The tourism development is an important aspect for economic prosperity and global
positioning of the country. The report highlights the competitive benefits that could be
achieved through sustainable tourism development. It also provides us the deep insight of
stakeholder benefit from tourism development planning. This assignment also covers the
advantages and disadvantages of tourism development with the public/private partnership
(Buckley, 2012).
The report analyses a different scenario in order to understand the concept of sustainable

methods for resolving conflicts of interest. Moreover, it analyses the current issues in the
context of development of tourism and provides a recommendation for further
improvements. The effectiveness and efficiency of the tourism sector will be evaluated by
considering the scenario of Qatar (Murphy, 2013).

Task 1
1.1 HOW STAKEHOLDER CAN BE BENEFITED FROM PLANNING
OF TOURISM DEVELOPMENT IN CONTEXT OF QATAR
Stakeholders in the tourism sector represent employees, investors, suppliers, customers,
supporting authorities and the local community of Qatar. The planning and development
of the tourism sector will directly attribute benefit to the stakeholder by supporting their

1.1 ADVANTAGES AND DISADVANTAGES OF PUBLIC/PRIVATE
PARTNERSHIP
Qatar is a beautiful Arab country that has rich cultural values. The heritage of the
country needs attention in order to develop the tourism industry. The collaboration
and partnership agreements between the government tourism organization and
private tourism service can result in integrated planning and achievement of
sustainable development in Qatar. Thus, the integrated planning of both the sector
can lead to the following advantages and disadvantages:
Advantages of public-private partnership
Better Infrastructure solutions: The collaborative efforts of both the sector can result
in better infrastructure facility. As both of the organization can merge their best
activities for the development of the tourism sector (Warner and Sullivan, 2017).
Timely completion of projects: Another benefit associated with partnership
agreement can be timely completion of projects by the end of the deadline. Thus, the
equal participation and involvement of both the sector result into integration and
innovative approach to generate a high rate of returns.
Desired Quality: The combined power of partnership can speed up the optimistic
growth along with high quality of management and risky undertaking. Thus, the
integrated activities can result in effective use of resources and maintenance of
project quality.
Effective utilization of resources: The movements of the private sector can lead to
more dynamic marketing strategies in order to establish control of the development
network.
The partnership agreement further distributes the responsibilities in order to achieve
sustainable development.
Thus, Qatar government can take initiatives to form a public-private partnership in
order to enjoy the various advantages of collaboration and revitalize the existing
infrastructure of the country.
Disadvantages of public-private partnership
Less number of private participants: The government of Qatar might face the
problem of cost-effectiveness as there is less number of private players being active.
This way the government loses the chance to bargain and bears a heavy cost.
Impact on profit making decisions: The partnership agreement between the public
development process.

Sometimes, it is difficult to sustain and grow with regard to the partnership
agreement.
TASK 2
2.1 ANALYZE FEATURES OF TOURISM PLANNING
DEVELOPMENT AT DIFFERENT LEVEL
The biggest challenge faced by the Qatar Tourism Authority is effective maintenance of
tourism in the industry. Tourism planning is one way to enhance the incoming opportunity
in the country. Planning and mapping of the overall development process can be
advantageous in terms of social, political and environmental enhancement to the country.
Thus, the planning structure in the tourism development can be analysed at four levels:
Figure: Levels in Tourism Development
Sub-regional Levels
It includes the implementation of effective policies and procedures at sub-
regional levels. This level aims to improve the public transportation facilities for
the local people so as to reach the common places frequently. The strategic
development at this level includes information collected from the sub-regions of
Qatar (Swanson and Edgell, 2013).
Regional Levels
The tourism development focuses on the particular region of the country. The
level involves transport and accommodation facilities at major tourist attraction

2.2 IMPORTANCE OF INTERACTIVE PLANNING SYSTEMS AND
PROCESSES IN DEVELOPMENT OF TOURISM
The several approaches towards interactive planning system help to attain the objectives of
tourism development. It is important to analyse the negative and positive aspect of
interactive planning system so as to gather the information in the development process
(Murphy, 2013). The implication of the interactive procedure and system in Qatar can
contribute to the effectiveness of the development team. Such system evaluates the
authorities at the national and regional level and further provide guidance for the
development work. Thus, it is important to direct the efforts of tourism participants toward
a competitive sustainable environment.
Boosterism: The approach gives importance on stimulating tourism so as to provide
economic benefit to the country. This is the planning model that focuses on the sustainable
development of the tourism industry in Qatar. I also develop the sustainable practices
necessary for tourism development (Rodríguez et al., 2012).
Conventional: It refers to the reactive approach of planning that aims for improvement in
the planning sector.
Integrated planning: The approach focuses on continuous planning for development. It
leads to innovative changes and modifications in the existing system so as to face the
dynamic challenges.
Supply-led: The approach deals with enhancing the tourist location of the country and
improving the cultural heritage so as to create value for the economy.
Market-led: The approach aims to develop tourism attraction through developing
appropriate marketing strategies in order to sustain and grow in the competitive
environment.
Interactive: This approach is also known as a collaborative approach. It focuses on the
integrated efforts of regulatory authorities so as to plan for improvement in the tourism
industry. It further results in a better decision-making process so as to attain tourism goals
and objectives (Rodríguez et al., 2012).

2.3 EVALUATE DIFFERENT METHODS TO ANALYZE IMPACT OF
TOURISM
The impact of tourist on Qatar can be measured and analysed the help of several methods
and models. This model helps to determine the economic impact and provides a measure
for improvement in the tourism sector. It also helps us to measure the positive and negative
impact of changes in the value of tourism at the local level (Dwyer et al., 2012).
Economic Impact Model: This model can be used to estimate the total revenue generated
from tourism in Qatar with respect to total employment in the country. This model
considers the direct and indirect impact on the supply chain and the supported service.
Cambridge economic impact model: It is an important tool to measure the economic
impact in the tourism industry. The model uses a top-down approach so as to analyse and
calculate economic values. It collects data from the local sources. It provides an evaluation
of the economic impact on Qatar. The model is a two-stage model, where the first stage
calculates the value and volume of the visitors and next stage examine the impact of visitors
on the local economy. This is the most affordable model that can be used by any country to
analyse the impact of tourism development (Smith, 2014).
There is certain limitation attached to this model. It requires a different range of criteria so
as to analyse the data. It also does not include the trip that is outside the area of stay and
sometimes deviates the result from the original situation.
STEAM Model:
This refers to the activity monitor model that analyses the trends of day visitors. The model
generates an effective result by extracting input from four sources.
- Percentage of occupancy information for each month
- Bed stock for different types of accommodation.
- Number of visitors to the tourist information centre (TIC)
- Attendance of major tourist attraction by month
With the help of this input, we can easily analyse the impact of visitors on economic
changes with respect to Qatar (Tichavska and Tovar, 2015).
Pro-Poor Tourism: This s a strategic tool and approach to identify the net revenue
generated from the poor. T focuses on the development policies and mapping the changes
in poverty at the destined location. The changes in the poverty ratio of Qatar are measured
with respect to a number of the visit in a month at the destination.
