Introduction
The aim of this report is to develop a rail system that will be implemented between the
Regional Centres and Perth in Western Australia. The report will determine the main requirements
that are needed for Western Australian Government. The report will examine the major needs of
developing a rail system for Western Australian Government. After analysing the major requirements
of the project, the feasibility will be tested. In addition to this the report will address the risk
associated with the development of rail system. The proposed railway system will provide major
benefits that will offer more comfortable ad functional design of trains (Tonts & Jones, 2017). The
proposed system will also include automatic selective door so that the passenger can get easy
accommodation. The train will also be equipped with charging points, seta pockets and tray tables for
laptop.

Requirements for Western Australian Government
The new fleet will help in replacing the regional rail fleet of XPLORER, XP and Endeavour
trains and will propose a better maintenance facility towards the service. The expected budget for the
rail system is around $2.3 billion that includes a capital cost around $1.20 billion (Young & Grant,
2015). The new fleet will include some minor network enabling better costs for maintenance purpose.
The proposal focuses on the major requirements that includes offering a better customer focused
outcomes, generating a better train solution, managing the asset and financial structure that will help
in proper implementation. The main requirement for the new fleet includes diesel for generating
electricity for providing the powers to the train’s electrical traction system (Thomson et al., 2016).
This produces less emissions than the current fleet running between the Regional Centres and Perth in
Western Australia. In addition to this the Western Australian government needs to publish a contract
so that the major stakeholders associated with the western government gets to know about the

The western Australian government mainly aims at developing a similarly project like
Regional rail feet that will be implemented between the regional centres and Perth in Western
Australia. Thus it is important to highlight the major risks that are likely to impact the development of
this newly rail fleet. Before developing a rail fleet it is important to ensure that the system is being
prepared based on the requirements of the passenger. It is important to ensure that proper stakeholder

project. The principles includes purposeful engagement of government with the community people.
This includes understanding the goal that is needed to be achieved and corporate goals based on

these project are the railway ministry, the employees and the government. The major companies
involved in momentum of trains are constructions y Auxillar de Ferrocarriles based in Spain and the
UGL based rail services from Sydney (Standen et al., 2018). In addition to this the other companies
involved in the train scheduling are Pacific Partnerships Sydney based, CAF investment project and
DIF infrastructure V Cooperatief. It is important to ensure that the developed plan contains approval
from every stakeholders.
The trains are to be developed in the location that is chosen by the Western Australian
Government. The government needs to draft a proposal regarding the major requirements so that they
can be performed effectively within the given time. It is expected that the new fleet will be carried out

can be removed entirely from the root.
In addition to this there are several problems faced with the traffic issues thus it becomes

The report has described all the problems that are faced with the implementation of new rail
fleet. The expected rail fleet will provide a better and comfortable functional design that will include
reversible seating, spacious budget and overhead luggage storage. In addition to this the newly
developed train will have accessible toilets, wider doors and single deck carriage. In the report the
major stakeholders and their working has been described along with the important data that will
impact the rail fleet. From the above report it can be concluded that Western Australian Government
needs to assess all the factors efficiently in order to manage proper working of the rail fleet. The new
develop train link will continue to operate between the regional rail and coach services. The risks that
are identified needs to be mitigated efficiently so that it cam assure a better development of the rail
fleet.
