Introduction
Sustainable tourism is considered as the concept of tourism that is effective in defining positive
influence on the environment, economy and society. This has higher focus over activities of
stakeholders. The report will focus on sustainable tourism development of Qatar and will discuss
the benefits and limitations of planning partnership between public and private sector
organizations. The report will help to understand various approaches to tourism planning and
development. Concept of sustainability in tourism development will be explained in the report.
Various issues in tourism development planning will be highlighted so the recommendations can
be made for future development of tourism.

management, shareholders, investors,
as well as government and host
communities who are responsible for
tourism development. Sustainable
development planning enhances the
environmental, economic, and social
return for major of its stakeholders.
Planning has higher focus over enhancing the over quality of life for
local communities which in turn is beneficial for the tourists in terms
of valuable experience while undertaking tourism activities.
Sustainable tourism development takes care of environmental resources
and in this manner it is effective in ensuring the future of people living
in Qatar as well as for tourists. In addition to this, planning in turn is
beneficial for employees associated with hospitality as well as tourism
organizations as it successfully contributes towards increasing job
opportunities with appropriate range of salaries as well as other
benefits to motive them so that overall productivity can be raised.
Appropriate planning will increase the tourism rate and therefore
investors will share the benefits of return on investment (Poudel
et.al.2016).
Tourism organizations within the Qatar gain the benefits of long terms
profitability because of number of sports events organized annually
which in turn enhances the interest and tax collection by the government
of the country. In addition to this, it is effective in enhancing the co
ordination among public and private partner organizations associated
with tourism industry of Qatar.
Advantages: Public and private sector tourism planning
partnership is the collaboration between them for attaining long
term sustainability goals. Partnership in context to Qatar is
advantageous as it enhances employment opportunities, rises
opportunities for labour in terms of income, minimises crime
rate, and also support preservation of environmental as well as
natural resources. All such benefits contribute towards
improving the life of community as well as overall experience
of tourists visiting Qatar. For an example, Qatar is successfully
organising sports events annually by undertaking partnerships
between governing authorities and private players as well as
various business conferences which has contributed to increase
the overall number of the tourists in Qatar (Petrova and Hristov,
2016). Such type of planning not only enhances the experience
of tourists, but also helps the government to develop policies
which are beneficial for local communities. Example: Qatar is
building more number of hotels to meet the demand of
increasing tourism which is effective in providing employment
to local people. Partnership will support the tourism industry to
accomplish the completion of such projects in rapid manner.
Disadvantages: Along with advantages, partnership puts negative
influence on sustainability of tourism within Qatar. The model
creates sensitivity issues among shareholders and investors and
increases the risk towards political matters. Many a times, it becomes
difficult to maintain co ordination between both. For an example:
government lost its control while taking decisions for conducting
event as private organizations are the one who have invested lot to
manage the events organized in Qatar. This enhances the risk of
monetary outcomes associated with tourism industry.

P 2.1 Analyse features of tourism development planning at different levels with reference to the
Qatar.
Tourism development planning has higher concentration over attaining future goals and
objectives related to sustainability. With the help of planning at different levels, Qatar can
successfully achieve sustainability objectives which will further contribute to enhance the overall
satisfaction of tourists, development of Qatar at economic, social and environmental level,
appropriate utilization of resources, as well as community integration (Liu et.al.2016). Tourism
development authorities develop different plans for different levels and therefore its features are
analysed below:
International Level: With the increasing tourism Qatar, tourism development planning at
national level concentrates on improving transportation facilities. It has also developed various
strategies such as Qatar National Vision 2030 in 2011 as well as Qatar National Tourism Sector
Strategy (QNTSS) 2030, which will act as a catalyst for enhancing sustainable tourism development
by the year 2030. It organizes sports events at international level for attracting visitors.
National Level: At this level, planning has focuses on developing physical structure for serving
the increasing number of tourism in a better manner. For an example, the planning of development of
more hotels is done at national level. Implementation of policies, legislations as well as structures is

It also focuses on improving accommodation services at sub regional level.

development with reference to Qatar.
Interactive planning is referred to as the process that is effective in promoting the development
of specific industry. Tourism development of Qatar supports the tourism industry of Qatar to
attain defined sustainability goals and objectives which not only enhances the tourism rate of the
country but also provides large number of benefits to their stakeholders. In addition to this, it is
effective in enhancing the communication among stakeholders so that they can have clear
understanding related to sustainability goals and objectives in context to Qatar (Xiang
et.al.2015). Interactive planning systems not only concentrates on current needs of tourism but
also predicts the future needs of the country in terms of sustainability for maintaining or
increasing the rate of tourism.
This has higher focus over developing resource plan which will forecast the need of resources in
future by identifying the number of available resources for undertaking sustainable practices.
This will further elaborate the appropriate use of natural resources for attaining future tourism
benefits. The planning will also concentrate on safety of tourists for their better satisfaction.
P 2.3 Evaluate different methods available to measure tourist impact with reference to Qatar.
There are different methods available for measuring the tourist impact on Qatar which are as
follows:
Cambridge Economic Impact Model (STEAM): The tool is effective in measuring the economic
influence of tourism with various developing countries like Qatar. The model evaluates the
information collected from local and national tourism activities in Qatar. This uses spreadsheet for
translating the information related to volume of visitors into economic value for estimating the
amount spend by visitors on their individual trip (Paltsev et.al.2015). The information will support
identifying the influence of overall spending of tourists in various industries or organizations within
Qatar which in turn will support implementing changes in employment, business turnover, etc. The
model also helps to collect the information in terms of employment opportunities, income of local
communities, spending by tourists and likewise which further help to determine the economic
stability of Qatar because of tourism.

Environmental Impact Studies: The studies support identifying the environmental influence on
Qatar because of tourism. It will collect the appropriate information related to availability of

Sustainable development in terms of tourism can be defined as the concept that focuses on
meeting the needs of current generation without compromising the need of future generation.
This supports maximising the economic and social benefits of the host country and will identify
the measures to minimise the negative influences of environment so as to gain the further
benefits for local communities, and visitors (Rogge and Reichardt, 2016). Further the concept of
sustainability can be justified with the help of Triple Bottom Line Theory.

Triple Bottom Line Theory is used for measuring the sustainability by focusing on social,
environment and financial aspects related to tourism.
