Introduction
This report aims to identify the development, accountability and funding resources in the
public sector in the context of the organisation, Probation service. This company is operating
its public business sector; it provides different law-related services to the customers. The
report includes some different areas of development where public companies can make
events such as digitalisation, database, and online methods and in Probation service, design
thinking, cloud technologies need to events. The developments are required to provide
adequate public services. The contemporary issues of public sector companies have been
discussed in this report. The report helps to understand the importance of funding analysing
for the companies which belong to the public sector because funding is one of the most
important things when it comes to managing the operational activities of the companies. The
strategies and structure of these companies will be discussed in this report.

P1.Describe the development of public services
Public service is included in those services which are provided by the government to the
people either directly or by using some other services. This service introduced in late
nineteenth for gas service, hospital service etc. But now the lifestyles of people are
completely changing. This era is belonging to the technology world. So, public service needs
to develop or improve in the technology area. People are more likely satisfied with digital
technology because it enhances the efficiency of information and improves national growth.
Public service needs to be developed in the area of digital technology like public are addicted
to mobile and laptop. Due to this concern, the public sector needs to be developed in the
digital technology world.
The development areas of public services are:
Secure database: In the earlier time, all the data are recorded manually, which is not a stable
platform for keeping the data record. For this purpose, public service required to adopt cloud
platform and saved the data more securely.
Mobile app and website: All the recent information need to be updated on the website or
mobile app of the organization. It increases awareness among the public and improves the
smarter feedback process if the public faces any issues regarding public services it directly
mentions on the website or app inbox. Due to this approach, public sector identifies its
mistakes and implements the feedback accordingly (Osborne, et.al., 2016).
Digital transaction: As per the earlier policies, public service only accepts the cash. But as
per the digital world requirement, people prefer online and digital transaction. It saves time
and effort of the public, and it is the most secure transaction as compared to cash.
Promotion needs to be based on online polling: In the public service, the promotion is based
on experience and performance. But it was not an accurate method to promote somebody.For
this purpose public sector need to initiate an anonymous polling method in which the
respective team provide feedback of each team member without disclosing their name.

Delivering method: Public sector mostly used the manual delivering method like original
documents, bills, report etc. by post. But it needs to be online or digitally means by email or
published on websites and mobile app.
These methods are included in the development of public service. It needs to move towards
digital technology, by which it increases the security of data and minimise the time on
performing the task. Government need to support by providing funds, new hiring, machines
and import/export of the resources. For improving public service in terms of digital
technology required to adapt communication means, delivery methods and broadcasting
(Holland, 2019). Manual documents need to be avoided and adopting the internet means. It
will provide more security and reliability for databases and information.

Probation service is based on the criminal justice service. It is responsible for the community
who respond for the supervision and assist the criminal court cases. It plays role for the
criminal justice system. Its responsibilities and duties for assist all the criminal report and
encourage to fair society, maintain the community or public security.
In probation service, all the databases were record manually. The information stored on
reports, sheets and that process were not secure. Due to this reason, services faced issues like
misplaced documents, file replacement, manually error, delivering problems etc. Digital
technology helps the established collaborative workforce in the organization, the effective
way or manner will be smarter; it emphasizes for public engagement (Shafritz, et.al., 2016).
Cloud technologies: The public services are now moving towards cloud technologies to store
the respective data and information. It is the most reliable platform to keep the data secure
and spread information on social media, websites etc. This technology is used for the
database, for transaction purpose, secure platform, networking, connecting servers. Probation
service moves towards the cloud technologies by which it can inform the victim, criminal,
and their respective lawyer for the next court date.
Adopt services based on design thinking: The public service implements further service by
using design thinking. It’s based on credential of the user by logging on any of the public
service application. Probation service highly implements the design thinking for efficient
service, because it improves the confidentiality and credentials of the database and the
criminal record. All the relevant information uploaded on the website and mobile app. By
using such tools, the public is satisfied toward the government policy (Walton, et.al., 2017).
Improvement in capabilities: Probation service maximise it capability by using digital
technology in its service. Capacity in terms of performance of employees, keep updating
regarding legislation and spread fast information to the public. The digital initiative can
complete the task in urgency as well. It doesn’t require the availability of every individual at
the same time. It helps to reduce the time and effort of the respective individual who is
interconnected with the probation service.
There are various development and improvement theories developed by Probation service. It
improves the method of public service. It makes thing easier for the public as well as the
public sector. Probation service needs to adopt the digital technology in wide manner because

their qualification and skills.
Research Method: The public services have a limited area for research and development. It
only accomplished the task which was continuing from the last so many years. If the
government starts to adopt or accept the innovative project for the public service as well, it
promotes for adopting digital technology and maximise the performance of public service

P3. Describe the operational structure of a given public services organisation.
Probation service is an agency within the department of justice as well as equity. This service
plays a vital role to minimize the risk of crime and increase public safety through work to
convert the lawbreaker’s mindset, their behaviour and reduce the chances of crime.
Probation service operational structure includes director, deputy director for both the
administration, which include technical and professional. Head authority is deputy director;
there are two directors in their under they are the senior assistant. In professional services, it
also has two top assistant directors. All these directors are under the county probation
director. They all connected with probation stations.
In the operational structure, it is a systematic approach, whereas all responsibilities; duties
are divided and arranged in an order. It includes authority lines, communications, rights,
laws, responsibilities regarding the organization. This type of structure regulates that how
roles, power and duties are to maintain, managed and corporate by company members
(DENIS, et. al., 2015).
It also explains how ideas, information move and spread within various types of
organizational management.
In digital technology, there are multiple types of duties; responsibilities are distributed to the
authorities for managing the work. In the probation service operational structure, the entire
junior director report to their senior assistant directors. These directors report to their deputy
directors according to their administration and services departments.
It is investigated that there are 9737 people load the cases under probation services.
Operational structure helps to the probation services to give active response towards local
situations. Make appropriate decisions towards the customer’s case. It also encourages staff
to do work in practical manner. It motivates the team so that it helps to enhance their abilities

service directors, assistant directors, managers, workers help to the departments to

operations with effectively and efficiency so the crime situations and conditions will
reduce.
 It helps to take the right decision at the right time.
 The company make the organizational structure to upgrade and improve the decision-
making process.
 Probation services handle the crime based arrangements, support to the customers as
well as help to the department managers and directors. The executive level
department uses this type of structure for sending information towards managers and
employees.
 Probation service can use appropriate operational management help in the shape of
the operation (Bouckaert, et. al., 2016).
 It gives supports to make suitable decisions and sort out the situations.
 It is also helpful for improving the employee, manager’s performance and practices so
that they will perform well and effectively.
 It focuses on satisfying the customer, sort to the people problems and find out the
