INTRODUCTION
Planning and managing resources is a specific area in which the organizations ensure that
they make short-term, medium-term and long-term plans to be applied in the future for the better
management of the different types of resources effectively and efficiently (Abrams and et.al.,
2020). It is the role of the managers to make sure that they apply their skills and competencies so
that better management of the resources can be made possible. By making the use of this skill a
higher-level of efficiency and effectiveness can be obtained in the firms which will help them in
the attainment of their various types of goals and objectives. This report will focus on Public
Health England. It is an executive agency of Department of Health and Social Care in U.K. It
was formed due to the reorganisation of National Health Service in the country. In this
assignment, a detailed focus will be made on different aspects of resource planning.
MAIN BODY
Use of concepts of resource planning
As the government has decided to cut the expenses in PHE so that budget of NHS can be
boosted there has to be a better use of resource planning so that the attainment of goals and
objectives can be done highly effectively and efficiently. The concepts of resource planning can
be used here for the following purpose-
 Identification of resources- For the better planning of resources it is absolutely crucial
that the identification of the resources can be done in the right manner (Appiah and
Asomani-Boateng, 2020). There are various types of resources such as Physical, Human,
Financial and Intellectual. Thus for avoiding the funding crisis it is very essential that
these resources are identified and used properly. Thus in PHE these resources need to be
identified which will help in ensuring that better plans can be made for facilitating their
usage. For avoiding the funding crisis the management is required to act prudently and
identify those resources which are not so costly and can be used for a long time in the
organization which will help it in better management.
 Cost of resources- For the better planning of resources it is quite essential that the cost of
resources can be identified appropriately. In the context of PHE it is very important that
the cost of its various resources can be identified so that different techniques and methods
can be used to facilitate a reduction in it. For the purpose of avoiding the funding crisis it

becomes important that the cost of resources can be reduced so that the organization does
not incurs too much expenditure just for purchasing these resources. The focus of the
management must be on ensuring that with low investment in the resources their
maximum benefit can be obtained which will be quite helpful for the purpose of
achievement of goals and objectives in the future.
 Availability- The better planning of resources requires that they must be available for
usage (Bolgov and et.al., 2018). Thus to ensure their availability the managers of PHE
have to make sure that they are able to allocate them properly to the different departments
which will help in the facilitation of their usage effectively and efficiently. Also the
organization has to make sure that its different departments like HR, Finance, Operations,
R&D etc. are allocated enough resources so that their work is not affected by any means.
 Project responsibilities- In the projects which are initiated within the organizations there
can be various types of responsibilities on the managers to ensure that they are successful
. In PHE, there are various responsibilities which are required to be handled by the
Project Managers for ensuring that the projects are successful. Thus in this way it can be
said that the Project Managers have to handle these responsibilities highly effectively and
efficiently which will be very helpful in the attainment of goals and objectives. Thus in
this way the resources of PHE can be managed appropriately. The organization needs to
ensure that the various types of projects which are being initiated in it are successful by
allocating the responsibilities in a proper manner. This will therefore be very helpful in
making these projects successful and thereby maximizing the overall efficiency,
effectiveness and level of productivity of the various staff members.
 Calendar- In a Visual Calendar the availability of the resources is displayed properly
(Bonzanigo, Giupponi and Balbi, 2016). Therefore this is quite helpful for the Project
Managers in ensuring the right use of the resources. Therefore, In the context of PHE it
can be very useful for the management in making a proper plan for the usage of these
resources which will thus help a lot in maximizing the level of efficiency and
effectiveness through their usage. Therefore through the use of this Calendar the better
management of the resources can be made possible within the organization.
 Source- In the projects, the source from where the resources have been obtained must be
specified so that they can be obtained whenever there is a requirement subject to

availability. For PHE, it is quite important that the source through which its resources can
be identified is mentioned which will be helpful for it in facilitating a better use of these
resources effectively and efficiently. Also through the identification of source the ways
through which these resources can be properly used can be used. This will help a lot for
the organization as it will not face funding crisis.
Analysis of sources of funding
There are various types of sources of funding which an organization may use. The
sources which are available for PHE are as follows-
 Tax- The collection through Tax is an effective form of revenue for the government
organizations (Boyko and et.al., 2018). By increasing the tax rates the government will be
in a better position to raise the level of revenues in a right manner. Therefore in this way
PHE has to make sure that it is able to deal with its funding crisis by ensuring that a large
part of its revenue collection can come through taxes. For this purpose the government of
a country can increase both the Direct Tax Rates as well as the Indirect Tax Rates. Direct
Tax Rates can be increased by increasing the Income Tax Rates which are charged on the
income of the individuals of the country. Also the Indirect Tax Rates can be increased by
increasing the duties and charges on various types of goods which are purchased by the
customers and the services which are availed by them. In this way the government can
boost its revenues and provide funds to PHE which will help it in dealing with its funding
crisis effectively and efficiently. Also it acts as a regular source of income for the
government through which it is able to boost its revenues and provide funds to the public
sector organizations who are in need of it.
 Grants from the government- The government can provide different types of grants to
the public sector organizations which are in need of funds (Bretzel and et.al., 2016).
These grants are helpful for public sector organizations in meeting the shortfall of various
types of funds. Thus the Government of U.K. Can provide grants to PHE so that it can
deal in the right manner with tits funding crisis. Thus in this way the financial situation of
the company can be maintained in the right manner. Also through these grants the
companies are able to ensure that they can deal in the right way with their financial
situation in the market. These grants can be provided by the government depending on
the basis of financial position of the public sector organization. In the case of PHE it is

facing a funding crisis. Therefore the requirement on the part of the government is to
ensure that it is able to provide sufficient grants to the organization which will help it in
providing good healthcare services to the people. With this help PHE will be able to deal
with its funding crisis as its financial position will be boosted and thus it can meet out its
level of expenditures without facing problems and issues.
 Loans- The Public Sector Organizations can also take loans from the government for the
purpose of meeting out their different types of expenses (Calvillo and et.al., 2016). Thus
the requirement from PHE is that it is able to take loans if required to meet out its various
types of expenses and to ensure that it is able to make its financial position stronger. In
this way it will be able to deal with its funding crisis without problems and issues and this
will help it a lot in the achievement of its goals and objectives. The government has to
determine whether the loans which are being provided to these organizations should be
on interest or interest-free. Also the term duration for which the loan has to be provided
to these organizations has to be determined. Short-term, medium-term and long-term
loans can be provided by the government so that the Public Sector Organizations have an
availability of funds.
Role of project management
Project management refers to application of different types of techniques, methods and
approaches so that a project is initiated and completed successfully (Giusti and et.al., 2020). Its
use can be very helpful for the project managers in actively completing the project and ensuring
that the different types of goals and objectives can be attained.
As resources are very limited in nature they have to be used judicially and optimally so
that their best usage can be made and thus they can be useful for an organization. Thus there is a
particular role which project management plays in effective resource management. In PHE this
can be useful so that the projects within the organization are successful. This role is explained as
follows-
 Identification of resources required- It is important for the project managers to identify
the resources which will be required by them in order to manage a project successfully
(Maldonaldo-Fuse, 2016). In the context of PHE this can be used by the management to
identify the resources for successful completion of project and thereby starting the
preparation of arranging them.

 Preparing a schedule- In Project Management, the use of Gantt Chart is made to prepare
a schedule in which the activities are given and the time period is also provided
(Masseroni, Arbat and de Lima, 2020). This helps in better allocation of the resources.
For PHE it can be very useful so that the activities can be initiated in the right manner
effectively and efficiently and thus better allocation of the resources can be made thereby
helping in the achievement of goals and objectives.
 Resource planning- The optimum usage of resources requires that a detailed plan which
is required to be framed (Miller and et.al., 2019). Thus, it is very important from the point
of view of PHE's management that the use of Project Management can be made which
will help in the attainment of the goals and objectives. By using it resource planning can
be done by the managers which will lead towards optimum usage of the resources.
 Monitoring and Control- For the optimum usage of resources there is a requirement of
Monitoring and Control to be done regularly (Momeni and Martinsuo, 2018). Thus PHE's
management has to make sure that by using these techniques and methods it is able to
ensure that the Projects which have been initiated within the organization are successful.
This will help it in the future as a higher-level of efficiency and effectiveness can be
maintained.
Relationship between planning and management of resources and the performance of
individual, team and organization-
This relationship is explained as follows-
 Proper allocation of the tasks- When planning and management of resources is done
properly this helps in proper allocation of the tasks (Mukhtar and Akbar, 2019).
Therefore it is quite important from the point of view of PHE that it is able to allocate the
tasks in the right manner which will help in improving the performance level of
individual, team and organization.
 Increase in efficiency- Planning and management of resources can lead towards an
increase in the overall efficiency level. Thus from the point of view of PHE it means that
the process which is used for planning and management of resources can raise the
efficiency level. This will result in the improvement of performance level of individual,
team and organization.

 Increase in effectiveness- Planning and management of resources can help in the
increase in effectiveness level of the people who are working in the organization.
Therefore, In this way PHE will be able to ensure that it can enhance the effectiveness of
individuals, team and organization which will help it in achieving its goals and
objectives.
 Increase in productivity- Planning and management of resources within an organization
can help a lot in increasing the level of productivity. In the context of PHE, it thus
becomes very important that focus is put on the usage of resources properly so that
productivity of the different workers can be enhanced. This therefore leads towards an
improvement in the performance level of individual, team and organization.
Accountability and Responsibility in relation to proper use of resources-
 Wastage of resources- This happens when the resources are not used in a proper manner
within the organizations. Thus in this way wastage can impact the level of resources
which are available within the organization. For PHE, it is quite crucial that it checks the
wastage of resources so that it is able to attain its goals and objectives. For this purpose,
Accountability and Responsibility of Managers can be fixed.
 Improper use of resources- When there is an improper use of resources it leads towards
an impact on the overall situation of the organization. Thus the operations and
functioning of the organization is impacted in such a case. Therefore, In the context of
PHE it is required that the use of the available resources is made properly. For this
purpose, Accountability and Responsibility of people in Lower-level management can be
fixed.
Budgetary restrictions in current fiscal climate-
 Availability of financial resources- The availability of financial resources is very
important for an organization to frame its budget (Muntifering and et.al., 2019). In the
context of PHE, it is facing a constraint in the availability of these financial resources
which therefore affects its overall level of performance. Also this creates a budgetary
restriction for the organization as it has to exercise tighter control over the optimum use
of the available resources. The reason for this because of economic slowdown has led
towards an impact on the income level of the firms which therefore affects their financial
situation.

 Control over expenses- It is important for the organizations to control their expenses so
that the use of resources can be made properly. Thus, In PHE it is very important that the
expenses are controlled which will be helpful in the optimum usage of resources. This is
a budgetary restriction which is being faced by it in the current fiscal climate because the
slowdown in the economy has forced the organizations to cut their expenses and
therefore frame the budget properly.
Financial risk- Financial risk refers to the situation which can be faced by the organizations due
to the non-availability of funds. In it, the funds which are available with an organization are
insufficient to properly meet out the expenses and this can create a situation of loss. PHE can
face this risk because due to the uncertainties of the economic climate and the dynamic situations
of the business environment the financial position of the organization can be impacted. Thus to
avoid this financial risk the strategies of the organization's management have to be efficient so
that appropriate use of its financial resources is made leading towards efficient and effective
resource management.
Factors which influence decision-making process in managing healthcare funding-
 Requirement of the funds- There is a requirement of funds in the healthcare
organizations because if they are available this can lead towards better decision-making
(Terskikh, Katargin and Morozova, 2018). Therefore, for PHE it is an important factor
which can influence decision-making because the requirement of the funds have to be
determine in the management of healthcare funding.
 Identification of source of funds- The source of the funds has to be identified clearly by
the healthcare organizations because they need to acquire their funds at low costs so that
they are utilised properly. Thus, In the context of PHE it is a crucial factor because
decision-making regarding the source to be used for obtaining funds has to be done so
that healthcare funding can be managed.
 Investments to be made- In the healthcare organizations, the decision regarding
investments to be made is an important factor. This affects decision-making because the
management of the organizations has to determine the amount of investment which has to
be made. Therefore for PHE it is important because its managers need to take decisions
regarding the investment. In this way it affects the way healthcare funding is managed.

 Requirement in the operations- The healthcare organizations may require the funds on
the basis of their various operational requirements. Therefore for PHE it is a crucial
factor which has to be considered because its managers have to identify the way decisions
have to be taken for managing funding according to the various types of operational
requirements so that operations can be managed smoothly.
CONCLUSION
From the above report, it can be concluded that Planning and managing resources is an
important task which has to be covered in the organizations. This is quite important in the firms
because by making its use optimum usage of resources can be done effectively and efficiently.
Thus for the managers of the companies it becomes crucial that they are able to manage the
operations effectively and efficiently with the right use of resources. There are various concepts
in resource planning which can be used for avoiding the funding crisis in the organizations.
There are also different sources of funding which can be explored to deal with the funding crisis.
Project Management has an important role in contributing to the effective resource management
process.
