INTRODUCTION
A project management plan is document that contains procedure about how project will be
executed and monitored. It includes all activities from start to end of project. In this report
County health department (CHD) was facing issue regarding taking effective decisions due to
ineffective communication [1]. Therefore, senior managers decided to implement a project to
improve communication between managers to share information in effective way. This was done
to eliminate gaps that occurred during communication. Moreover, it was necessary to track data
so that work is completed on time and goals are attained. With help of technology an integrated
public health informatics system is executed.
This report has described about current communication plan initiated by CHD. In that it is
analysed that why current communication plan is not realistic to implement. Also, it has been
discussed on comparison of communication plan and project management practices. Moreover,
at last some recommendations are been given for future plan that can be implemented by CHD.
MAIN BODY
A communication plan is implemented in projects that allow sharing information within
stakeholders. It defines a prescribed way through which messages are delivered by using a
specific communication method. It helps in determining flow of communication and who is
responsible for tracking data. The overall outline of messages and info is described in it.
By analyzing the current plan it can be stated that it is not possible to involve all
stakeholders like union, employees, suppliers, etc. and communicate with them in realistic way.
This is because in this public project many stakeholders are involved. So, it becomes very
difficult to share each and every detail of project to them. Moreover, it is not possible to take
effective decision by engaging all stakeholders like customers, union, employees, etc. besides
this, in order to implement such a complex plan high and advance technology is required.
Alongside this, it is tough to maintain and monitor flow of information and allow users to access
it [2]. Also, in this similar communication method is used to send info. Thus it may lead to
hacking or loss of data. It is complicated to manage all stakeholders and provide info to them
constantly. Another thing is no action plan is taken to minimise risk. In plan decision making is a
lengthy process.
From case study it can be analysed communication plan developed allowed all stakeholders
to provide information about project. It also included various methods through which

communication is done. Besides this, the project team followed a collaborative process in which
they integrated both communication and information system. Moreover, the collaborative
process requires proper change to be identified and implemented. Also it goals and objectives are
defined, so if any there is any change in technology then goals have to modified as well.
However, in this overall structure, policies, etc. are changed. So, it makes it requires time to
execute it.
On contrary there are many project management practices that can be used to improve
public health informatics system. In this change management can be applied in taking decisions.
This can be done segregating internal and external stakeholders. Furthermore, business process
can be changed. In this only government and project team can be allowed to work together.
Besides this, it will help in modifying only one area that is sharing of info. Thus, it will be easy
to implement change and improve communication process.
RECOMMENDATIONS
It is mandatory to make changes in communication plan so that there is ease in accessing
information by stakeholders [3]. Besides this, by using advance technology, communication
process can be changed. Moreover, with this it will be enable CHD to involve stakeholders in
crucial times to make effective decisions. Also, sometimes stakeholders can be removed or
added in flexible plan that is adopted. Thus, the organisation can follow a different plan which is
as follows :-

This communication plan is taken because it only includes stakeholders that are related to
project. Also, in this message can be delivered in different ways. This will enable in accessing
information and tracking of data easily. Alongside it, some changes can be made in
communication methods [4]. Apart from it, only relevant information is shared with others. This
is useful in maintaining authenticity and validity of data. However, in this a single person is
responsible for tracking of data and accessing it. In this specific info is delivered to people so
that they are able to take decision in less time and get insight of project status.

CONCLUSION
It can be concluded that in CHD it is necessary to implement communication plan so that
information is accessed easily. There is a different between public and private communication
plan. In CHD a project was executed to improve flow of communication. Here, all stakeholders
were included in plan to share info with each other. Also, it makes it complex to share info and
take decision in time. There are many project management practices like change management
can be implemented.
