How stakeholders can benefit from planning of tourism development with reference to
Qatar:
The stakeholders can hugely benefit from the planning of the tourism development and
the important stakeholders here are the investors, the management, the employees, the Qatar
Tourism Authority, the developers, the contractors, the private and public sectors and others.
benefit can be drawn only if sustainable approaches or sustainable ways of working and
operation is conducted and this depends on the stakeholders that how they do it so that all the
stakeholders can gain maximum return and also can gain maximum benefits as well. Sustainable
tourism helps in enhancing the tour experiences of the tourists and at the same time helps in
bettering and advancing the lives of the local people (Cheng and Wu 2015). The approach of
sustainability brings maximum return in the economic and social form and that thereby helps the
entire above mentioned stakeholder to get the maximum benefit and also to get maximum
facilities as well (Cheng and Wu 2015). Sustainable planning of tourism brings positive aspects
of growth and that helps both the employees and the management who are the major
stakeholders to get the maximum return as with sustainable planning more number of tourists
will be coming and this thereby will lead to advanced development and incoming of advanced
revenue as well (Cheng and Wu 2015). Planning of tourism and tour programs in a sustainable
brings the private and the public sector together as they gain maximum advantage where growth
and development are supremely reflected.

Advantages and disadvantages of public/private sector tourism planning:
Private and public sector tourism planning can be said to a collaboration to gain
maximum sustainability goals in a long way. The pubic and the private sector tourism planning
helps in brining sustainability tourism approach or impact and that is the main advantage in this
context where due to this collaboration more number of tourist would be coming and more
revenue and profit can be incurred (Nair and Choudhary 2016). The advantages of pubic and the
private sector tourism planning also includes more sustainable and focused development of the
tourism sector of Qatar and thereby more number of coming up of the tourists, travelers,
investors and others (Cheng and Wu 2015). This planning partnership has other advantages as
well such as resourceful and effective use of all the resources like infrastructure, human
resources, natural resources and others. Besides this when the pubic and the private sector
tourism planning are in vogue particular tourism policies and laws are also made and this helps
both the sectors in having profitable aspects (Cheng and Wu 2015). In comparison to this there
are few disadvantages such as increasing of the sensitivity of the stakeholders and the investors
to political risks (Nair and Choudhary 2016). Other disadvantage can be maintenance of
coordination and balance or contrast between both these two sectors as these are two different
sectors, private and public. The involvement of both these two sectors can also have lack of
resources and other than this the monetary distribution of division is also a challenge and a
probable disadvantage in this very prospect.

Features of Tourism development planning:
The features of tourism development planning includes several aspects and a brief about
the same is provided here in reference to Qatar that is now considered to be one of the most
travelled countries in the UAE by people from across the world (Nair and Choudhary 2016). The
country is rich in its cultural heritage and sites to visit and on the top of that is going to host
some of the very big and important international events like Olympic, FIFA and Worlds
Swimming Championship. Because of this several people from across the world will travel to the
country and it is important to have a very refined and a definite tourism development planning
(Nair and Choudhary 2016). The tourism development planning for the country includes
development of the transportation services in the country so that it can aptly help the tourists to
move from one place to another with utmost ease and also can help the tourists to navigate in the
country very easily (Nair and Choudhary 2016). Tourism development planning is a wide area
and in that transportation facility development holds a special place because when the tourists
come to a new land they need to commute properly and effectively and for that reason one of the
features considered here is transportation facility development so that the tourism prospect can
have an overall development (Nair and Choudhary 2016). The development of transportation
facility refers to development of roadways, development of commuting vehicles, flight services
and others (Seyfi 2018). The 2nd feature of tourism development planning in Qatar includes
developing the major sites or the tourist spots and the attractions of the country (Nair and
Choudhary 2016). As the country now is gearing up for the important international events it is
important to present the events and also the surrounding areas of the event site in a very proper

and a definite way so that the tourism planning is done right (Seyfi 2018). The 3rd feature of
tourism development planning is sustainable working approaches which are all about making the
tourism plans and programs in such a way that it does not have a negative impact on the
surrounding environment and it promotes sustainable and eco-friendly or holistic tourism (Seyfi
2018). For this particular feature of sustainability policies and conducts also need to be
maintained where all the tour operators, the tour contractors and also the building of these major
events sites need to be done perfectly and holistically that in no way pollutes the natural
environment and the natural surroundings of the country (Seyfi 2018). The other features of
tourism development planning includes marketing strategy, promotional strategy, formation of
an authority to look after the tourism aspect of the country like, QTA, Qatar Tourism Authority
and some others.
Significance of interactive planning systems and processes in tourism development with
reference to Qatar:
Interactive planning systems and processes in tourism is very important as this help in
gaining more tourists from across the world, it helps in systematic development of the tourism
sector of a country and also it helps in maintenance of basic laws and rules as per the guidance
provided by the tourism authority of interactive planning systems and processes in tourism or
ATA (Seyfi 2018). Interactive planning system will make the tourism sector, the tourism sites
and also the tourism or tour programs all the more effective and catchy (Li and Hunter 2015).
This will help in bringing about maximum number of travelers and thereby will help in increased
amount of profit or revenue earning and will also help in the process of having an effective
tourism aspect or environment (Li and Hunter 2015). Interactive planning systems and processes
in tourism development for Qatar will bring a major change in their upcoming international

events holding aspect since the interactive planning will provide a right approach to treat the
guests, to provide all the luxurious amenities to the guests, to make the guests feel special and

of all the tourists in the country with minimum congestion with less traffic in the roads, with
fewer complexities, with fewer problems faced by the local residents due to gathering of public
and others. These are the first and the foremost aspects or significances that can be brought in
about from interactive planning system in Qatar (Li and Hunter 2015). Interactive planning and
process will help in fruitful use of the budget for tourism development, will help in utilization of
maximum resources in the best way possible, will help in economic development through
providing of jobs to the labor groups in Qatar and others. Interactive planning in tourism is all
about a systematic planning form and this thereby will have a significance in economic, social
and cultural or community development of the country and thereby benefitting the all and sundry
in a cohesive way.
Different methods available to measure tourist impact with reference to Qatar:
The methods to measure the tourist impact in Qatar include measuring the comments and
the reviews and the feedbacks of the tourists coming in the place, the profit amount, the revenue
shared earned from tourism department, the number of flight tickets bought in a yaer for
travelling by the tourists from different parts of the world, the condition or position of the
national tourism department of Qatar and some others (Li and Hunter 2015). These are the first
and the foremost areas to focus on to know about the impact of tourist in Qatar (Li and Hunter
2015). If the tourist as satiated with their travel then normally and automatically the state of the
tourism sector or industry will develop and the country will gain more revenue as it happened in
case of Qatar where after the year 2011 when the project “National Vision 2030” was launched

the tourism sector was taken to be a priority one and since then the number of travelers or
tourists also has increased. This thereby shows the impact of tourist in the country (Coccossis
2017). Other than this tourist impact can also be calculated or measured through the prospect of
number of tourist visiting and tallying the number with old records (Li and Hunter 2015).
Besides this the responsibilities of holding international events like FIFA, Olympic and others
can also be taken to be the measuring factors or criteria of tourist impact in the country.
Task 3
Justifying the concept of sustainability in tourism development with reference to Qatar:
The concept of sustainability is very vital and is also very important in the aspect of
tourism development since sustainability refers to holistic ways of development and progress
keeping sincere consideration and sincere respect and concern for the natural surrounding and for
the environmental surrounding as well (Coccossis 2017). Sustainability keeps the tourism
approach all the more binding, perfect and upright and thereby helps in bringing about holistic
developmental prospect as well. Sustainability promotes maximum and advanced and rightful
usage of resources and also looks after the fact that the natural environment is not impacted and
that the natural environment is kept intact and also the natural resources are left for the coming
generation (Coccossis 2017). In Qatar there are lot of historical sites, the enclave tourism and
also the huge and magnificent buildings are huge attraction for the visitors and hence they all
need to be managed and tackled in a holistic and sustainable way so that those are preserved for a
long time and also can bring economic advancements and social cultural advancements in the
country (Coccossis 2017). For this the concept of sustainability in tourism development is
important and is also a justified one.

Factor that may hinder the sustainable tourism development:
The factors that can hinder sustainable tourism development includes reckless utilization
of resources, improper tourism planning, reckless use of the natural resources like land, water
and energy, faulty governmental policies, no integration between private and public sector in the
prospect of tourism development and others. Negative economic policies, negative tourism
policies, low education level can come as a hindrances in the way of tourism development in
Qatar. If education is low which is the case in Qatar then the stakeholders cannot understand the
meaning of sustainability in tourism and also cannot understand the importance of it and hence
can be a hindrance in that case to tourism development in a sustainable way.
Different stages of planning for sustainability:
The different stages of planning includes governmental planning, planning from QTA
that is Qatar tourism authority and others (Edgell 2016). If the planning is divided or is presented
in step wise fashion then it can be said that the first planning for sustainable tourism
development is taking care of the natural resources, the environment, the social and the economic
prospect of the country and the 2nd step of planning thereby is focusing on the stakeholders who
can effectively take care of the industry and also can promote sustainability through their work
(Edgell 2016). The third step is following up of the basic and the common sustainability
principles and guidelines to promote tourism.

Methods to resolve conflict of interests to ensure the future wellbeing of Qatar:
There are different conflicts of interests in this filed in Qatar and the conflict of interest is
mainly among the Qatar tourism authority of the tourism department, QTA, tour operators,
community people or the local residents, government and others (Edgell 2016). The most
important clash o interest is the cultural difference that is the difference in culture of the tourists
with that of the local inhabitants of the place. As there is a huge gap in the cultural prospect
between the tourists and the local residents the local residents often does not like the
advancement of the tourism industry and also objectives to the building of tourism enclaves,
tourism sites and other prospects. They think that the tourists may malign the culture of the place
and the community (Edgell 2016). Other clash of interest in the prospect is the religious
prospect, the main religion of the people in Qatar is Islam and that is quite distinct from the
visitors and hence certain ways, or behaves or clothing or other prospects of the tourists are often
objected by the local dwellers or the local inhabitants of the place (Sher et al. 2015). However
the clash of interest or conflict of interest can also be seen between the government and the
visitors or the tourists as in some cases the government and also QTA imposes heavy taxes on
the tourist and thereby the tourist feels agitated and also feels irritated and are not happy with it
(Edgell 2016). This is thereby another important clash of interest here. The methods
implemented to resolve all these includes governmental steps and policies, conflict resolution
process, involvement of court and legal authorities and also the process like meetings, open
discussion with the authoritative people and others are taken into consideration (Sher et al.
2015). This thereby gives an idea about the various conflicts that can be seen in this prospect and

Implication of balancing supply and demand with reference to Qatar:
Balancing of supply and demand is very important and this can be done with proper
systematic approach and with proper systematic policy only (Sher et al. 2015). The supply needs
to be done as per the demand so that there is no confusion and complexity in it and besides that it
can also be ensured the tourism sector is taking a right or a particular shape that has nothing to
do with improper ways of building tourism sector and tourism group as well (Sher et al. 2015).
Due to the upcoming international events the demand of laborers, the demand of tourism plan,
the demand of tourism contractors, the demand of designers, the demand of architectural and city
planning professionals and others are very high and based on this demand the supply also needs
to be maintained so that the demands are all satiated and in case is the supply is more or is high
than that of the demand then no sustainability aspect can be improvised or can be implemented
since excess of supply means wastage and hence this leads a an unsustainable way of living or an
unsustainable surrounding as well (Sher et al. 2015). A balance between supply and demand can
be maintained through the process of calculative approach. For example the country requires 20
new buildings or resorts or properties to be built for the upcoming world events and as per this
demand the supply also needs to be channelized so that a balance can be maintained between the
tow and also there is no provision of complexity or no provision of imbalance in this aspect.
Supply and demand both can be maintained and needs to be maintained as per the scenario where
it needs to be ensured that the both are exactly met and that there is no difference between the
two (Sher et al. 2015). Planning, coordination and follow up are required to strike a balance

between supply and demand so that the resources, the labor force, the tools and equipments and
also the monetary budget can be perfectly balanced and can be perfectly maintained as well.
Moral and ethical issues of enclave tourism in Qatar:
There are different kinds of moral and ethical issues related to enclave tourism. This
includes the safety prospect of the tourists as all the buildings or the constructions and the
massive towers and others are not fully prepared and hence a fear of safety always is there and
besides this the moral and ethical issue of enclave tourism also includes sustainability
maintenance in the enclave building as with coming days a steep competition can be seen in this
field and because of that the enclave makers or contractors are speeding up to finish their
projects and are providing less concern towards the sustainability prospect (Sher et al. 2015).
This thereby is one of the ethical concerns in this case as well where sustainability tourism aspect
is being questioned and is also being overlooked (Mihalic 2016). Other ethical and moral
concern of this enclave tourism includes the labor law prospect which at times is not prioritized
due to the steep demand and competition and also the pressure of completing the tasks within
due time (Mihalic 2016). Tourism is a prospect that need to ensure safety and good state of all
and sundry and in tourism cannot do so then it is an issue (Sher et al. 2015). The ethical concern
thereby is fair attitude to the workers who are making the enclaves so that it can add to the
tourism attraction or the tourism industry of the country (Sher et al. 2015). Qatar is a developing
nation and all the constructional sites are yet not fully developed and thereby the health and
security concern of the tourists is very vital here where it might be the case that the tourist are
hurt in the enclave sites by something or the other (Mihalic 2016). This thereby gives a brief
about the moral and the ethical issues of enclave tourism in Qatar.

Comparing current issues associated with tourism development in a developing country
and an emerging destination where the impacts of tourism are different:
 Social issue- the recent tourism development is linked with various social issues like
changing values, lack of good or moral behavior, gambling and crimes and others
(Mihalic 2016). In Qatar as the community belongs to Islamic tradition the prospect of all
these risks or issues could not fully malign the tourism industry of the country. The moral
behavior of the people and also the governmental rules and policies help the country to
have a strong relationship with the guests or the tourists and also helps in maintaining
that.
 Environmental issues- the natural resource usage is the main issue in this context and the
issue in the context of Qatar is inappropriate use of water, land, energy and other
resources (Mihalic 2016). Other than this the QTA is also not capable enough to have
provision of preserving environment like drainage, national parks and irrigations.
 Economic issues- imbalanced and fluctuating economic condition of the country is the
major aspect here and the most important aspects or concerns in this scenario are
unemployment, underemployment, economic leakage, improper economic planning and
distribution of wealth as well (Mihalic 2016).
Recommendations about future development of tourism:
It can be recommend that the chosen destination Qatar need to have sustainable aspect or
approach in their tourism sector and also needs to have a provision of maintaining that and
implementing that in various possible ways so that the tourism concept and the entire tourism
idea of the country can be bettered along with different advancing approaches and ways. All the

issues discussed above can be resolved with systematic planning and that will help in
development of tourism in future and in the coming days in Qatar (Mihalic 2016). Resource
utilization need to be done in a way so that it does not have a negative impact on surrounding
and also that the sustainability prospect is maintained (Mihalic 2016). This is one of the
recommendations to better the tourism industry and tourism development in coming days or in
future. Other than this the government and also QTA need to look after the tourism approaches
perfectly and also need to develop attractive packages, offers and also low tax for tourists so that
the tourism of Qatar can be developed and also can be bettered. Other than this involvement of
all the stakeholders in sustainable tourism practice is also important to bring about development
in tourism in coming days.
