Answer 1:
Perception of the KPMG was that the selection of the Niche technologies is the right
decision. LINK project was not properly designed by the project manager. Project fails
majorly due to following reasons:
 Unclear estimation of the project budget.
 The focus was not given on integrating the project activities to align them according
to the common objectives of Victoria police.
 Budget was not assigned for the data conversion technologies which increase the
overall cost of the project.
 Employee put resistance for accepting the new IT technology to make them
compatible for the new working environment.
 Extra cost is incurred on the training and development program arranged for
upgrading their skills and expertise as the requirement of the new system.
 There was no monitoring and control program was arranged to identify the status of
the project. IT system fails due to the unauthorised accessing of the files since it is
not having security system and cryptographic algorithms for securing the files.
 Direction provided by the project manager to complete the program is ineffective due
to the lack of experience (Anderson, 2015).
 It has been seen that work breakdown structure of the project is not properly
constructed which results in distraction in the project goal and throughput of the team
members.
 Marketing relationship is not developed properly. Negotiation process with Niche
technology affects the relationship.
 Project goals and outcome fail to meet the requirement due to unclear designing of
the project demand.
Answer 2:
The study of the case helps in analysing the integration issues which exist with
implementation of Niche IT technologies project for upgrading the Victoria Police system.
The integration issues which exist with the project because of the poor designing of the end
results and project objectives.

 There was no clear requirement placed by the Victoria police to design effective
software.
 Complexities increases with the project processes due to the improper direction and
control provided by the project manager.
 Poor estimation of the cost and negligence to the data conversion and training and
development program increases overall budget of the project.
 Emphasis is not given on the technical requirement which distracts the actual outcome
with the expected outcome of the project.
TIBCO recommended used of ESB tools over ETL tools because
 Enterprise Service Bus are used for simplifying the project processes to minimize the
complexities associated with the overall project plan.
 It provides graphical data mapping program which was not supported in the ETL
tools.
 It stores the data in the structured format which increases the data retrieval process
(Badewi, 2015).
 Database connectivity ensures the reliability, accuracy, redundancy, consistency, and
confidentiality of the data stored.
 Victoria police can access the required information on their demand within the
fraction of seconds.
 Capabilities of the system can be enhanced by providing real time analysis of the
information and scalability operations performed on the data stores.
Answer 3:
The main concentration of the Victoria police is to convert the data but it faces some
technical complexities. It is difficult to import of the data of LEAP system to the LINK
system due to the upgraded version. The major reasons for the failure of the data conversion
are:
 Lack of mapping techniques in the new system to manage the conversion of data, no
programming for data conversion
 Verification and validation of the converted data is not done properly
 No connectivity with the data dictionary

 Data load programs are not properly synchronized, no upgrading of the system
(Hamad, 2018).
Project manager of the Niche technologies ignores the budget allocated for the data
conversion methodologies which are required to be incorporated in the new system. Data
conversion was not properly programmed in the software and there is a difference in the data
types which makes them to be incompatible for the new IT software. Referential integrity is
not properly managed with the database to store the legal data. Integrity of the data should be
checked before the transmission of data on the other devices. It requires proper coordination
between the verification and validation system. There was no programming tools
incorporated in the system which verifies the integrity of the data transmitted to the other
devices. The basic requirement for converting and storing data is to connect it with the data
dictionary so that required information can be accessed adequately but it was not done in the
proposed LEAP system.
Answer 4:
KPMG recommends the project process model so that gaps and flaws of the software can be
minimized. It is required to have a clear knowledge about the demand of operations,
designing of the requirement specification plan, designing detailed design of the software to
resolve entire issues which exist with the underlying LINK project, implement the design by
coding and programming, perform integration and testing procedures, verifying and
validating system, and handover the project to the Victoria police to make use of software

Benefits of the proposed project are as follows:
 Minimizing complexities associated with the designing of the project, clear and
concise estimation of the project budget, clear estimation of training program, data
conversion, and integration process, minimizing risks of unauthorised accessing of
information, improved relationship, fulfilling requirement of the project, and
replacement of old technology with the upgraded version of the software.
 It provides graphical mapping of the information.
 It stores the data in the structured format which increases the data retrieval process.
 Database connectivity ensures the reliability, accuracy, redundancy, consistency, and
confidentiality of the data stored.
 Development of the work breakdown structure helps in minimizing the difference
between the actual outcome and expected outcome of the project with minimum
variation in project budget and time line.
