Yes, it is quite important to understand the “to-be” state of the project for making sure
that all the project requirements are met. This is because, “to be” is mainly considered as one of
the future states of the project that helps in offering the organization to achieve exactly what they
want and thus all the objectives as well as project goals are meet successfully (Badewi, 2016). In
order to achieve the result successfully, different methodologies including case study analysis,
brainstorming as well as time-modelling based methodologies are used. With this state, it can be
ensured that all the requirements are met as proper research on the gaps or issues that are present
in the present state is done for determining solutions for those problems such that the “to be”
state can effectively meet the objectives.

The project requirements are successfully meet and all the involved project stakeholders
have understood the project requirement can be ensured by analyzing the progress as well as
accomplishment of the project. From the project progress and the amount of work that is
completed by the project stakeholders it can be ensured that they understand the requirements of
the project successfully (Kerzner, 2017). Thus, the success of the project is helpful in making
sure that after understanding the project needs, the project stakeholders engages within the
project for delivering the work.

In order to execute a project it is quite necessary for the project manager to take care
about the needs of the stakeholders for achieving the goals and objectives of the project
successfully. On the other hand the needs and requirements of the project stakeholder mainly

help in representing the views of the business in the operational level therefore fulfilling
demands of the stakeholders keep the stakeholders happy and satisfied which also creates
positive impact on the project progress (Serra & Kunc, 2015). In addition to this, the stakeholder
needs can be successfully transformed within the requirement that can be documented in the
proper form of a model which is one of the document that mainly contains textual requirement
based statements.
The main focus of the requirement is to reflect on both what is needed for achieving the
goals and what the stakeholders require as business requirement is also referred as stakeholder
requirement specification. This helps in describing the different characteristics of a specific
system that is proposed from the end users viewpoint. In addition to this, it is found that business
requirements are not objectives but however they are considered as the source that helps in
achieving the project objectives (De Carvalho et al., 2015). The business requirements exists
within the business environment which should be successfully discovered and it is found that
they are not limited and therefore proper detail about the requirement must be driven. Both the
requirement of what is needed and what the stakeholder is asking in the business is quite
