INTRODUCTION
Homelessness is defined as living in housing which is below the minimum standard or
lacks secure tenure (Manzi, 2018). People can be categorized as homeless if they are: living on
the streets , moving between temporary shelters, including houses of friends, family and
emergency accommodation, living in private boarding houses without a private bathroom and/or
security of tenure. There are several person who become homeless such as being evicted by
landlords, health problems, losing job and many more. This report is based on article “radical
solution to the housing supply crisis.”
LITERATURE REVIEW
As per the view point of Bowie.D, he had taken long view on housing supply crisis by
looking back to the government inadequate policies which are persuading over several decades.
In addition to this, he had seen ideological continuities within policies since 1970 but Bowie
reserves his particular ire for present policies of government which contained in 2016 housing
and planning Act (Radical solutions to the housing supply crisis, 2017). He critics government
because they are giving over riding priorities for promotion of home ownership on the expenses
of broader as well as deeper housing strategy (Gallent, 2019). Even fixation with home
ownership has failed in last dozen of years as ownership of home get decline but this has brought
about little apparent change in thinking.
In addition to this, Bowie Criticises government approaches related to planning system
for making private capital more powerful as well as public sector weaker and more reactive.
Along with this, he argued that localism is not able to deliver social justice. As well, it has been
traced by him that affordability is growing abuse it has become Orwellian level within last week.
Book of Bowie's is interested in reading as it is full of policy scrutiny but his book come alive
when he move towards for making passionate case for entire new strategy. These strategies are
based on historical analysis as well as Bowie make cases for much large number of new homes.
This had strong emphasis on homes which are genuinely affordable. Apart from this, in long
term, from last thirty years funding get switched from personal subsidies to investment subsidies,
which providing houses that are affordable genuinely (Groenfeldt, 2019). Instead of counting
anything that are in slightest sub-market, as the White Paper does as well as Bowie gives reverts

to the definition which contained in the first (Livingstone) London Plan that housing costs have
not surpass 30% of the net household income of the lowest grade households. His central case is
related to latest spacial plans system and effectual structures at regional, city and local levels.
Most important is that there is significant strong requirement for collaboration within authorities
which allow right to grow at effectual level (Verdeil, 2018). Furthermore, he had argued for clear
relation within local plans as well as neighbourhood plans by avoiding latter becoming
mechanism by which wealthy residential will be able to protect themselves from development
which might benefit disadvantaged people. In addition to this, he also make case for council who
are taking an equity stake within new larger developments.
Thus, it has been identified that there are several policies as well as strategies designing
by governmental bodies for removing house crises in England (Alexander and Yacoumis, 2018
Lysandrou, 2019). But these are not working in effective manner and have negative impact on
the people living in that particular nation. Along with this, there are several people who are in
oppose of this and rising there voice for such inequality policies and activities. In addition to this,
Bowie didn't duck question which are related to land as he supported Lyons Commission
proposal. This says that there should be cap on the value which can be gained through
landowner. For instance, when land related to agriculture is rezoned for housing with the land
which coming within public ownership where necessary. Thus, it is necessary for government to
take major steps in relation of housing crises and provide shelter to homeless people by
designing proper policies which have to be in the population as well as there welfare (Waldronr,
2019). Such practices will result in upliftment of economy by rising living standards of people.
Moreover, public land have to be released for housing which are decided on the basis of meeting
defined public objectives instead of putting up market sale as well as councils should have to be
far more flexible powers to take on prudential borrowing for their own developments.
Most important is that Browie argued for property taxes as he said these need to reform
on urgent basis especially tax valuation system which are outdated. Along with this, they have to
reform several other taxes also which have wide impact on property such as inheritance tax
should be consider within this.
CONCLUSION
From above entire discussion it has been summarised that homelessness is increasing for
which government have to take major actions and provide proper support to the population in

appropriate manner. Along with this, there are several policies given by government related to
removing housing crises but these are not working effectively and supporting people within
effective manner. On these policies and strategies several criticism has given by people one of
them is Bowie as he had case for the inequality going on by several government bodies in
relation of housing crises.
