INTRODUCTION
Quasar Communications, Inc. (QCI), is one of the popular division of the “Communications
Systems International”. It is also regarded as one of the largest communication company.
However, the organization has witnessed cultural divergences and unbalanced ratio of authorizes
and responsibilities. Moreover, there are poor allocation of resources and the priority software
are not aligned with internal needs.
In order to mitigate those problems, a scope management plan is included in the following study.
Further, a quality management plan for Quasar Communications is analyzed here.
PROJECT SCPE MANAGEMENT PLAN
Plan Scope management:
It is the first process of scope management. Here, PMBOK Guide 5th Edition is included. This
must ensure that Quasar Communications project includes and accounts for every tasks needed
for completing the project successfully. Here, planning scope management develops the plan of
scope management. The scope management plan must demonstrates the important documents
and scopes regarding how it can be defined, validated and managed further. In order to align with
the internal necessities with software developments, the tasks includes planning, coordination
and managing various activities like meetings and reports. This is to assure that the scope of the
product is achieved. At the ending of the phase or project, the entire task is to be compared to the
scope baseline within project management plan.
In the current case of Quasar Communications, a new workflow application should fulfill the
perquisites of the stakeholders. In order to find out whether the project have gained its product
scope, the new products must be compared to various application requirements. These are to be
recorded in requirement documentations and statement of project scope for the project.

Collect requirement:
In order to align with the internal needs of software product development of Quasar
Communications, various steps are to be undertaken. This is done to collect requirement. First of
all the different between the baseline functionality needed to compete in the product domain and

features making the system different from the competitor’s products are to be determined. Here
the stakeholder needs are to be identified and then the requirements and needs are to be
documented. Then they are to be managed across the project to meet the goals of the project.
This process should identify whether the project will be a success or failure.

Define scope:
The resources and works involved in creating the service and product must frame the project
scope for Quasar Communications. Here, the scope must outline the objectives of project and
goals requires to be met. Here, the project managers must know the effective way to define the
project scope (Heagney, 2016).

QUALITY MANAGEMENT PLAN
Project quality management:
For software development a rigorous assurance process is to be introduced. Quasar
Communications must determine the way to develop quality for the portfolio. Quality
management must be introduced earlier and smarter quality assurances having strong support
from management. The scope baseline with estimates are to be improved. Further, the risk
management and issue management procedures with clients are to be developed. Moreover, a
phased functionality approach must be introduced to the software development. The deliverables
must be meeting with various agreed on requirements (Zeng, Tam & Tam, 2015). As the
management of Quasar Communications fail to meet the stakeholder expectations, the project
can fail. The managers should be meeting the stakeholders to keep them abreast of the progress
of the project.

Plan quality management:
For developing the software, at first quality assurance must be met. Here a framework must be
developed for organizational standards and procedures. This must lead to high quality software.
Then there should be quality planning proper standards and processes are to be selected from the
framework. Next, in the quality control phase the processes must be defined to assure that
software development has followed the standards and procedures of qualities (Secanell et al.,
2014). Here, the systemic and planned activities are to be deployed in quality system to
implement stakeholder needs. This is helpful to fulfill the quality requirements for service and
products. Here, quality assurance must be done through using project audit. At last to deploy
stakeholder necessities, quality controls are to be undertaken to adjust deliverables and not
meeting standards to be set. There are to be gained through peer testing and reviews. It is to be

done at the ending phase of the project. However, this is not as effective to redo instead of
readjust. At Quasar Communications, cloud-based project management tools and dashboards are
assets. This must provide the proper measurement for the progress of the project.
