role in achieving goals and objective related with development of Qatar. Tourism industry help in

Government: This is one of the main stakeholder that play key role in tourism planning and
development. Government bodies can contribute in tourism planning in number of ways such as
allocating natural scarce resources, legal permission, providing adequate funds and other facilities
that aid in plan and organizing tourism event in a successful manner. Growth and development of
tourism sector ensure development of company’s economy as this provide opportunity to earn
foreign currency. Qatar tourism authority is the apex body accountable for the formulation and
administration of the policies, rules, regulation and laws concerned to the development and
promotion of Qatar tourism.
Local Community: Qatar Tourism Sector gets direct benefit from local community. This is
mainly because number of worker or local residents have employment only because of
development of Qatar tourism sector. If any event is happening in Qatar like Handball

revenues in few days i.e. till the event lasts. Also these events bring plethora of tourists in the

the form of using new technology, expertise, skill to complete the particular event within stipulated
time frame. On the other hand, public sector helps in clearing all the legal requirement and also
provide huge funds to the sector so that events can be organised properly. The public and private
partnership proves out to be fruitful for the success of any event. However, the partnership has
certain advantage and disadvantage that are discussed below:
Advantages of Public-Private Partnership:
Cost Reduction: Private players are mainly known for utilizing the available funds optimally and
efficiently. There are various resources that are available at higher prices for the private firm but
for government sector same resources are available at low cost. However, because of public private
partnership it came out as an advantage as now the tourism industry is going to get such resources
at lower rate because of the involvement of government sector. It ultimately leads to reduce overall
cost of the project.
Risk Sharing: The risk is equally shared among public and private partners. It is viewed as an
important element as it renders security to each partner concerning if anything goes wrong then
liabilities for the same will be share by both partners equally.
Increase in Service Quality: The quality of services can be ensured with the involvement of
private and public sector in the planning and execution process of an event. This is mainly for the
betterment of the country and its people.
Disadvantage of Public-Private Partnership:
Low competition: Level of competition prevails in Qatar tourism sector automatically reduces with
the public-private partnership. But in order to maintain developing environment, competition is
required in the country as it enable companies to perform more effectively and efficiently. This
partnership reduces the competitive spirit in the market.
Lack of Control: When an activity is conducted with the assistance of public-private partnership,
the controlling power of each partner on the given activity reduces. Also when two or more person
engaged on a particular project chances of more conflict arises.
