INTRODUCTION
Sustainable tourism implies an aspect of tourism where immense respect is provided to the
local culture, people and environment and works for the provision of an educational holiday
which would be beneficial to local people as well as the economy of that country (Blancas, et al.
2018). It has been found out that all the tourism activities ranging from leisure, business to
education must be made sustainable in nature. The tourism industry has become a huge
revenue source for various developing countries and has also provided a large number of social,
economic and infrastructural development to boost up their economy. On the other had a large
arrival of tourists have a negative impact on the natural resources of the country and has also
affected the lifestyle of the local people.
The given study has been based on sustainable tourism in Qatar which has been developing
tourism infrastructure on large scale. The study would discuss the impact of tourism
development on the society and environment of Qatar and how it could be mitigated by the
inclusion of sustainability in Qatar tourism.

TASK 1
1.1 DISCUSSION ABOUT BENEFITS
FROM PLANNING OF TOURISM
DEVELOPMENT IN QATAR WITH
RESPECT TO STAKEHOLDERS
There has been initiation of long-term plan
for development of an accurate sustainable
tourism infrastructure by the Government
of Qatar so that the country can prepare
itself to welcome a large number of tourist
visiting Qatar for enjoying their vacation by
either visiting local tourist sites or attending
the occurrence of mega sports events such
as FIFA, 2022 (Gray, 2013). In the given task,
there would be a discussion about the
impact of planning activities on the
stakeholders associated with the Qatar
tourism industry. These are:
Host Community
The Government of Qatar is trying its best
to stop the migration of local Qatari people
from their place of origin by effectively
developing their habitat as a tourism
destination. By doing this, the government
is providing benefits to the host community
by generating large number of employment
for them and thus improving their living
standards. Furthermore, it is also providing
an opportunity for them to preserve their
culture and local tradition in an effective
and appropriate manner (Exell, 2016).
Tour Operators
Qatar has now become a sporting hub due
to the organization of a large number of
sporting tournaments such as athletic,
swimming and football championship. Due
to this, the tour operators have sensed an
opportunity to prepare a complete tour
package which would attract a large
number of tourists to attend these mega
sports events. As the government is
building a proper tourist infrastructure and
good tourism facilities, it could be
highlighted by the tour agencies in their
tour packages so that a large number of
international tourists could book them and
help in generation of a large number of
revenue for the tourist agencies (Aguilar,
2015).

Tourists
Due to better planning of tourism in Qatar,
there has been a significant improvement in
the transportation, accommodation and
cleanliness towards the tourist sites.
Moreover, there has been good progress in
security and safeguard of the life of tourists.
Even more, the Qatar government is not
only increasing tourism for sports
enthusiasts but also for business tourists so
that they could avail benefits provided to
them when they arrive in Qatar (Seyfi,
2018).

1.2 DISCUSSION ABOUT
ADVANTAGES AND DISADVANTAGES
OF PUBLIC-PRIVATE PARTNERSHIP
(PPP) IN QATAR TOURISM
In order to accomplish the tourism-related
project in the given time period, the
government of Qatar has to collaborate
with companies related to the public and
private sectors. This would help the
government to not face any crisis related to
funds and resources and thus complete the
project in an effective manner. The
advantages and disadvantages associated
with this relation are given below:
Advantages
1. Helps in checking a high level of
unemployment by providing various job
opportunities to the local people
2. Provides enough opportunities to the
small companies to enhance their growth
and revenue generation
3. With collaboration, the government is
able to achieve its long-term tourism
development by completing the given
project on time
4. They also provide a good amount of taxes
which could be utilized by the government
in the development purposes
5. Helps in building a brand image of the
tourism industry among international
tourists (Biygautane, et al. 2019)
Disadvantages
1. If there is a good administration, there
could be a delay in completion of the
tourism project
2. Continuous fluctuation in the prices of
raw materials would affect the quality of
the construction material used in the
project
3. The clash between these sectors and the
government would have a negative impact
on the given project
4. The PPP projects are expensive as
compared to the traditional management of
the project (Seyfi, 2018)

TASK 2
2.1 ANALYSING TOURISM DEVELOPMENT PLANNING AT DIFFERENT LEVELS
Qatar Tourism Authority (QTA) is the organisation which is responsible for making policies, laws
and regulation for the proper development of Qatar tourism. The development planning of the
Qatar government needs to be implemented at different levels, which would make the policies
for effective. These levels are:
Regional Level
At the regional level, the Government of Qatar is developing the indigenous traditions and rich
collection of the art and architecture of the old era in museums, art collection and exhibition.
This would provide a suitable platform for the local talent and artisans so that they would be
able to showcase their talents and could earn their livelihood in a significant manner.
Local Level
In the given level, the tourism policy is devised to provide benefits to the local people by
planning in such a manner, which would benefit them the most. Besides, the government
would also develop proper infrastructure, roads and other facilities which would help the
tourists to enjoy their vacation in an effective manner. Moreover, some seminars would be
organized where the tourists would be persuaded to purchase locally made products which
would not only enhance the economy but would also bring improvement in their living
standard (Qatar Living, 2018).
National Level
At this level, the government aims at improving the basic necessities for the tourists such as the
development of good and luxury buses, trains and ultramodern airport. As per Qatar's national
tourism policy, the objective of the company is to increase the occupancy rate of hotels up to
70%. Moreover, training would be provided to the people son that they would be able to
support the tourists in an appropriate manner (Exell, 2016).

2.2 EVALUATION THE SIGNIFICANCE OF INTERACTIVE PLANNING SYSTEM AND
PROCESSES IN TOURISM DEVELOPMENTS
With the implementation of the National Tourism Strategy, 2030 the country has started the
interactive planning so as to focus on the provision of diversification of the source of income
and provide stability in the economy. The significance of these efforts can be seen in the
economic, social and environmental sectors which have been discussed as follows:
Economic Development
The government of Qatar could encourage entrepreneurship and has provided all the facilities
so that the people would be able to become self-employed and in turn would be able to
provide an alternative income source instead of depending on oil and gas production. Besides,
the national policies are also encouraging foreign direct investment which would help in the
creation of more employment opportunities and thus provide a path for boosting up of the
economy. The major focus is on improving the tourism sector and provision of best facilities to
foreign travellers. In addition to this, various companies in the private sector are also planning
to provide more opportunities for entrepreneurs (Aker and Aghaei, 2019).
Social Development
The main objective of the national tourism policy of Qatar is to provide a decent living standard
to the people without compromising with its Islamic culture. Besides, the government is
working hard to create a good tourism hub where the tourists would be able to enjoy their
vacation in an appropriate manner. In addition to this, the country would also like to showcase
the traditional way of living and presents to the world about the unique culture of Qatar in an
appropriate manner (Hvidt, 2019).
Environmental Development
The national policy of Qatar aims at decreasing its dependency on hydrocarbons and increases
the utilization of renewable sources such as solar power to keep the environment clean and
free from pollution. Besides, it is also planning some policies which would help in proper

2.3 EVALUATION OF DIFFERENT METHODS TO MEASURE THE IMPACT OF
TOURISM ON QATAR
Tourism can make both positive and negative impact on the economic, social and
environmental areas. If a proper measurement technique is utilized, it would help in minimizing
the harmful effect and maximizing the benefits which are being availed to the tourists (Exell,
2016). There are some models which are used to measure the impact of tourism in Qatar.
These models are:
Environmental Impact Studies (EIS)
The given study is based on accessing the impact of a proposed development project on the
environment, water bodies and quality of the air of Qatar. According to it, there should not be
any harm to the natural environment from the given tourism project and proper steps must be
taken to maintain their sustainability. Before, the starting of this study, there is a provision of
some recommendations provided through this study which are used to provide necessary
guidelines so as to get a good result for the given study. In addition to this, EIS also suggest
some remedial measures which help in decreasing the harmful impact on various sections of
the given tourism projects (Morakabati, 2013).
CAMBRIDGE ECONOMIC IMPACT MODEL (STEAM)
This is a bottom-up approach model which helps in measuring the impact of tourism. This
model helps the researcher in gathering a large number of data from local authorities, hotels
and tourist boards and utilizes them to provide an accurate report about tourism. The data are
arranged in a monthly format which helps the travel organization to evaluate the seasonal
variation occurring in the arrival of tourist in the given country. Using the given data, it could be
assessed the sudden increase or fall in demand in a different season which could be utilized by
the hotel owners so that they could arrange their supply as per the arrival of demand from the
tourists. The demand includes a medium of transport, hotel occupancy rate and expenditure
pattern of the tourists (Van Meijl, et al. 2018).
