Proposed research topic
The research topic that is selected for this report is “Examining the challenges in
Quality Standards in Construction in Australia”.
1. Research gap and rationale for undertaking the proposed
The quality standards are the significant things in the construction projects. High
quality is not all the time main objective for the client of any construction project, though,
this is particularly significant to any successful project. The suitable level of the quality could
be determined for the period of all stages of the construction project (Rahmani, Maqsood and
Khalfan 2017). The quality can describe as gathering the requirements of legal, functional
and aesthetic of any project. The requirements may be simple or complex or it may state in
terms of the end result that mandatory or as the complete explanation of what is to do. On the
other hand, the quality is found if the specified requirements are acceptable and if completed
project follows to these requirements. After reviewing some articles, it can be confirmed that
the quality standards are recognized as the perfection of any construction project. In all the
research article, it is properly described that what the quality standards are, what is the
requirement of this quality standard and how much important these quality standards are. The
relation between the quality culture and the quality standards can be defined by a conceptual
framework that is missing in these research articles. But in any of these research articles, the
actual framework by which the quality standards can be maintained in any construction
project is not mentioned (Obeidat et al. 2016). It is the research gap that can be identified
after reviewing some research articles regarding the quality standards in the construction
project in Australia.
As identified in literature most of the research was related to the application of quality
standard and how quality control might help in ensuring that quality standard is applied in the

execution of the project. However, the quality culture of an organization which has an
important relation with quality control has not been properly explored in literature and
therefore, this research aims to analyse this relation in details (Nugraha and Latief 2019).
This research will first identify why this gap exists and then it will try to identify if any
research has been done in this context to get an overview regarding this. Culture of an
organisation defines policies and strategies and therefore organisational culture is supposed to
play an important role in the implementation of quality standards in the project. This is
important research to be done as very few researchers have worked on this particular topic
which is the relation of organisational culture with quality control and Quality Assurance
important aspects for implementing quality standards in the implementation of various
construction projects (Ilies Salagean and Beleiu 2017). Often in construction projects to
identify that project is not successfully implemented for lack of quality control and therefore
providing Strategies and framework for ensuring quality standards in project two application
of quality culture Is of prime importance in this context.
So in this proposed research report, this framework is described properly, so that the
research gap that is noticed after reviewing these articles, can be removed. Also, this
framework can help to build quality standards in the construction project.
2. Literature review of ten scholarly journal articles
a) Literature review
According to Su and Li (2019), the culture is used for describing all the collection of
soft management also the variables of behavioural which create psyche of any business
organization. For managing also influencing the culture, this is essential to first describe and
after that construct the theoretical model of what this culture is.

According to the Iliescu and Ciocan (2017), the quality culture is the pattern of
beliefs, behaviours and habits concerning the quality. They strain that taking a positive
quality culture is important to achieve the quality goals of any company. Therefore, the
quality culture is the leading component in the successful creation of this framework. Any
organization with the quality culture can be described as one consuming perfect values also
the beliefs which raise the total behaviour of quality. For changing the organizational culture
or the corporate culture is progressively identified as one of the main conditions for the
successful execution of total quality management. Consequently, it has been recommended
that these organisations trying to execute or manage the quality programs essential to pay
additional consideration to the development of the proper quality culture.
According to the Rajiv and Harinath (2018), the one communal denominator which
controlled to failure in all of this earlier quality efforts was which they did not alter culture or
environment in which all the tools also the procedures were used. So the change of the
culture is required to handle this situation. According to Dhelb et al. (2018), cultural change
intentions to alter the present culture of any organization. The change in the culture also
philosophy requires the changes in the behaviour of peoples. The changes in those are
associated with and also affected by the change of organization. If these organizations are
cultures then the cultural change is actually the organization change.
According to the Mallawaarachchi and Senaratne (2015), the importance on the
technical requirement of the quality is the communal existence in the industry of
construction, mainly whenever the construction firms first present the management of quality
in their organizations. On the other hand, there is extensively predictable that to be operative,
the organization should mention both technical and the non-technical or the cultural issues.
According to Thorpe and Sumner (2017), the organizations require to accept the
quality culture, not just the quality procedure or a set of qualitative methods. According to

him, accepting the quality culture means quality is replicated in the elementary values, the
common orientation in the direction of work, the taken-for-granted conventions also the
expectations, and finally the thought of this organization.
According to Mazari and Nazarian (2017), from the perspective of any the
construction company, the quality management in the projects of construction should mean
preserving this quality of construction that works at the mandatory standard so as to obtain
the satisfaction of the customers which would carry the long term effectiveness also the
business survival for these companies. Additional, adoption of the quality in the industry of
construction has been endorsed in some literature. The application of the ISO standards has
established much responsiveness from the researchers. The ISO certification is at the present
time the trend in most of the industries containing this construction industry.
According to the study by Si (2017), for the execution of the management of quality
in the project management, the thoughts of the quality planning that is the identification of
quality standards, the declaration of quality that is the estimation of the complete
performance of the project and the control of quality that is the monitoring of exact results of
the project in the quality management procedures are significance. In the midst of those,
quality assurance (QA) and quality control (QC) are generally used in this construction.
According to the Jung et al. (2016), the process of the quality control in this
construction projects is constructed on the tender documents, conditions, the working
drawings and many more. As a result, the stage of the pretender of quality also standards of
work should be appropriately preserved. Therefore, this is significant to maintain the quality
control of this building projects from the opening of its stage of design capable of the
achievement of the construction containing the period of maintenance.
According to the Fu (2019), the Quality Assurance (QA) is the program covering the
activities essential to deliver the quality in work to come across the necessities of the project.

program and associated activities. The effective QC decreases opportunity of the changes,

4. Research methodology for the proposed research
i) Purpose of a research methodology
Research method provides an effective approach for identifying what data are
important and needs to be collected for research and how to collect those data. Therefore it
provides an idea regarding how to conduct research according to research objectives and
identifying insight for the solution to research questions (Naoum and Egbu 2016). Therefore
methodology provides a structured approach for conducting research and ensure that research
is in accordance with research objectives which enhances the quality of research.
ii) Proposed research methodology
The research methodology that is considered for this research is qualitative research
methodology and for data collection, primary and secondary sources will be considered.
Secondary data existing literature on this topic will be analysed to identify insight regarding
this topic which will help to conduct the interview and collect data for analysis (Gorard
2017). For interview different organisation for the construction sector will be chosen and

Managers and leaders of those organisations will be interviewed as they are responsible for
creating a quality culture in the organisation. For conducting interviews and questionnaires
will be prepared and it will be provided to them for collecting the opinion in accordance to
those questionaries so that Data Collection is according to research objective and Research
question identified for this research. Research method provides an effective approach for
identifying what data are important and needs to be collected for research and how to collect
those data. Therefore it provides an idea regarding how to conduct research according to
research objectives and identifying insight for the solution to research questions. Therefore
methodology provides a structured approach for conducting research and ensure that research
is in accordance with research objectives which enhances the quality of research.
iii) Justification for choosing the proposed research methodology
The purpose of the above research is to identify importance and strategies for
designing an effective conceptual framework to generate the quality culture in organisations.
However, it is important to identify the different organisations what differently and therefore
it is a general framework. Might not be an effective approach for implementing the culture of
quality in projects. Therefore it is important to recognize factors which influence the adoption
of quality culture in different organisations and so it is significant to analyse various
organisational factors important role in defining attitude of organisation towards the
implementation of quality culture (Patten and Newhart 2017). Therefore only review existing
literature is not a proper approach in this context and therefore this research methodology
aims to conduct extensive research by interviewing various organisations to implement small
and large scale construction project and how they added to quality standards recommended
for those projects. It will provide a comprehensive idea for developing this Framework which
might work as a reference model for other organisations who are struggling to maintain
quality standards in their project. Therefore this research method has been chosen where
