Introduction to a study of public administration review
Introduction
The Public administration is mostly concerned with the advancing and the discovering of the
practical and theoretical knowledge through the social science and scientific techniques (Oecd,
2010). The scholars have interpreted, conceptualized, implemented and argued on many values
incorporated into the effort of making the practice appear consistency and relevance to the new
transformation in governance (MacDonald, 2008). The different values of administration that
many researchers recognize today are based on what many individuals think like the
participation, performance, and equity. However, these values only reflect on the historical
efforts in adopting the values as essential in the full range of the environment (Pincetl, 2010). To
comprehend the way these values have been represented within the public administration, we are
required to first understand the context of these values in a broad way. Therefore, the primary
objective of this piece is to summarize the background of public administration as approached by
Leonard D. White and later provide some analysis of the same.
Summary
Leonard D. White is more interested with the elementary contradiction that still lay at the center
of studies on the public administration and has as well provided advice and various approaches
to those studies. The author begins by the scope and the nature of public administration where he
indicates that there is the necessity of unity within the procedures of the administration whether
observed in the city or within the federal government. The underlying issues like personal
initiatives, leadership, responsibility, coordination, and integrity are the most values that

Leonard D. White proposes that Goodnow's has not been able to make a clear difference
between the administrative and public administration law. However, he adopts the Frank
Goodnow's description of the administrative law as the portion of the general requirements that
determine the ability of the regulatory governance and outlines to all people the challenges that
come along with the violation of these rights. White feels that this description focuses on the
main objectives of the administrative law that mainly protects the individual rights.
Analysis
The first analysis in this piece is on how White views the law as the "adjacent fields." In the
beginning, he argues that the most critical thing is expanding the knowledge rather than focusing
on the law. However, he later acknowledges the law as the concept in which the administration
operates on and commits in minimizing the functionality of the partnership and informality
hence facilitating the competence of the government in meeting all the needs of the time
(Graham, Avery, & Park, 2015).
The other analysis is based on the threats that come along with the law. According to (Phillips,
Bonney, & Shirk, 2012) law is faced with hostility from the audiences in the public
administration and is given less attention when compared with other values. That means the main
lessons within the public administration should concentrate on the training that addresses the law
better. If the more significant percentage of professional education focus on the law, then it will
have a high demand among the students. In that case, White argues that concerning the changing
needs of the government, the rule of law should be better created in the broader political culture.

Next, White considers administration as a single process. White gives an assumption that the
studies on the administration must begin with the basis of the management other than the
fundamental of the law. According to him, this is absorbed to a greater extent with the control of
American associations than the decisions made by the courts. Concerning (Kim, Trimi, &
Chung, 2014), administration will remain to the main art but attached with the essential tendency
that can change it into social science. Thus, assuming that public administration is becoming and
continuing to be a center of the problems to the modern governance within the social set up.
Conclusion
White view a number of the values as basic within the public administration. He advocates that
some of these aspects like participation of the public can tap from the fundamental values to
support his perception of the public administration. That means public administration can be a
relevant field as amplified by the close link between the scholarships and the practices.
