When the term “Public Administration” is commonly mentioned to the readers
themselves, the readers get the idea that the process of the public administration means the

subject matter of the implementation of these policies in the Government itself. The public
administration is mainly concerned with the implementation of these policies in the
Government itself and also checks the behaviour of the public administration of the
Governments of the various countries itself. It is said that the countries of The United States
of America as well as Germany had had a number of administration over the years and the
administrative policies of the two countries have also changed over the years itself. Each of
these two countries had made a number of rules and regulations in the administrative policies,
which have kept on changing over the years itself. Hence, this essay will explore and
compare the bureaucracies of both the countries and how such bureaucracies have changed
over the years in terms of those countries itself.
The purpose of this essay and to find out how the bureaucracies of Germany
differs from that of the bureaucracy of the United States of America.
Public Administration is considered to be important for the people of the country
because the concept of the public administration helps the people of the country in the
efficient administration of the resources of the country. An important concept of the public
administration which is known to the readers themselves is the concept of the bureaucracy
which is present in the administrative societies of all the countries of the world itself.
Bureaucracy us the term in the field of the public administration which tells the people about
the bodies of the non-elective of the Government itself with that of the administrative policy
making group present in the Government of the organization (Weber, 2015). Almost all the
countries in the world have their own bureaucracy, which is considered to be the best form of
the public administration for the countries itself. Max Weber had presented his own version

of the bureaucratic democracy of the countries which encourages the readers for further
exploration in the field of the public administration and also on the bureaucracy of the
countries. The Bureaucratic model which was formulated by Max Weber can be used by the
students to better analyse the bureaucracy of the countries like that if Germany and that of the
United States itself (Bauer, 2017). This fact is further supported by the point that the fact that
the amount of the German migration in the country of The United States of America had
increased with the arrival of large number of Germans in the country after the interpretation
of the works of Max Weber himself (Weber, 2015).
In order for the readers to understand the subject matter of how the bureaucratic
model of the countries, it is important for them to understand the workings of the public
administration of the country in the field of the legislation of the country itself. It can be
understood by the readers themselves that the public administration plays an important role as
part of the legislative part of the country itself (Niskanen, 2016). This is mentioned to the
readers in the ancient times of the country itself when the rulers themselves used to have the
consultant who helped them in the legislative matters of the state. In the similar manner, it is
said in the present times that the Government of the country itself also has a legislative body
which would help the Government of the country to perform the legislative functions of the
country efficiently.
When the same considerations of the public administrations are compared in the case
of countries like The United States of America, it is seen by the readers that the consultants
were not present in the country of The United States, until the times of Woodrow Wilson, and
the well-known article written by him named “The Study of Administration” which talks
about the importance of the bureaucracies as part of the political systems and the public
administrations of the countries themselves (Bauer, 2017). The readers get the idea that it was
from that time itself that the concept of the public administration and the concept of the

bureaucracies between the countries themselves plays and important role in the functioning of
the countries as had been mentioned in the article which was written by Woodrow Wilson.
There are various reasons why the concept of bureaucracies in the country is
considered to be very important. The first reason for this information is the fact that is
important for the Government to carry out various functions which are related to the fields of
economy or in the other fields of the various functions of the Government itself (Barrett,
2016). The subject matter of why bureaucracy is important in a particular country can be
understood by the comparison of the system of bureaucracy of the countries of Germany and
The United States of America itself.
When the bureaucracies of Germany and the United States of America is being
compared by the students themselves, it is found by the students that there are a lot of ways in
which the American bureaucracy differs from its German counterpart. The first thing that
comes to the mind of the readers regarding the bureaucracy is the fact is that the bureaucracy
in the U.S, is claimed to be much friendlier than that of its German counterpart itself. This is
because of the fact that the German bureaucrats tend to treat the customers mostly as
nuisance while the U.S. bureaucracy treats the people of the country in a much more
organized manner than that of the German bureaucracy itself (Bauer, 2017). It is from this
idea that the readers get the comparison of the fact that the bureaucracy in the United States
of America are willing to bend the rules at every instance while their byzantine counterparts
are not known to bend the rules by the readers. This is best explained with an example which
states that in the U.S., it is easier for the people to fill out the tax forms and there are always
people around to help the individual facing the problems with the tax systems in the country
itself. Comparing this with the bureaucracy of its byzantine counterpart, it is found that the
process of filling the tax papers in Germany takes much longer than it takes in the country of
the United States itself. However, as it is seen from the analysis, the Germans have to play

much lower than that of the United States of America, while the Germans who live in
America, have to pay the same amount for the taxes as the American itself (Niskanen, 2017).
The other fact which explains the comparison between the German and the American
bureaucracy is the fact that the Americans do not have efficient systems to make the people
of the country pat their taxes (Bauer, 2014). On the other hand, Germany follows a strict
procedure for making the people of the country pay their taxes. The example in this case
states the fact that in Germany, the citizens of the country will be punished by the
Government of the country for their failure to pay the taxes for the country itself (Barrett,
2017). This, therefore speaks of the area where the German bureaucracy is considered to be
more efficient than that of the bureaucracy of the United States of America.
It is to be noted that the bureaucracy has been present in the country of Germany for a
long time, before World War II. In this case the bureaucracy of the country was carried by the
Nazis and also by Hitler who were in power before the war itself (Niskanen, 2017). The
bureaucracy which was carried out during this period was different from that of today
because the bureaucracy was forced on the people of the country by the Nazis. They had to
obey each and every command made to them by the Nazis, which made the things difficult
for the people in the country at that time.
Similarly, it can be said that the American bureaucracy was also present in the times
before the World War II (Bauer, 2014). The first example of the bureaucracy in the country
was the Pendleton Act. Bureaucracy in the country grew since then to as it is known to the
readers in the present times. By comparing the bureaucracy which both of these countries
have, it can be stated by the readers that Germany and The United States of America, both
have come a long way in relation to the subject matter of the bureaucracy (Baratt, 2017). It is
because of the presence of the bureaucracy in the countries itself that the people of the

country are able to carry out the various activities according to the various processes of
bureaucracy presented in the country itself.
These factors state to the readers the importance of the bureaucracy in the country
itself. The readers get the idea that the subject matter of bureaucracy is considered to be
important for the country itself because of the fact that bureaucracy helps in the efficient
running of the country (Niskanen, 2014). It is because of the bureaucratic nature of the
country that the individuals of the country are able to work in accordance of the bureaucratic
rules and the regulations so that the country would be able to function effortlessly in the
division. This function of the bureaucracy is important for the people of the country as it
helps the country to function normally. The concept of Germany and The United States of
America and their bureaucracies have changed over the time with the passage of time itself. It
is the influence of the bureaucracies of both the countries which is influenced in the people
living in both the countries. Hence, this forms the importance of the bureaucracies in the
country itself (Weber, 2015).
Thus, it can be concluded from the above discussions that the system of bureaucracy
is present in the countries of Germany and the United States of America. The bureaucracy
which is present in both the countries and which changed with the passage of time, tells the
readers about the importance of the subject matter of the bureaucracy itself. Hence, it is
important for the students to understand the subject matter of the bureaucracy and how the
concept of the bureaucratic framework applies to the people in the different countries like
Germany and that of the United States of America.
