INTRODUCTION
Integrated emergency management system termed out as system that is mainly designed to
manage multiple aspect of enterprise operations in line with varied standards (Canton, 2019).
Therefore, IMS defined as to get involved into merging external formal system and to implement
the specific practices at the organisation worldwide level. Thus, implication of integrated
management system provides the framework that aids to have reduction in duplication and also
improve efficiency.
Management system are developed, maintained, implemented via one system with
processes that cover each standard requirement. Additionally, implementation of IMS is one of
positive move for enterprise that compared with operating co-joined management system.
The present report is based on integrated emergency system. However, assignment will
cover following activities as role of emergency respondents and relevant legislation, importance
of planning and preparedness for emergencies incidents, to take steps to investigate emergency
incidents that are managed by the public service. Lastly, review the response of public service to
deal with real world emergency incident.

term that relate with maintaining the plans for averting, dropping and modifying the effects
within the both phases as recovery and response. However, it takes action in the event of
emergencies. It places duty on this following organisation as-

 To carry out the emergency planning
 To inform and instruct the public authority during the emergency.
Civil contingency act 2004- This is defined as crucial pieces of legislation to the emergency
planning for the incident as flooding (Sahota and Bennett, 2019). Therefore, it is termed out as
clear set of roles and responsibilities for individual who gets prepared in emergency preparation
at local level. Therefore, this involves organisation in the health system in order to get prepare
for adverse incidents and events. Organisation need to determine that they must have undertaken
risk assessment and that carbon reduction delivery plans.

to public health which is very essential for economic well fare. For example, due to heavy rain

fall many diseases occur that impact on people health and make them ill (Whaiduzzaman and
et.al., 2014). Health care centres and its specialist must prepare to reduce and effect of disease
and prepare medicines that prevent form germ and bacteria and save the life of people. Before
planning for preventing people from disease that occur due to heavy rain fall, they need to
consider number of person who lived around the most water resources areas that help to take
next step.
Fire service- Fire services prevent accidents and fire from happening and make plan
before fire at any place. They need to give quick response to rail, road and air traffic accidents as
well as buildings and fires in home. Due to rain fall there are some issues arise in electric lines
that occur fire. Before this situation fire service team members place fire extinguish nearby
hotels, home and place where number of people is larger. They can place their number in local
areas which help prevent people from fire on time.
Police service- Police service play their main role in economy as protecting public and
preventing crime (Aringhieri and et.al., 2017). They need make good connection with other
public services which help to protect people and reduce chance from any criminal activity within
banks and other sector. Police services make lists of areas where chances of criminal activities is
more than other place as it contribute to save life of many people it is one of the most essential
concern of police service.
Electricity service- electricity management provide electric power or distribute their
services via electrical line from utility pole to people's building, home and other premises. Due to
heavy rain fall chances of short circuit is higher than before days that create harmful situation for
local and residential people as many persons where died due to short circuit in home or nearby
electrical wire place. So, it is very essential that electricity service management consider these
situations and make plans for under wiring which help to prevent dangerous situation.

preparedness, response and recovery.
Mitigation-
In this phase health care centre conduct annual hazard risk assessment that determine
those hazards that is most critical and want efforts to focus on in upcoming years. It helps to

consider who to prevent hazards and what they need to include for making plan to response to
hazards.
Preparedness-
It is the second principle of effective emergency, maintaining and building incident
health care action team is focus of preparedness activities (Fagel, 2016). They provide training
to their staff members in emergency management process and develop hazards response plans as
well as take more appropriate action to protect people from hazards such as rain fall effectively.
Response-
Health care centre already make plans and gather all the relevant tools which help to
reduce hazards and also contribute to give quick response after having heavy rain falls. They
provide people food and other facilities and already have medical equipment to provide medical
treatment people. They need to make great working relationship with other public emergency
response companies in UK and help when they need them.
Recovery-
The main objective of recovery is to get the things were before emergency occur as soon
as possible (Bank, Snell and Bhanji, 2014). For example, health care organization provide the
better health care treatments on time to people as it considers quick recovery step.

Prevention- It is an action that must be taken to avoid an incident or to intervene to stop an
incident from taking the place. However, prevention is inclusive of as taking actions in relations
protect lives and poverty and to apply the intelligence to the range of activities. To support
prevention efforts within the community, the public work agencies conducts following actions
as-
 To increase public awareness of indicators of terrorism related crimes around
critical facilities.
 To take steps to identify the possible terrorism targets and capabilities.

Preparedness- This is term that is involving of process as effective planning, practice,
coordination to save life and to facilitate responses and recovery operations. Therefore,
preparedness is one of the continue process that needs to be taken whether events occurred or
not.
Mitigation- It is the term that termed out as breaking of the cycle as disaster management,
repeated damaged, reconstruction through effective planning. In order to be successful,
mitigation measures are needed to developed within an overall mitigation strategy that are
needed to be consider to have reduction in the hazard with overall risk from specific hazards and
community goals (Bhanumurthy and Sharma, 2019). Herein, it can be stated out that mitigation
is ongoing and it not dependent over the existence of an event. Under the public work discipline,
there are the following opportunities comes in many aspects as are-
 Building safety
 Public awareness
 Redevelopment and reconstruction.
Recovery- The one of the primary goals is to return the community to normal and to pre-
event the condition as possible. Henceforth, long term recovery inclusive of restoring the
economic activity and rebuild the community facilities and housing. Additionally, community
begins with the process of recovery before response efforts can get included.

Emergency incident example- An Air Astana Embraer ERJ-190 registration performing
flights KC 1388 from Alvera to Minsk and further on to Almaty along with 3 passengers and 3
crew members. Henceforth, Aircraft suddenly developed the oscillatory wing movements, the
crew member also tried to minimise the oscillations. The crew declared the emergency in terms
to consider to ditch the aircraft within the ocean. Thus, other aircraft system does not issue any
of the indication of the malfunction.
Henceforth, the crew lost the overall control completely several times but they were able to
regain the control at the same moment. After having discussion between the 3 pilots on board as
well 3 technicians the crew decided to disable the flight control module (FCM) and he took steps
as to flight controls into direct mode (Lim, 2019). Thereafter the situation improved

considerably. However, without restoring normal operational difficulties it allows to control the
aircraft's rolls.
Despite no warnings for system failures, the crew decided to activate the flight controls
direct mode where the flight control module (FCM) got removed from the flight surfaces
command chain.
Additionally, situation enhanced significantly. However, without restoring normal operation
and keeping the difficulties to control the aircraft roll-axis. Henceforth, crew realised that the
ailerons were behaving erratically and therefore any command for the aircraft roll was kept to its
minimum. In this incident, one passenger sustained leg injury.
Thus, it can be concluded the brilliant job carried out by the flight crew for an incident.
Otherwise, flight could easily have resulted in a crash directly after take-off. As they they were
unable to control drift and successfully landed on the left runway.
CONCLUSION
From the above report it can be summarized that integrated emergency management defined
as hazard approach to the coordination, control and direction to incidents. Henceforth, the report
is based on the integrated emergency management.
Therefore, report has covered the role of emergency respondents and relevant legislation,
importance of planning and preparedness for emergency incidents so that issues can be sorted out
and better steps can be taken, identify the steps to investigate emergency incidents and these are
to be managed by the public service
