the following tasking the project manager is expected to formulate plans
for them (Gido & Clements, 2014). Example of such plans include: scope, quality,
communication, procurement, cost, monitoring and evaluation, schedules, and closure plans.
Each of the plans requires specific tools and techniques that a project manager can use to plan for
them. Examples of such tools and techniques include: registers, quality checklists, network
diagrams, work breakdown structures. Employing technical and operative skills allows the
project to be accomplished with the required specifications and deliverables.
