Introduction
Dr. Ray has a lab that does research on the social and healthcare needs of inner-city
children. The lab is slightly different from the conventional lab as it includes playing area for
children and places to interact with them. Her research involves the study of children under
the age group 5-10 years. Now, Dr. Ray needs funding for her lab so that she can renovate the
space in order to accommodate the disable children and also to conduct research. There are a
number of funding agencies in the United States that support the functioning of these labs. As
a research administrator the type of funding appropriate for Dr. Ray’s lab is a grant from the
government that consists of awarding funds executed by the head of the awarding agency or
by his or her duly signed representative.
Discussion
The process of research includes identification of the research project that could
involve further investigation of a preformed idea or an entire new topic. In each case the
researcher needs to find more about the background of the project by reviewing literatures or
consulting experts in the particular field. Then the researcher will design the project and
create methodology for data collection. However, doing all these work in the research need
money either from the government funding agencies or from other private sponsors (Alberts
et al., 2014). The main phases in the research continuum includes pre and post award phases.
In the pre award phase there is selection of the source and the identification of the funding
agency. It is very important to have communication between the applicant and the sponsor. In
this phase it is important for the PI of different labs to notify the Office of Sponsored
Programs about any cost sharing requirement (Tarrozzi, 2013). This phase also demands the
preparation and development of a research proposal, submission of the research proposal so

that the regulatory committees and compliance body can know the exact the research scheme
and the manner in which the research is going to be conducted in the lab.
In the post award phase there is implementation of the grant, management of the grant
award, audit, preparation of financial reports and providing reports on the progress of the
work. At this time the agencies make sure that the research organization is in compliance
with the terms and conditions of the grant. The PIs at this phase need to submit the
compliance requirements like the use of animal, use of human subjects or ensuring drug free
workplace (Frenk & Moon, 2013). The project activities that are funded by government
grants support the purpose and objectives of the sponsoring agency. The sponsor does not
involve in the management of the project instead it monitors and evaluates the progress of the
project as well as fiscal transactions. The salient features of the grant funded project involve
an explicit purpose having detailed written documents and a specific time frame for the
completion of the project.
The three funding agencies that Dr. Ray can apply to are the Department of
Education, National Institute of Health and World Childhood Foundation. The Department of
Education is a government funding agency in the United States that has the primary function
of providing assistance in the education and also to enforce federal laws regarding privacy
and civil rights (Ed.gov., 2019). National Institute of Health funds those research that
supports the living system. The research should meet the fundamental mission of NIH which
is the extension of healthy life and reducing the burden of illness and disability
(Grants.nih.gov., 2019). The last agency that is, the World Childhood Foundation supports
the child victims. It provides grant to those research proposals that include children of sexual
abuse and street children. It supports those projects that are related to children and juveniles
(World Childhood Foundation, 2019). As Dr. Ray is involved with the research of the well-
being of the inner city children, these agencies can accept the proposal as the children need

good education, better healthcare treatment and certain laws that provide them with
preventive measures to reduce children risk.
All the three funding agencies selected to fund the research are government agencies
that support various research schemes in order to provide better health, education, food and
shelter to the young children who are either victimized or do not have access to such basic
necessities of life. The Department of Education, United States is more commonly known as
the Education Department which is a cabinet level department of the United States
government. The Department is not highly involved in the determination of curriculum or
education standards of the children. The quality of education is checked through the process
of accreditation. As the Department is a member of the United States Interagency Council on
Homelessness and also works along with the federal partners for ensuring proper education
for the runaway and homeless youth in United States. The Department applies certain rules
and criteria that are applicable to the entire nation (Ed.gov, 2019). The National Institute of
Health is a part of the United States Department of Health and Human services. It is the
nation’s medical research agency that makes major discoveries for improving the quality of
health. The objectives of the agency include discoveries that are fundamental and
applications as a basis for improving and protecting health, to expand the medical knowledge
and to promote highest level of societal responsibility for the conduct of science. It also
emphasizes on the maintenance of the sources that will ensure Nation’s capacity to stop the
spread of diseases (Grants.nih.gov, 2019). World Childhood Foundation has the mission of
providing every child with the right to a safe and secure childhood filled with happiness.
They believe that everyone has the freedom to grow up intellectually and socially. As many
children are abandoned, neglected, abused and violated in the most unacceptable ways they
remain deprived up of these basic rights. The foundation helps in defending the rights of the

children and also promotes better living conditions for the exploited and vulnerable children
(World Childhood Foundation, 2019; Eckenrode et al., 2014).
These funding agencies are a good match for the research done in Dr. Ray’s lab as the
research is related to childhood rights, education, shelter and healthcare. As these
organization have goals and missions that share the same value as that of the Dr. Ray’s
research. As Ray’s research is focused on the social development of inner-city children, the
above mentioned agencies can relate to the goals of the research. The Department of
Education, is suitable for the research as it provides grants for the homeless children and Dr.
Ray helps the inner-city children from the deprived neighborhood, thus the agency will
provide grant to Ray’s research (Ed.gov., 2019; Eckenrode et al., 2014 ). The National
Institute of Health invests funds for the different diseases along with a mission of diagnosing,
preventing and implementing cure of the disease, for the understanding mental and physical
disorders ,environmental contaminants, and in the exchange of information in medicine
(Grants.nih.gov., 2019). World Childhood Foundation, will fund the research done by Dr.
Ray because it prioritizes new models and innovative approaches of work with the target
groups. As the target group includes the deprived children in both the cases, the Foundation
will be able to relate to the research (World Childhood Foundation, 2019; Jiang, Ekono &
Skinner, 2015; Jiang Ekono & Skinner, 2015). The Foundation also emphasizes on the
integration of technology. As Dr. Ray’s lab have space for children to play and interact the
foundation will prioritize the projects it takes into account the child’s right to play as well as
the participation of children.
Conclusion
Thus, the conclusion drawn from the report is that for the progress of research
extramural funding is required that can be received as a grant from the various government

agencies that share the same objectives with that of the research project. In Dr. Ray’s lab the
research is much more unconventional as it focuses not only on the health of the deprived
inner-city children but also on the overall social and intellectual development. As the three
government funding agencies namely Department of Education, National Institute of Health
and World Childhood Foundation share the same vision and mission with Dr. Ray’s research
thus, the research administrator will suggest Dr. Ray to submit the proposal in these funding
agencies.
