project can be impacted by the activity of a stakeholder of a project. This document has
discussed about the case study of CHD and from the analysis of the case study it has been

Introduction:
The information system has transformed the current communication technologies by
a huge technological development [1]. As currently the information technology is having
various problem solving skills it is also currently utilised in the healthcare sector. As per the
demand of the users the information system is capable of tracking some important
information [2].
In the provided case study a discussion has been made on the information system
implementation. The CHD utilises the information system tracking the data of the project
efficiently. The CHD is having a big issue with the current information system of them as it is
not possible to expand the information system in future. To fix this problem CHD’s project
manager has decided to implement a proper communication plan.
Thus in this paper, the implemented communication plan will be discussed briefly and
in this discussion whether the implemented communication plan is realistic enough or not will
be assessed. Also, a comparison will be done among the case study of CHD and the
practices of the project management. Some recommendation will be also discussed to
improve the proposed communication plan.
Communication Plan:
In current context the County Health Department (CHD), is working on a project
which will be capable of detection of the human diseases very quickly. It has been assessed
that for the development of this project CHD will require a very big database which need to
have all the possible information regarding diseases. If the project is implemented
successfully then this project has a big potential in the health care sector, but
implementation is challenging in this case. Financial investment is one of the main challenge
in this case and it has been determined that this challenges can be solved by the gathering
financial funding’s from the external stakeholder of the project. For the support from the
stakeholder, it is very much important implement the communication plan proposed by the
project manager of CHD.
The main principles of creating an efficient communication plan is that first the
important stakeholders must be identified [3]. In this context the stakeholders are the clients,
sponsors, senior management, government agencies, subcontractors, employees and the
news media. From all of these stakeholders the important stakeholders is the clients. The
proposed communication plan describes that communication with the clients can be done
through meetings, email and telephones. The communication with the clients is currently

employees are communicated in the same way like the client of the project. All the basic
needs of the project can be fulfilled through this communication plan and with that all the
important stakeholders of the project can be easily communicated. Thus the proposed
communication plan can be utilised for the project, thus it can be also considered as a real
communication plan. This communication plan can mitigate disturbance in the project as
more than one communication plan is leveraged for this project.
Suppliers and the subcontractors are not very important for the current project of the
CHD as important raw materials for the project are already available to the project manager
[4]. For this reason this two stakeholders are omitted.
Also, the remaining stakeholders of the project is not very much important like the
clients of the project. This is because the other stakeholders of the project is not contributing
anything to the project. Due to this factor sensitive and inter information regarding the project
is not shared with the other stakeholders which are the community, government agencies
and the news medias [5]. Only some community and public interest information is shared
with stakeholders which includes the information regarding public safety. Regular updates is
also not shared with these stakeholders. Information is only shared when it is asked by these
stakeholders. As the above stakeholders are not so important for the execution of the project
this type of communication is actually beneficial in this case [8]. Thus this type of
communication is also realistic enough to use in this current project.
Comparison of communication Plan and Project Management
Practices:
The best project management plan consists a good communication plan for the
project with the project stakeholders [6]. Good communication plan is always important for
successful communication with the project stakeholders which will create a strong bonding
between the project and the project stakeholders which will help in the project success. As
per the practices of the project management the two types of project stakeholders are the
external stakeholders and the internal stakeholders. In this case how these stakeholders are
benefitting the overall project has been determined [7]. The determined communication plan
provided the opportunity of uninterrupted communication among the stakeholders which is
one of the biggest reason regarding the success of the project. Dividing the projects into
smaller parts is one of the main principle of the ideal project management which has been
followed within this project.

Recommendation:
For a publicly run project scenarios are totally different thus here a different
communication plan has been recommended.
Information related with the cost and the benefit of the project must be communicated
with the government. This will help the government to take proper decisions.
For executing any type of operation regarding the project permission of the
government must be taken as they are the most important stakeholder in this case.
Strategic framework creation is recommended before any type of project execution
as this will help to communicate with the project stakeholders successfully.
Justification:
In the case of publicly run projects the role of the government becomes very much
important as they become main stakeholder. So it becomes very much important to update
the government about the project in every single case. Also, in this type of project
government efficiently manages all the project related operations. Due to this reason
appropriate communication plan is important among the stakeholders of the project.
Conclusion:
From the above discussion it can be concluded that stakeholders of the project are
very important aspect of a project who helps to complete the project successfully. Here the
case study of the CHD has been analysed successfully and it has been determined that
proposed communication plan of them enough realistic to successfully complete the project.
In this context also the practices of the ideal project management has been compared with
the communication plan that has been proposed in this case. In this context also some
recommendation has been provided for the publicly run projects. In the forte discussion
proper justification has been also provided for the recommendation that has been shared in
this case.
