1. Introduction
The main perspective of this project is to deal with the risk analysis of the regional
rail fleet project that is undertaken by the Government of NSW for providing better facilities
to the commuters of Australia (Armstrong, Preston & Hood, 2017). The NSW Government
wants to replace the aged rail fleets that are currently being used by the government to
provide transport services to the Australian Citizens. The aim of this project is to deal with
the replacement of the current regional rail fleets to a technologically advanced one. This
technologically advanced rail fleets are supposed to provide better facilities to the commuters
on this type of trains. With the implementation of the technological advanced rail fleets the
NSW assures that the commuters will be very well facilitated. The primary key for the
innovation is to offer increased level of amenities to the passengers travelling in these type of
trains. The NSW government is aiming for the implementation of the strategic and easy
commutable variations, which will enhance the commuters to travel easily in this type of
trains (Gelbstein, 2016). The facilities that the NSW Government is looking forward to
provide its consumers includes enhanced safety features, reliable seat, comfort levels of seats
and easy accessibility of the rails. These features will facilitate the commuters to travel easily
within the country.
2. Project Objectives
The objectives that the project are looking forward to are provided below:
The infrastructural design of the regional rail fleets are structured in a way that an
enhanced level of comfort could be provided to the daily commuters that are availing
these rail facility. This portion includes the features such as reversible seats, spacious
interiors of the bogies, increased storage area that are positioned overhead and
several added features (Young, Gordon & Plant, 2017).

The toilets present in the current rail fleets are also proposed to be evaluated with
better facilities. This will provide the commuters with better accessibility of the trains
while commutating. Besides, the partitions are to build with bigger doors. The facility
that will mostly enhance the commuters such as women and senior citizens is said to
be the seating priority (Kans, Galar & Thaduri, 2016). This is supposed to provide
enhanced support to the commuters that are travelling in the trains.
The implementation features that are associated with the doors are said to be the
proposal of the automated doors. However another increased level of security service
that is to be implemented by the NSW Government is said to be the CCTV cameras
that has the ability to record both audio and video. The implementation of the fire
alarms is also another important aspect regarding the NSWW regional rail fleet
project (Chumuang, Ketcham & Yingthawornsuk, 2018).
There bogies are built with specific changing points for providing the facilities of
charging up the electronic devices such as mobiles/laptops to the commuters
travelling in these type of rails.
The NSW government is also trying to implement some tables that can provide the
commuters to easily keep their electronic devices and work on it while travelling.
Moreover, the government is also trying to implement spacious over luggage area for
the commuters to facilitate users for keeping their luggage in a more organised area
while travelling.
3. Background of the Project
With the growth of population of Australia, the citizens needs to migrate daily within
different parts of the country for availing their college, schools as well as offices. Hence, the
on road transport system is not alone sufficient for this population to handle it (Hagen-Zanker

technological supportive trains that will help the commuters to easily access their areas of
interest. The NSW government is focusing to implement these technological changes as these
can attract more commuters to avail the facilities provided by the regional rail fleets. The
NSW government is well determined that these technological advancement will help the
commuters to avail the services as implemented in the regional rail fleet project. This project
promises to provide an enhanced level of provision to the travellers availing these rail for
their communication within the country (Burtonshaw-Gunn, 2017).
4. Review of Literatures
4.1 Identification of the Project Risk Management
According to Gianni & Gotzamani (2015), risk in any project field is stated as a fundamental
portion of any project. The risks that are identified is not same for all projects. Therefore,
every risk is unique and for this reason the mitigation techniques of these risks differs from
project to project. However, an effective framework is compulsory to be present in every
project that will easily help in the identification of the risks and provide the mitigating
solutions in real times. In the above stated regional rail fleet project it can be said that there is
a lot of investment of money and time for the overall project execution (Myklebust, Stålhane
& Lyngby, 2016). The methodology of assessment for project risks is necessary for carrying
out the project effectively so that it can be easy for identifying risks and successively
mitigating techniques can be provided for them.
According to Neseth Forkéus & Grönlund (2018), effective risk assessment
framework comprises of the whole project components that are required for the risk
identification as well as the solutions to mitigate them. The project manager must structure
this effective framework so that the risk assessment are carried out easily. The effective plan
must consists of all the risks that could be assessed in this type of project as studied in

being the qualitative and quantitative. These two methodologies are taken in consideration for
the effective execution of the regional rail fleet project.
4.2 Identification of the Risks
The identification of the risks is carried out with the consideration of the project
manager and the project team members (Cheng, 2019). These identified risks as well as its
description is provided in the given table below.

Risks in Design The risks in the designing of a project are associated with the NSW

continuing with any construction project. Hence, it is stared that

risks
The factors that are included in the environmental risks are directly

project (Phillips, Neal & Webb, 2016). Further taking these risks under consideration it can
be said that the primary mitigation procedure is said to be the involvement of a good
knowledgeable and skilful project manager and the enhanced level of equipment that are
involved in the project. Firstly, if a knowledgeable project manager is chosen for, the
replacement project of the NSW Government will help the smooth execution of the project.
With the implementation of a skilful and knowledgeable project manager, the project
procedure is enhanced (Maguire, 2017). Hence, it is mandatory for the NSW to employ an
enhanced knowledgeable as well as skilful manager for the stated project. This manager will
be responsible for the prior identification of the risks as well as to mitigate them.
The project manager is provided with full freedom as well as authority right from the
start until the completion of the project. It is very much necessary for the managers to
effectively carry out process and initiate communication between the different stakeholders to
proceed smoothly with the execution procedure of the project. This will enhance the manager
to take the project procedure of execution in a much-organized manner. This will also put a
positive impact in the project delivery. Without the proper employment of the project

the different stakeholders involved in the project, the department of human resource, the
project contractors, the project manager can easily evaluate and identify the risks involved in
the project and thus can plan to mitigate them effectively.
The lack of communication inside the project group can put an adverse effect in the
project execution procedure. The project planning needs to be well structured so that the
project execution is carried out easily. The project manager for smooth running of the project
must implement the project execution procedure strategies effectively (Thaduri, Galar &
Kumar, 2015).
5. Project Feasibility
The project feasibility lies in the fact that an enhanced level of support should be
provided by the NSW government to its commuters of the rails. This can assure the facilities
to be availed by the travellers in the rail systems (Van Staveren, 2018). The installation of
CCTV cameras will increase a level of safety for the commuters travelling in rails. This will
sustain a trust level among the Australian Citizens toward their government. However,
according to a survey, the result gained that the reversible seats and the widened doors will
make a huge impact among the commuters of these rails. Moreover, the installation of the
enhanced toilets seems to provide an effective service towards the citizens that are travelling
in the rails (Profillidis, 2016). The seating priority feature is said to put a positive effect on
the women as well as the senior citizens travelling in the rails. The project is said to be
possible if the project procurement procedure as well as the budget for the overall execution
of the procedure is determined critically at the project planning stage. This enhancement is
said to be reflected within the analysis of the project cost benefit, which will keep the

6. Conclusion
Thus from the stated report it can be analysed that there are many risks that can be
identified within the project execution plan. This report gives a brief analysis of the NSW
Government’s project analysis for the regional rail fleets. The feasible study of the overall
project execution and planning procedure are stated in the assignment. The decision taken by
the project manager has to be effective and risk free, this analysis comes out of the above
stated project report. The project manager as well as the Government officials are said to be
the decisive body for the project execution. The plan for thr project management assures the
citizens of Australia to commute easily and use the facilities of the rails as the significant
favoured travelling mode. Moreover, the risks associated with this project are also provided
in this report. These risks are critically identified and assessed keeping in mind the survey of
the commuters. The implemented strategies are taken in presence of both the project manager
and the government officials. However, the most important and emergency decisions are
taken by the project manager so that the procedure of executing the project is carried out
effectively. Moreover, it is found that the commuters will be much helpful with the enactment
of the reversible seats and the large doors in the rail compartments. Thus, it is concluded that
the NSW Government’s regional rail fleet project is one of the most important decisions
taken for the commuters of Australia.
