Industry of travel and tourism in emerging sector
in which various important stakeholders with the
various goals and objective came together for
similar intent. In this context, tourism planning
in Qatar will also involve all these stakeholders
and make them to work in collaboration. These
stakeholders also play an important role in
providing growth to tourism industry of Qatar.
Government, local community and tourism
regulatory authority are major key stakeholders
of tourism industry in economy. Benefits
achieved by these stakeholders from continuous
growth of this sector is mentioned above:
 Employment opportunities: Growth of
tourism Qatar has also increased
employment opportunities for individuals
and provided resource through which
individuals can carry out their own
business operations. People of Qatar
directly gets benefits from tourism and
related sports events like Olympic games,
FIFA world cup because it attracts many
people from different countries and
provides various employment
opportunities to them. Income from
tourism sector contributes towards
economic growth and generate revenues
for government and promote country
across the world.
 Protection and conservation of wide life:
Sustainable tourism also focuses on
protection and conservation of wide life
which is also important for attracting
tourists from countries. Various steps have
been taken by tourism authority in country
to promote business operations. This will
also tend to create a source of revenue
generation for stakeholders in Qatar.
 Public and private sector coordination:
For achievement of growth in profitability,
tourism sector enables individuals to
achieve continuous growth and
development. Collaboration of public and
private sector will tend to increase
facilities, attraction and amenities which
has attracts visitors in Qatar from different
parts of world. For example; Tour operators
and travel companies will get high revenues
through development of tourism and
increase in sports events. Government
authorities and tour operators in Qatar are
also engaged in various contracts for
growth of tourists destinations.


Along with this, tourists and host
communities which are based on
tourism sector will also achieve
growth. Increase in business will
tend to create major source of
revenue and also promotes culture
of country in different among
visitors from different countries.
Crafts, traditions and other essential
skills of the local community are
always been recognised by different
people which further leads to
different employment and growth
opportunities for them.

business conferences are major source of
generating revenue and employment
opportunities for local residents.
Infrastructure has also developed on large
scale, the no stadium, hotels and resorts etc.
are also created for hosting events.
However, this has resulted in rise in
reputation and goodwill of Qatar in
different countries across the world.

 Infrastructure development: Increase in revenue of country from tourism is identified as benefit for government and local authorities because they be
able to provide more focus on development of attractive infrastructure in Qatar and provide support to tourism based community towards growth and
development.

Findings of research provides understanding
that collaboration between private and public-
sector enterprise is essential for successful
completion and execution of sports events. In
comparison, with public sector, private sector
enterprise in tourism are well developed and
equipped with high financial resources, skills
and expertise. They use technologies, human
resources and skills to accomplish events
effectively and public sector will also support
in clearing of regulation and requirements.
Public sector will also provide them funds for
events. In Qatar, various event management
companies and government authorities have
made partnership to organise these events.
This collaboration will be fruitful for success
of these events. Rather, partnership has
various merits and demerits which are
mentioned above:
Advantages of public private partnership:
 Cost reduction: Private business
enterprise are very well known for
reducing cost and utilizing funds
effectively for generating higher
profits. In tourism sector, there are
various resources which are available
for private sector organisation at
higher prices but at low cost for
public or government enterprise. With
this collaboration, both parties will get
resources at low prices which leads to
reduction of cost and increase in
profits. IN addition, partnership will
also reduce tax burden of private
enterprise.
 Risk sharing: It is major advantage of
partnership in every business as it
reduce problems in carrying out
operations. Risk will be shared among
private and government organisation
in travel sector in Qatar. This is
analysed as very important because it
tends to raise the security to each
partner in case of problems and
failure., liabilities will also be shared
by partners equally.
 Increase in quality of service:
Accommodation service providers and
government are mainly focused on
development of new hotel and
increase in quality of service for
visitors in Qatar. As per, Number of
international visitors in country is
increased up to 1.235 million and it
will also tend to raise up to 1.8 million
in 2030. In order to attract tourists,
government and various international
hotels are involved in partnership
through which they will be able to
develop new accommodations and
tends to raise amenities for visitors in
country.
Disadvantages
 Low competition: Introduction of
public and private sector partnership
in travel and tourism sector has
reduced the level of competition. In
order to increase growth and revenue,
competition between firms are also
required. Competition leads to
development of new products and
innovation in business along with
generation of employment
opportunities. This collaboration of
public and private will lead to decline
in competitive among enterprises in
Qatar. This reduction in competition
will tend to decrease importance of
competition in industry.
 Lack of effective control: Apart,
when events and activities are
organised by more than two partners,
then distribution of power will be
identified as difficult because it will
create problems. Moreover, control
on activities and performance will
also get influence which leads to
problems and decrease in quality of
services. In this context, when the
private and public sector enterprise
will collaborate then chance of
conflict will also remain high because
every organisation have different
aims, thinking and processes of
working. Difference in ideas and
perception will tend to create conflicts
and influence operations.
