INTRODUCTION
Digital technology is one of the most crucial innovation which helps in future growth and
expansion of the public services and also helps in higher operational efficiency and productivity.
Digital technology helps in building strategic relationship between customers, workers and
various players and employees in the organization which leads to smooth functioning and
operations of the business.
This study will highlight, development of public services and also effectively outlining
the the development of the particular public service organization. This report also focuses on
examining the accountability and responsibility of operational structure in the public sector
organization. This study critically evaluates how public sector organization is accountable for
directions and actions both strategically and operationally. It will also effectively evaluate the
various source of findings available in the public sector and also the allocation of funds to the
public sector organization. Furthermore, this study also review various effective strategies, role
and structure in the public sector organization.
Care quality commission is an independent committee that regulates adult social care and
health care in the England. They focuses on providing effective healthcare and social care
services to the people with proper safety, effective technology and quality services in order to get
effective results and outcomes.

P1. Development of public services.
Public sector is an effective source which mainly comprises of public enterprises and
public services. Public services includes government services and public goods. It mainly
comprises of law enforcement, military, infrastructure (bridge, public road, electrical grids, water
supply, tunnels, sewers, telecommunication, etc.), public education, public transit and healthcare
services. Organizations that do not includes in public sector are part of private sector or
voluntary sector. Public sector is a part of economic system that is mainly controlled by state
national and local governments. Public sector runs for the welfare of the society by providing
various financial services and not for the purpose of making profit (Scupola and Zanfei, 2016).
The public sector in UK is mostly responsible for proving various public services such as health

and social care, education, housing, etc. The public sector is one of the crucial and vital pillars
for the development and strengthening of the UK economy.
The widespread provision of various public services in order to develop the economic
growth. Development of various public sector and services which leads to higher employability
rate and growth of the economy (Stiglitz and Rosengard, 2015). It focuses on providing
adequate security by integration of updated information technology in the public sector which
leads to higher operational performance and productivity of the public sector. Effective public
services helps in providing effective quality services for the future growth and development of
the economy. Public services helps in collaborative working, public engagement and it also
focuses on transformation and delivering effective services to the public in an efficient manner.
The public sector helps in responding to various challenges and find effective strategic way to
resolve the issue in an efficient manner. Development of public services helps in investigating
various different ways and strategies in order to improve the employability of the economy and
higher generation of income and cash flow into the economy which leads to higher economic
growth and development.
Development of public services such as media and communication, environment health,
architecture, housing and heritage, social services, town planning and surveying, trading
standards, community work, and environment and social heath care and services leads to future
growth and development of public sector. Effective public services focuses on providing public
interest work which helps in societal and economic change (Empowering institutions and
improving public service delivery for sustainable development, 2017). It also focuses on
complying with various public issues and take necessary measures to resolve the public problem
in an efficient manner (Paine and Hill, 2016). Public sector and administration helps in
sustaining economic growth by facilitating and promoting various areas for sustainable economic
growth, protection of environment, development programmes and legal compliance for smooth
functioning of the various pubic sector.
The public sector focuses on providing effective public services by creating viable
structure and strategy. It also focuses on establishing effective management skills and technical
skills for future growth and development (El-Haddadeh, and et.al., 2019). It also focuses on
improvising the coordination and cooperation in an organized and systematic manner. Public

sector mainly focuses on improving public service with the helps of integrating various
information technology, digital technology and communication technology such as social media
platforms, automated technology, artificial intelligence, virtual reality, chatbots, information
communication technology which leads to higher operational performance and productivity

practices, 2019). Public sector also focuses on developing effective leadership, management and
human resource management capabilities in order to deliver the best public services to the
general public. Public sector also focuses on improvising the effective public service delivery to
the people and also focuses on advancing good governance for smooth functioning and

P 2. Development of Care quality commission.
Care quality commission is an autonomous committee that regulates adult social-care and
healthcare in the England (Scupola and Zanfei, 2016). Care quality commission focuses on
providing impelling health care and social-care services to the people with proper safety,
effective integrated information technology, digital technology and information communication
technology (ICT). Care quality commission also focuses on providing quality services in order to
get effective results and outcomes for future success and development. It focuses on providing
excellent care quality services by integrating effective human resource and staff who can deliver
high quality publ;ic services to the individuals. Care quality commission focuses on
collaborating team work practice which helps in better learning from each other and develop
effective skills for future growth and development. Care quality commission focuses on smart
and most effective and productive ways of working in the organization in order to reach greater
heights and also result in better productivity. They find out various strategic ways in order to
deliver the best quality public services for higher success and development of the Care quality
commission.
Care quality commission focuses on workforce development which helps in developing
necessary skills for personal and professional growth of the individual. Development of strategic
and effective skills who are capable of giving effective care and support which helps in
providing effective care services to the adult social care (Stiglitz and Rosengard, 2015). Care
quality commission monitors, regulate and inspect the activities of the various healthcare public
sector which leads to smooth functioning and future growth. Care quality commission focuses

on effectively regulating the various health care and social care services and also monitor
whether the institution is complying with safety laws, legislations and standards.
Care quality commission focuses on public engagement. It is an effective process wgere
various individuals, stakeholders and hospitals work collaboratively in order to identify the needs
of the public and develop various strategies and methods to effectively resolve the problem and
address the needs for future growth and development (El-Haddadeh, and et.al., 2019). Care
quality commission focuses on setting a vision and transforming organizational structure by
integrating effective digital technology, information technology and information communication
technology to deliver effective services. Integration of advanced technology such as social
media platforms, automated technology, artificial intelligence, chatbots, virtual reality,
information communication technology helps in future growth and development of the Care
quality commission. It also focuses on effectively responding to various challenges faced by the
company and take necessary measures in order to resolve the challenges faced by the Care
quality commission (Kankanhalli, Zuiderwijk and Tayi, 2017). The major challenge faced by
them is to comply with various health care standards and maintain safety standards which leads
to higher operational efficiency and productivity on an efficient manner.

of capacity, political interference, over staffing, ineffective managerial structure, etc. are dew of
the major challenges faced by the public sector in delivering high quality public services (Paine

and Hill, 2016). It must focus on collaborating work, integration of effective technology,
effective infrastructure and local government efficiency and productivity.

P 3 The operational structure of the organization
Care quality commission has followed the hierarchy structure because it helps in dividing
the type of work and it is the best way to resemble the pyramid and also gets the wider to move
down. From this operational structure it usually consists the group of power at the top with the
subsequent level of the power beneath them. The department of the health and the department of
the corrections performing very different task in so many ways. In federal of the government the
employees falls under the executive branch along with the president and also the judicial branch
for overseeing the political sides of the things. In this they want to establish the new potions in
the market(Kajonius and Kazemi, 2016).
From following the hierarchy structure it clearly defines the roles within the organization
structure and also everyone knows how to report to their top management. It also helps the
agencies to be accountable for making the decisions. The hierarchy structure helps and allow the
people to focus on the area of the speciality and with the certain functions of the job it has
grouped together with so many people for sharing the same areas of the expertise.
This structure allows on the downside of the pyramid to communicate with different
divisions which may be poor and the system which has been build around the vertical chain of
the command. All the layers of the care quality commission operational structure and
bureaucracy can be slow down for the division for creating and making the departmental silos
which make the difficulties for the agency to make the collaboration and also adopt the changes.
Care quality commission reflect the agenda of the government for increasing the
transparency of the public information(Beerstecher, 2016). The hierarchy usually consist of the
group of power at the top of the subsequent levels of the power which beneath them. It is
dominant to the mode of the care quality commission and among the large organization.
Hierarchy structure involves the visualized pyramid where the hight of the person depend on the
ranking which depicts with their own power status and also the width of the level which present

immediate superior and also with their immediate subordinates. The operational structure is a
very helpful way for reducing the direct communication between the management and also
overhead by the limiting the information of flow.

Public sectors held the accountability for the actions and directions for both the
operational and strategically ways. It has been responded that the demand for the improvement
and changes which has been applied by the local government for the operational management
based techniques and tools. It is basically specifies in the form of the performance management
where it is used for the accountability in the public sectors(Jonker and Fisher, 2018). There are
some points which has been defined as the public sector held the accountability operationally and
strategically such as;
Training and development:- Earlier government does not provide the proper training to
the health care staff which affect the organization and patients as well. Earlier training has not
provided to the employees, which affect the relation between employees and patients and also it
does not cover the quality of services which has been provided to the employees. In earlier time
from not providing the training to the employees affect the patients because the doctors and
nurses do not use the gulfs at the time of surgery and not properly checking the patients which
creates so many conflicts between doctors and patients. Doctors are not available for patients on
time and nurse have not proper knowledge about how to identify the problem of patients and
what type of medicines given to the patients (Knaul and et.al., 2018).
Whereas, In present time the care quality commission giving the proper training to their
staff for how to use the healthy equipment and gives eh best services to the customers. In present
days the training session provided to the employees which improve the needs skills and

knowledge and practical knowledge of the employees. Training improves the behaviour and
attitude towards the patients and it allows the employees to serve best to the patients. It checks
the quality of the medicines and services which has been provided by the organization. It obtains
the collaboration with the employees.
Environment:- The environment of the care quality commission in present is
transparency where it because it provides the freedom of data and information which obtain the
right information from all the sources to the care quality commission. Where its easy for the care
quality commission to analyse and see others actions which has been performed. It implies the
openness, communication and accountability in the organization operationally and strategically.
Whereas, the earlier environment of the care quality commission was not so good because
doctors does not allow the nurse to take the participation in the surgeries of the patients and also
they do not help the employees in gaining the practical knowledge(Pileggi and et.al., 2019).
Employees contribution:- In present time the care quality commission provide so many
facilities to the employees from which they easily contribute in the organization. The care quality
commission provide so many facilities to the employees such as the pensions, funds, securities
and loan facility which easily attract the employees for contributing in the care quality
commission. Whereas, in earlier time the care quality commission does not provide so many
facilities to the employees which does not retain the employees. It's not easy for the employees to
work with the care quality commission for so long without any retention because it does not give
them growth time to time. So according to the time the care quality commission identified the
ways to retain the employees.
M2 The structure of the public sector organization with the reference of responsibility.
The structure of the care quality commission is hierarchical from that they take the responsibility
of the doctors and patients as well because they provide the quality to their patients which is
given by the doctors as well as the government because from giving the best quality services it
easily retains the patients.

P5 The types of source funding available to the public sector.
Public sources of funding involves all those which is pre-paid and compulsory which basically
meaning paid before they need the care for identifying the care is accessed. This is the types of

the compulsory sources where the government requires some or all people for making the
payment such as;
Care quality commission facing so many challenges due to the unpredictable findings and
budgets from that so many health and streams departments suffering from the significant cuts in
the recent financial downturn. Direct tax which has been paid by the companies and households
or other public agencies. This basically involves the payroll tax, income tax, profit tax and
corporate which is mandatory for the social health insurance of contributions(Harris and White,
2018.).
Care quality commission generally receiving the funds from the largest % of the revenues
from the federal sources which is basically known as the Indirect taxes which has been paid by
the government or also other public agency through third party which is supplier or retailers. The
tax is basically based on the what company and household spends which include the sales tax,
value added tax, excise tax on the tobacco and alcohol and also on the import duties. It is most
important that the federal funding has not growing for making up the decreasing in the state
findings. Federal funding also decreased at the slower rate then the state funding and also it has
been grown as the % of the total health revenues.
State general funds are one of the important source for the care quality commissions
because the revenue of the state health departments is typically served as the flexible sources of
the funding. The state health department it tends to use the general fund money for covering the
finance areas by the categorical funding streams and also support the programs whose cost is
higher than the dedicated revenues. It also involves the Non- tax revenues from the state-owned
companies which involve the natural resources for the revenues like gas and oils. Financing from
the external sources which is considering the public when the funds flow via recipient
governments(Kajonius and Kazemi, 2016).
P6 The funding is allocated to different public sector organization.
Direct tax funding used by the care quality commission where it invests in the education
to make the schools, colleges and provide the facilities of libraries, stationery and so on. It is
necessary for the care quality organization to provide the facilities to public which help them to
increase the brand awareness, making the positive brand image in the market. Care quality
commission is a government organization which helps the public identify what is good for them.

From using the direct tax funding it contributes 8 % for the public schools the state has been
allocated the % by its revenues from the income tax, sales for using towards the education.
Indirect tax has been invested in the health care industry where the care quality
commission has invested for the health care of the public and provide them best services. From
collecting the indirect tax and investing in health care of all the residents of the UK which is free
at the pint which is used and paid for the general taxation. From providing the health care
services it basically creates awareness of the brand and also people attract by them that they
create health awareness in the public such as free regular check-ups, medicines, surgeries etc.
from using the indirect tax in the health care services is a type of strategy to give a chance
to public for living their life in systematic manner on the other hand the indirect tax funding has
been also used in providing the electricity in those areas where it is not possible for the
government to provide and serve the electricity. From providing the electricity in the villages and
those areas where people are surviving because of electricity. Care quality commission provide
the facility of providing the electricity which easily attract the public towards the organization
and easily retain the employees working for employees(Beerstecher, 2016).
State general funds is an accounting the mechanism which is used by the federal
government for tracking the earmarked receipts and also the corresponding expenditures. Federal
funds is basically known for the trust funds where the it has been provided the services of social
security, Medicare portions and mass transit and pension to the government employees. This
facility has been provided by the care quality commission for joining the employees to the care
quality commission and attract the educated people with their organization. Federal trust fund of
the care quality commission provided the facility to the public sectors organization and helps
them n providing the emergency services such as the fire for safety, Ambulance for health safety
and law enforcement for right things etc. this facility has been provided for encouraging the
public for helping in the public services, participate in the public programs and
events(Beerstecher, 2016).

from taking funding and investing for the benefits of the public. It increases the brand awareness
and productivity as well. The impact of the funding is they collect huge amount and then invest

field.
