This section is prepared to gain
understanding as a junior consultant at
International. The planning of the
tourism development is done for the
welfare of the people that are
connected with the travel and tourism
of Qatar. The different people are
connected with tourism planning in
Qatar.
1.1 BENEFIT TO STAKEHOLDERS
FROM PLANNING OF TOURISM
DEVELOPMENTS WITH
REFERENCE TO QATAR.
The tourism planning aims to develop
the sector of tourism of Qatar. Thus it
provided advantage and benefit to the
various stakeholders involved in the
Qatar tourism development. The
planning for good tourism aims at the
development of different stakeholders
so that the tourism sector can gain
success (Giaoutzi, 2017). Below are
some benefits to the stakeholders from
the planning of tourism:
Tourism industry: Tourism sector has
been prioritised for the diversification
and development by the Qatar Tourism
Industryin the Qatar region will provide
many advantages to the tourism industry
in terms of increasing the number of
visitors. This will also be helped in terms
of providing funds (Mason, 2015).
Tourists and host community: The
local area people are also provided
benefits by the tourism development and
planning. The local area people will be
given many job opportunities and they
will be preferred in the tourism planning
and tourism development in the Qatar
region (Mason, 2015). On the other
hand, the tourists will also be provided
with many concessions and facilities for
increasing the attraction and appeals of
tourists.
Public and private partners:
Development and planning of the
tourism at Qatar will also benefit to the
partners of the public and private sector.
They will provide the opportunity and
benefit to working together with the
Qatar Tourism Authority and they will
also be benefited in partnering and
working with the tourism authority of
Qatar (Giaoutzi, 2017).
5

DISADVANTAGES OF
PUBLIC/PRIVATE SECTOR
PLANNING FOR TOURIST
PARTNERSHIPS
The tourism authority at Qatar will
provide many advantages to the
partners from the public and private
sector. The development and planning
of tourism will require efforts to get
done effectively and they will need
many partners for the achievement of
the ultimate objective and aim (Mason,
2015).
Sustainable tourism development can
only be achieved with the help of the
partnership with the private and public
sector partners. The tourism authority
of Qatar has set the vision of
sustainable tourism development at
the end of 2030 that will benefit the
public and private partners. The public
and private partners like associations,
alliance and corporations will be
benefited in terms of promotion and
development (Giaoutzi, 2017). This will
helps in the attainment of the
sustainability in the tourism. As for
example, Qatar is aiming to build more
hotels for meeting the increasing
demand of the people. The visitors
across the international borders have
crossed the 1.235 million last year and
it has been estimated that it will touch
1.8 billion by the end of 2030. In this
way, it will provide benefit to the public
and private sector partners for their
development and promotion. The
tourism industry will be benefited to
build more hotels and building and it
will also be benefited with the
collaboration with the partners. The
public and private partners will help in
the development of the tourism sector
and better growth of the tourism sector
in Qatar region (Weber, 2017).

disadvantages also of the tourism
planning and development to the
public and private sector partners. As
the government of Qatar will invest in
the development of the infrastructure
so it will provide create the situation of
the conflicts among the public and
private sector partners. This will affect
the development and planning of
tourism in Qatar. There may also be
the risk of non-cooperation from the
partners and this may affect the
working of the planning and
development of tourism (Weber,
2017). There is also the risk of lack of
funds from the side of the partners that
may also hamper the development of
the tourism at Qatar. The other benefit
can be seen in the form of the profit
motive of the private sector firms that
may affect the quality of the work. On
the other hand, the corruption from the
side of the public agencies will also
affect the tourism development
activities as the facilities will not be
provided according to the plan and it
will not aim towards the development
of tourism in the industry (Weber,
2017).
Thus it can be said that there are
many benefit and loss to the tourism
sector by doing a partnership with the
public and private sector. The benefits
must be considered and the
disadvantage must be minimised
(Mason, 2015).

development and planning. This section will provide the analysis of the different
features of the development of tourism and its planning.

DIFFERENT LEVELS WITH REFERENCE TO THE QATAR.
The tourism development authority works differently and it has benefited at all level
in one way or other. There are many features of tourism development planning at
different levels in the Qatar region (Weber, 2017).
The tourism development planning will be done at different levels in reference to the
Qatar region which are as follows:
International level: The different activities are undertaken at the international level
by the tourism authority of Qatar. It has provided many advantages at the
international level. Qatar development authority has put many steps at the
international level to increase the number of tourists. As for example, QTA has
provided free visa of transit for 96 hours to the Qatar tourist that has resulted into the
increment of the tourist form the international boundaries. In the last year, the
travellers’ number has increased from the international borders that have reached
1.235 million in a single year (Henderson, 2015).
National level: The tourism development planning is also working at the national
level and working to provide the many facilities and services to the national visitors.
QTA works for the development and promotion of the services at the national level to
increase the national visitors. It also worked for the long term development by
increasing the development of new hotels, accomplishments and many other
infrastructures. QTA has developed the national vision for the development and
growth of the tourism planning.
Regional level: Qatar Tourism Authority also works at the regional level by
enhancing and developing the tourism activities in the regional area. QTA is working
for the development of the infrastructure in the Qatar areal. The QTA also works for
the development of the regional area by ensuring the good religious policies in the
different area of Qatar. The training is also organised for the different stakeholders at
the regional level (Henderson, 2015).

AND PROCESSES IN TOURISM DEVELOPMENT WITH REFERENCE TO QATAR
Interactive planning is the procedure of developing and promoting tourism and
ensuring sustainable development. The interactive planning is the best method to
develop sustainable tourism in the area. It ensures to design the current tasks and
activities to promote and enhance the tourism for the future. The interactive planning
involves a different kind of process like interactive, proactive and reactive
(Musinguzi, 2016).
The interactive planning system is a significant process that works for the tourism
development in Qatar area. The tourism development at Qatar is being attained with
the help of the private and public partners so that the system and process of the
interactive planning can help in understanding the process of the development
(Scharfenort, 2017).
The changing volume and values of tourism can be evaluated by the local
authorities of the country so that true information can be gathered and it can help in
the development at the national level. The tourism at Qatar has helped in the
increasing the number of the tourist in the Qatar area. It also helps to plan the
effective utilisation of the resources for the wellbeing of the local community at Qatar.
It also provides the safety and security to the tourists. It also safeguards the
resources for sustainable tourism. Interactive planning is the method to attain
success in the long run of tourism and attain sustainable tourism development. It
enhances the interactions among the different stakeholders of the tourism of Qatar
(Musinguzi, 2016).

IMPACT WITH REFERENCE TO QATAR.
It is significant to measure the impact of tourist in reference to Qatar. This can be
done with the help of different methods. There are many methods that can help in
the measuring the impact of tourist in reference to Qatar. The tourist impact can be
analysed by following approaches:
Cambridge economic impact: This model analyses the income generation by the
tourist activities. It analyses the impact of tourist in Qatar on the economic norms. It
uses the high amount of data from the visitors’ level and visitor’s value. It evaluates
the impact in term of the economy by the tourist of Qatar. It first identifies the volume
and value of the visitors and after it analyses the impacts on the local area people of
Qatar. But this model does not analyse the trip which is outside of Qatar (Giampiccoli
and Mtapuri, 2015).
Economic impact model: This model is very effective in analysing the estimated
with the help of changes in the volume and value of the tourist in Qatar. This model
can be utilised to estimate the generation of the income from tourism in Qatar with
the total employment helped by the industry for empowering country. The model can
also analyse the direct impact of the tourist.
Pro-poor tourism: It is also an approach to measure the tourist impact that can be
evaluated by the generation of the net benefits for poor people. This helps in the
development of the policies and regulations that can improve tourism in Qatar and it
can also benefit and improve the poor of the country (Scharfenort, 2017).

Triple bottom line theory depicts the three dimensions which increase tourism performance
with the help of enhancing the three dimensions of Qatar tourism.
The first dimension is the social aspects which include equal treatment for ensuring long
term sustainability and development. The level of education, access to the all resources to
the local community must be equally evaluated.
The second line is the economic dimension that helps in previewing and conserving the
factors like taxes, providing employment and Foreign direct investment
The third stage is the environment that aims at the conservation of natural resources and
maintaining the quality of the resources.
For example, Enclave tourism in Qatar must also consider that the natural resources must
not be depleted and it must not also exploit the interest of the local area people.

4.1 METHODS TO SOLVE THE
CONFLICT OF INTERESTS TO
ENSURE THE FUTURE WELLBEING
OF QATAR DESTINATION
The different stakeholders are involved
in tourism planning and development.
The local community, investors,
government, tourist industry and tourist
etc. all are involved in the tourism
industry. There are many situations
that may result in conflicts among
different stakeholders. It can affect the
tourism at Qatar. The conflict reason
can depend on the goals and interest
of the different stakeholders. The local
community are exploited in tourism
activities (Sharpley and Telfer, 2015).
When planning is done to achieve the
particular objective, there are many
planners which are involved in the
process. The tourism planning of Qatar
includes many planners and
stakeholders are considered as the
national government, local
communities and authorities to take
participate in the process of planning.
There may be the different views of the
government and community that may
cause conflict and it can be resolved
with the help of discussion and
negotiation among them.
The method to resolve the conflict
includes solving the grievances among
the stakeholders (Stephenson and Al-
Hamarneh, 2017). The stakeholders
must be provided many benefits that
can help in better maintaining the
relationship with the stakeholders. The
conflict between the tour planner and
guest can also be sorted with the help
of proper planning to provide services
and facilities effectively and efficiently.
The other method that can use to
resolve the conflict is the host-guest
relationship for resolving the issues
related to the conflicts. It aims in
moving the hotels towards presenting
the traditional value in the business.
The services, food and support in the
hotel are getting the traditional arts,
approaches, social patterns and
cultural values for preservation and
23

(Stephenson and Al-Hamarneh, 2017)
The other approach is interpersonal
transparency and communication as it
can minimise the conflicts and can
result in the development of better
infrastructure and accommodation at
the places. Qatar can make the
process of management and
communication simpler for resolving
the conflict efficiently (Sharpley and
Telfer, 2015).
4.2 ANALYSE THE IMPLICATIONS
OF BALANCING SUPPLY AND
DEMAND WITH REFERENCE TO
QATAR.
Demand in context to Qatar is the
number of tourism that likes to travel
and come to Qatar area from diverse
regions. On the other hand, supply is
defined as the facilities that are offered
by the arrivals of the tourist, for
example, tour packages, holiday
packages etc.
The balance in these two is essential
for earning a profit by Qatar. The
burden on the natural resources and
other resources can create the
problem to the local community. And
the less in the supply of the tourist
facilities by Qatar can also create the
problem of less profit and QTA can
bear a huge amount of loss (Weber,
2017).
The supply and demand in terms of
the tourist planning must be balanced
in Qatar. The demand of the tourist
service must be matched with the
supply of the holiday packages and
tourist activities in terms of Qatar
tourism. On the other hand, the supply
and demand can be matched by
balancing the growth and sustainability
of tourism in Qatar. The proper
services must be provided to the
tourist to attract the tourist. Moreover,
the number of tourists must be
balanced with the sustainability in
tourism planning in Qatar (Giampiccoli
and Mtapuri, 2015).
The effective balance can be done
between the demand and supply by
coordination and planning with the

forecasting must be ensured that will
assist to meet the demands of the
arrivals in the Qatar area. With putting
pressures on the limited resources, the
effective balance can be carried
between demand and supply and limit
can be implemented on the excessive
utilisation of the scared resources Nair
and Choudhary, 2016).
In the situation of the rise in demand
and changes in the supply, Qatar can
offer the services at higher prices due
to the shortage. There is also the
possibility of rising in supply and no
changes in demand. In such kind of
situation, the imbalance can be made
in the surplus and the prices of the
service can be reduced. So the
balance in the supply and demand of
the tourism activities in Qatar area
must be implicated properly
(Giampiccoli and Mtapuri, 2015).
P 4.3 EVALUATE THE MORAL AND
ETHICAL ISSUES OF ENCLAVE
TOURISM IN QATAR
Enclave tourism is defined as the
activities of tourism in the places
where the activities of the tourist are
collected and planned in one small
area so that the tourist can have the
overall familiarity and their entire
intentions of the tourist can be met
without travelling too far places of the
host country.
There are many ethical and moral
issues on enclave tourism in Qatar that
impact the local community most.
There are some of the positive effects
also to the local business and the
other people associated with the Qatar
tourism planning (Giampiccoli and
Mtapuri, 2015).
The advantages to the local
community by enclave tourism in Qatar
include the increased standard of
living. The local area people also get
all tourism facilitates in the
destinations. Inclusive tourism requires
more human resources so it provides
many benefits to the local area people
as it creates more job opportunities
(Nunkoo and Ramkissoon, 2016).
The disadvantages to the local
community by Enclave tourism in
Qatar include the exploitation of the
resources used by the local area
people and they also don't get proper
land and other resources as the
tourism activities by Qatar uses huge
area of space and land (Nair and
Choudhary, 2016).
25
Paraphrase This Document

includes in the Enclave tourism is the
excessive use of natural resources.
The hotels that offer Enclave tourism
makes the higher amount of revenue
but it does not share with the economy
of tourism as the impact on the
economy is very smaller as it is
smaller per revenue dollar. It also
employed very few people than any
other hotels. The enclave tourism in
Qatar uses the huge area of space
and land for their resort which are
used by the farmers of the local area
which is the main ethical issue the
other ethical issue is the use of the
excessive water of the local area
people which may be used by the local
area people (Weber, 2017).

Being a consultant at the International tourism consultancy a report is prepared for
gaining the understanding of the environmental, socio-cultural and economic impacts
of tourism in Qatar and a developing destination like Mexico.
P 5.1 - CURRENT ISSUES ASSOCIATED WITH TOURISM DEVELOPMENT IN A
DEVELOPING COUNTRY AND AN EMERGING DESTINATION WHERE THE
IMPACTS OF TOURISM ARE DIFFERENT
The main and current problems in Mexico associated with the tourist development
which is a developing country and tourism in Qatar will be explained as below:
ISSUES QATAR BHUTAN
SOCIAL ISSUES The social issues that are
related to Qatar tourism
are the increasing the rate
of crimes which are being
reduced by the government
policies.
The other social issues in
the Qatar region are the
Islamic region which is
followed by the local
community of Qatar which
may create cultural
diversity (Giampiccoli and
Mtapuri, 2015).
In the past year, the
television has been
banned for
minimising the
impact of the
foreign values on
the people and
some of the villages
of Bhutan.
70% of the
population of
Bhutan follows
Buddhism religion
and it creates the
issues of the
cultural diversity
(Suntikul, and Dorji,

of Qatar and increasing the
number of tourists and for
this QTA is utilising the

focusing towards the
strengthening the political
stability and national
identity by highlighting the
importance of the cultural
and national practice for
the economic
development.
ENVIRONMENTAL
ISSUES
The tourism activities have
more environmental issues
in Qatar. The Enclave
tourism in Qatar is
impacting the natural
resources as there is
depletion of natural
resources
The land and water are
excessively used by the
tourism authority in Qatar
that is impacting the local
area people (Nunkoo,
2015).
The main
environmental
issues prevailing in
Bhutan due to
tourism is the
depletion of the
natural resources
puts pressure on
the natural
resources
The second impact
is water pollution as
the major tourist
destinations like
Uma resorts. Taj
Tashi is overusing
the water than any
other countries
which is resulting in
the shortage of
water (Suntikul, and
Dorji, 2016).

OF TOURISM IN THESE CHOSEN DESTINATIONS
Bhutan and Qatar are continuously towards the future development of tourism and
increase the number of tourist in Qatar and Bhutan destinations. Qatar hosts a
sports event each year that attracts the tourist from the different destinations.
Moreover, Qatar also hosts more than 150 business conferences every year.
QTA has launched the national vision 2030 and aiming towards the long term
economic diversification and economic development. It has also received the tourist
arrivals by an average growth rate of 6%. Qatar is also focusing on sustainable
tourism that also leads to tourism development (Nunkoo, 2015).
It is recommended to the Qatar tourism that it should also focus to provide
concessions on the holiday packages. Moreover, QTA must put efforts to attract the
new visitors by offering free transit visa and other low taxes.
On the other hand, Bhutan tourism authority is working towards the long term
development of tourism in the Bhutan area. A deliberated policy by the government
is also implemented for ensuring the tourism development in Bhutan. Bhutan mainly
focuses on minimising the impact of tourism like social and cultural impact. Bhutan is
continuously focusing on spreading happiness across the world so the tourism
authority of Bhutan is also aiming at the sustainable tourism for the future
development of the Tourism (Ray and Das, 2015).
It is highly recommended to Bhutan that it must also focus on making revenue and it
must aim to increase the profit and revenue for the long term development of
tourism. Bhutan must also ensure to minimise the tourism impact on the environment
like excessive use of water in some of the major areas.
29

It can be concluded from the report that Qatar is aiming towards sustainable
tourism. QTA is continuously aiming towards the rapid expansion and development
of tourism in the Qatar area. Thus this report has provided an understanding of the
tourism planning in the Qatar area and its benefit to the different stakeholders. The
different approach to tourism development and planning is also understood.
Powerpoint presentation is also prepared that provides the understanding of
sustainable tourism planning. The current issues prevailing in the planning of tourism
development is also being discussed in reference to Qatar. In the end, the different
impact due to the tourists' activities is also described.
