This case study examines the NSW Government's Regional Rail Fleet project, focusing on the replacement of aging trains and the construction of a new maintenance facility in Dubbo. The project, awarded to Momentum Trains, involves designing, constructing, maintaining, and financing the new fleet. The report identifies key project risks, categorized as technical, commercial procurement, financial, contractual, and project-related. Specific risks within each category, such as design defects, budget overruns, and communication gaps, are detailed. The study proposes a risk management plan that includes risk identification, assessment, and mitigation strategies. Mitigation measures, including avoidance, acceptance, transfer, and reduction, are suggested based on the severity and nature of each risk, offering a comprehensive approach to managing the project's challenges.
