researcher has received a training contract from Qatar Tourism Association (QTA) to the
organisation a workshop on sustainable tourism. The researcher has designed a leaflet which
contains a training pack based on Qatar travel and tourism industry.
1.1 DISCUSSION ABOUT THE
BENEFITS OBTAINED BY
STAKEHOLDERS FROM TOURISM
DEVELOPMENT PLANNING IN QATAR
The main focus of tourism planning is to
fully develop the tourism industry in Qatar.
A good tourism planning would help in the
development of different stakeholders
which would enhance the success rate of
the tourism sector of the given country. The
benefits obtained from such development
has been discussed below:
Tourism Industry
This sector has been given more priority so
as to help in diversification and
development of sustainable tourism in the
economy of Qatar. QTA is doing its best to
promote the tourism of the country at a
global level in a significant manner. This
would be advantageous for the tourism
industry as an increase in tourism would
help in the proper development of the
given region. Moreover, it would result in
getting more funds to make the whole
country a good place for the tourism sector
(Giaoutzi, 2017).
Tourist and Host Community
The most important beneficiaries from the
development of tourism are local people.
This is because proper and sustainable
tourism development would provide a large
number of employment opportunities
which would help them to sustain their
livelihood in a significant manner.
Moreover, this would also create awareness
about their culture and heritage and
persuade them to take proper care by
preventing it from any outside damage. In
the case of tourists, they would also get a

1.2 DISCUSSION ABOUT THE
ADVANTAGES AND DISADVANTAGES
OF PUBLIC/PRIVATE SECTOR
PARTNERSHIP IN TOURISM
PLANNING BASED ON QATAR
TOURISM
Public-Private Partnership (PPP) model has
significantly contributed to the
development of sustainable tourism and
enhances the quality of tourism in the given
country. It helps the tourists to get easy
accessibility to the tourist destination and
get a good experience in a proper manner.
There are various models for tourism
planning but the public-private partnership
model is best as it helps in designing a good
tourism planning and helps in bringing
improvement in the tourism experience by
implementing the projects which would
enhance the tourism infrastructure (Green,
2015). As per the Qatar National Vision Plan
2030, the PPP model would play a
significant role in developing a good
tourism plan for Qatar tourism.
Advantages of PPP
PPP enhances the speed of any
project and helps an organisation to
accomplish it in a given time period
PPP model enables cost-
effectiveness and reduces the
dependency on bureaucracy
especially in public sectors
PPP uses innovation in designing a
good infrastructure especially in the
case of private sectors
PPP model helps in significant
development of small and medium-
sized industries as most of their
work gets outsourced to these
industries
PPP helps in the timely
accomplishment of the given project
without any further delay
This model helps in providing
enough job opportunities for local
people as tourism projects would
require a large number of workforce
PPP enhances turnover rate which in
turn increases the tax contribution
for boosting the economy of that
country (Khalil and Shaaban, 2012)

Disadvantages of PPP
PPP related projects get delayed due
to clearance especially from the
environment ministry which results
in an increase in their operational
cost
The timely completion of the project
is also affected by the fluctuations in
the rising price of raw materials and
building design
There is a significant flaw in the
procurement process of PPP model
which might delay the completion of
the project within the given time
period
Affordability issue also affect the
projects based on PPP model
(Giaoutzi, 2017)

TASK 2
2.1 ANALYSIS OF TOURISM DEVELOPMENT PLANNING AT DIFFERENT LEVELS
Planning for tourism development is the process of organizing various future actions so as to
achieve the given objective in an appropriate manner. In order to fulfil the various objectives of
sustainable tourism, QTA has been planning various measures in the form of the tourism
development plan. The major focus of this planning is to increase the level of satisfaction of the
tourist by developing the economic, social and environmental features of Qatar, integrating the
communities and enhancing the use of sustainable resources (Gladstone, et al. 2013). Qatar
tourism authority is concentrating on different levels to design tourism development plan.
These are:
Sub-Regional Level
This level focuses on the development of the tourism sector at remote and fare off tourist
places present in Qatar. In this level, the situations and circumstances are considered at the
sub-regions of Qatar so as to develop them in an effective manner. Its components include
improvement in internal transportation, the visitor attractions, good access to sub-regions via
accommodation so as to provide effective tourism services.
Regional Level
In this level, major emphasis is laid on bringing improvement in the infrastructural level of the
small cities and villages in tourism planning of Qatar. It includes various factors such as bringing
improvement in the regional policies, enhancing lodging facilities for the tourists, easy
accommodation by developing efficient transportation channels. Moreover, it also includes
creating awareness about sustainable tourism through education among the local people and
also taking their considerations in effective planning (Gardner, 2014).

2.2 EVALUATE THE SIGNIFICANCE OF INTERACTIVE PLANNING SYSTEMS AND
PROCESSES IN TOURISM DEVELOPMENT WITH REFERENCE TO QATAR
In order to improve the tourism facilities and provide good satisfaction to the tourists, National
Tourism Strategy, 2030 has come up with some innovative ideas which would help in proper
development of the tourism sector in Qatar (Mohamed, 2018). One such procedure is
interactive planning where the tourism planning authorities of Qatar have come up with various
development activities albeit in a planned manner which it has enforced in different areas such
as:
ECONOMIC DEVELOPMENT
According to the given strategy, the major emphasis is on fostering entrepreneurship among
the local youth so that they would be able to provide better facilities to the foreign tourists in a
significant manner. Moreover, the Qatar government has planned to increase the occupation of
all the hotels present in the country by foreign tourists by 10% up to 2023. To achieve this
target, the government is focusing on providing training and development facilities to all the
employees of the hotels so that they could enhance their skills and satisfy the needs and
aspirations of the foreign customers (Qatar Living, 2018).
SOCIAL DEVELOPMENT
Qatar is a conservative Islamic country and tries to protect its culture at all cost without
compromising with the traditional culture of its citizens. Therefore, the Qatar Government is
trying to showcase its unique culture and allowing foreign tourists to enjoy this culture in a
significant manner. Beside this, it also aims at developing the local music, art and culture to
make the identity of the people of Qatar more vivacious.

ENVIRONMENT DEVELOPMENT
National tourism planning focuses on utilizing its already depleting natural resources in a
sustainable manner by promoting eco-tourism products and satisfies the needs of international
tourists in an appropriate manner. In addition to this, the planning commission of Qatar is also
trying to reduce its dependence on non-renewable sources of energy and instead developing
alternate sources of energy such as geothermal energy so as to decrease its dependence on
hydrocarbon fuels in a significant manner (Mohamed, 2018). Furthermore, the government is
also planning to enhance cleanliness at its tourist destinations so that there would be an
improvement in the public image of Qatar tourism among the foreign tourists and would result
in a surge in the revenue (Morakabati, 2013).
