HEALTHCARE MANAGEMENT
Referring to Question 1 (a)
The delivery of healthcare systems is continuously evolving by the adoption of
new technologies, treatment, and multiple evidence-based practices (Jox 2017). The
Midland healthcare system needs to provide qualitative care and achieve best health
outcomes continuously. The continual strategies for the growth of the healthcare
setting would need an adequate amount of resources. Therefore, any organisation or
healthcare settings need to plan the resources effectively for achieving the desire
goals or formulating a new approach or program to increase the health outcomes.
This paper aims to examine the concept of resource planning for the new mental
health supported housing project.
In the midlands healthcare, there is a new project for establishing mental
health supported housing. One of my responsibility is to plan and manage the
resources for making enough use in implementing in the project. The concept of
resource planning is allocating the resources in multiple areas to accomplish the
maximum benefits from those resources. The resources are people, material,
equipment, room, exceptional service, and others (Leon 2014). As Midland
healthcare is a service industry, the major and crucial resources would be skilled
staff; however, other resources are also equally necessaries. Therefore, it is
important to plan resources for achieving optimal health outcomes. The planning
involves determining the mandatory resources, acquiring it, managing, and followed
by controlling it to make the best usage in the new project.
The necessary resources are people or staff, equipment, and materials (Costa
et al. 2016). Considering the basic needs of the new project, these three are the
mandatory resources. In healthcare settings, skilled people are highly necessary for
effective health outcomes (Pawar and Chakravarthy 2014). Thus, it is important to
hire any staff based on the type and level of skills. Equipment is an important asset
of any healthcare setting as it provides easy diagnosing, treatment, and monitoring
of the patients. Material is also significant to consider in resource planning. The
optimal usage of material can save costs along with the time, and therefore, planning
of material in the initial stage of the project is crucial. The related material for the
healthcare settings is a training course, patients’ database, or any other finished
product that needs the optimal service.

The second stage of resource planning is acquiring resources. It is not easy to
acquire a resource that would effectively match the criteria of the healthcare settings
(Saade and Nijher 2016). For example, for developing mental health supported
housing, the resource of people needs to have a specific skill to assist the patients
dealing with mental health. The human resource department and supply chain
department play a significant role in acquiring the best resources. The next stage is
managing the resources. For minimal use of resources, it is important to manage the
resources effectively.
In most cases, there are high chances of changing the plan of the project or
modifying the plan of the project. In such cases, as a manager, one should use their
managerial skills in managing the resources (CC et al. 2015). For illustration, the
equipment can be returned if it is not used or single used. Sometimes, there is a
chance of resource conflicts due to the change or modification of the project plan.
Thus, effective problem solving should also be considered in resource planning. The
problem can be solved by identifying and analysing the problem. Followed by an
effective solution and evaluating the outcome.
The final stage of resource planning is controlling the usage of the resource.
This controlling of resources can be achieved by effective monitoring of the resource
used to achieve the desired result. One can also control the usage of resources by
calculating the utilization rate of resources (Geldermann et al. 2016). Thus, if there is
a low rate of utilisation, then the manager needs to take corrective action. However,
there should not be compromised in the delivery of the services as the main
objective is to attain the best service health outcome.
From the above discussion, it can be understood that resource planning is
important, and it is a core activity in project management. The effective planning of
resources provides an effective result as the over resource would lead to high cost
and wastage of time. Also, poor or low resources would have a lower chance rate in
achieving the desired objective of the project. Thus, a project can be successful only
if the resources are well acquired and managed appropriately without compromising
the optimal result.

HEALTHCARE MANAGEMENT
Sources of funds are important critical factors in the financing of the new
project that is going to provide the services for the patients dealing with mental
health. There are multiple sources of funding; however, for setting up a healthcare
setting or any clinical setting, one needs to identify the effective source of funds
(Stefko et al. 2017). Concerning the healthcare industry, the sources of funding are
from government bodies, private players, insurance providers, and other voluntary
and community sector.
For effective budget planning or budget allocation, it is important to identify
the source of funding (Amiri et al. 2014). The major three sources of funds for
healthcare settings are a third-party insurer or any voluntary group, government
bodies, and individuals seeking health services (Ortiz-ospina and Roser 2017). The
effective sources of the fund would help in the effective acquiring of the resources
necessary for the optimal outcome. The major two sources of funds considering
resource planning are government bodies and a third party or voluntary group. The
government bodies provide funds for the mental health service provider. The
government or federal government also provides funds for investing in the research
and development sector (Stark et al. 2019). With the help of multiple schemes, such
as Medicaid, the government bodies help the hospital or healthcare settings with
necessary funds. They provide payment on behalf of patients. The second type of
source that provides funding is a third-party provider. The third-party provider plays
an active role in funding. The third-party may involve insurance provider, non-profit
organisation player, and voluntary group or individual who provided funding for
effective resource planning and followed by accomplishing the overall health
outcome.
For the effective usage of these discussed funding in resource planning, there
should be an effective mode of collection or functional approach for healthcare
financing. The first type of healthcare financing is fund-pooling. This fund-pooling
concept is incorporating the funds from multiple players. Pooling is the healthcare
framework work whereby gathered healthcare incomes are moved to buying
associations. Pooling guarantees that the hazard identified with financing healthcare
intercessions is borne by all the individuals from the pool and not by every donor
exclusively (Tucmeanu 2014). Its primary reason for existing is to share the
budgetary hazard related to healthcare mediations for which there is a dubious need.

Another form of health financing is community-based health financing. This
community provides funds to health service providers by promoting the care in the
community. The community-based health financing is associated with setting client
charge levels, apportioning assets, creating and overseeing exclusion criteria, and
doing general administration and oversight (Odeyemi 2014). In Australia,
government changes were acquainted with support take-up of private medical
coverage. Health services financing manages age, assignment, and utilization of
money related assets in the wellbeing framework. Internationally it has gotten
progressively perceived as a region of significant arrangement pertinence to
accomplish Universal Health Coverage (UHC). Understanding the nation's social
insurance financing framework permits to perceive current accounts accessible for
health, approaches to raise more assets for wellbeing, components to productively
and impartially dispense, buy and invest funds to improve access to wellbeing
administrations, and diminish cash-based uses that lead to fiasco and
impoverishment.
Decision making is the way toward dissecting choices to lessen vulnerability
about accomplishing an ideal result, with the best impact on the healthcare
organisation (Lerner, Valdesolo and Kassam 2015). The major factor that may
influence the decision-making process while adopting health funding is strategy,
economic, and quality. The strategy can be modified or change according to the
needs of the organisation and demand of the service. Therefore, it has a strong
influence to have an impact on decision making. Economics is another major issue;
cost-saving of the healthcare organisation may raise the chances of change in
decision making (Melek, Norris and Paulus 2014). Thus, it can lead to an impact on
healthcare financing. Quality is an important factor, as the healthcare organisation
major objective is to promote the qualitative services to the people dealing with
mental health. The decision may impact continuously for increasing or enhancing the
qualitative health outcome (Sloat 2015). While managing healthcare funding, quality
can impact the decision making of the senior managers of the organisation. The
healthcare funding would be invested in acquiring and managing the resources. The
resources are highly influenced by the quality, economics, and strategy of the
organisation. Therefore, these factors impact or influence in deciding while allocating
budget.

HEALTHCARE MANAGEMENT
Referring to Question 2
The resource management in the Midland healthcare would provide support
and manage the project of providing care to the people dealing or having mental
health issues. Resource management is the key principle in project management
and an effective approach to formulating strategy (Bansal and Agarwal 2015). This
process is the initial stage that includes multiple tasks such as planning, scheduling
along with allocating the resource adequately for meeting the objective of a project,
or the organisation. This process is identified as a key principle process as a
resource is a basic requirement to proceed and execute any project or task. This
paper intends to examine the impact of resource management in staff, care, team,
along with the organisation as a whole in supporting their performance.
Resource planning involves the adequate usage of resources in delivering the
optimal outcome (Saade and Nijher 2016). After planning the necessary resources
that need to implement in executing the project, the management of resources takes
part in it. The management of resources would involve three stages. They are
acquiring the resources, managing the resources during crisis or conflict, and
controlling the resources (Fail 2019). As the healthcare industry is service-oriented, it
would focus majorly on human resources. The human resource includes in the
healthcare organisation need to have relevant and specific sets of skill and
experience as they would be the frontline people in delivering the service and
enhancing the health outcome of the care seekers. The care team of the project is a
crucial resource for formulating and executing the project. The planning of resources
would involve multiple changes in the strategies depending on the achievement of
objectives or milestones of the project. The care team or staff member may need to
perform multiple and interdisciplinary tasks for executing the project. Sometimes, the
people or the staffs need to perform certain tasks or responsibilities that are out of
their role or expertise. In addition to this, the execution of the project would need
some specific skill set of people, and therefore, it is important to incorporate with the
third party or any other source to hire effective staff that would help in accomplishes
the objective of the project.
On the other hand, the management of a resource that is the management of
a team of people or staff needs to continuously monitor and analyse the needs of the

project along with the people. The management includes monitoring, motivating, and
supporting the staff for achieving their responsibilities and goals (Nankervis et al.
2019). Managing involves multiple parameters and elements that would enhance the
performance of the staff and care team. The management also involves reducing the
resource conflict. The resource conflict usually occurs due to the change in the
requirement, methods, and strategies for optimal output. Performance evaluation
and performance appraisal include the management of the resource (Ahmad 2019).
The management of resources generally focuses on the adequate usage of
resources in attaining the desired outcome. Therefore, by an effective performance
of the staff and care team, there can be an achievement of a 100 percent utilisation
rate (Altendorfer, Felberbauer and Jodlbauer 2016). The organisation outcome or
goals totally depends on the resources and their utilization in achieving the
necessary goal and objective of the project. In this scenario, the major goal is to
provide effective, user-friendly service to the people suffering or dealing with mental
health. Thus, resource planning and managing the staff and care team would
ultimately enhance or benefit the organisation as a whole. Resource planning would
impact the organisation in ensuring the right kind of staff at the right time and with
the relevant experiences. The resource planning would understand the needs of the
organisation and the project and would hire the staff and care team to meet the
needs of the organisation. Efficient and effective resource planning involves the
availability and capability of the resources in managing and controlling the adequate
usage of the resources.
The appropriate usage of the resource is also considered as managing and
controlling the resources. As the major resources consider here is human; therefore,
the human resource department or manager holds accountability in delivering
efficient and skilful resource. The major responsibilities lie in human resources are
formulating effective policies and guidelines that would help the staff and care team
of the project in understanding their responsibilities and task. As the strategies may
change multiple times depending on the scenarios, the staff may need to change
their approach to work accordingly. Sometimes, this leads to disputes and conflict;
therefore, policies and guidelines, including such changes, must be informed to the
staff, and it is the major responsibility of the resource manager and senior leaders of
the project. They are also responsible for tracking the performance and improvement

in the utilisation of the resources. The manager of human resources is also
responsible for quality assurance, providing a safe environment, and sourcing the
right skillset of staff in delivering the objective of the project. These factors of
achieving the project objectives would also impact on improving and enhancing the
service outcome of the organisation or healthcare setting as a whole.
There are multiple issues when the organisation plans to expand or already to
expand. The initial issues include coping up or sustaining in the hostile market
competition. Therefore, the organisation must plan accordingly before expanding.
The healthcare organisation or healthcare settings are continuously evolving with
updated technology and evidence-based practices in delivering healthcare services.
For expanding the organisation, the healthcare setting must evolve with the latest
methodology and practices. The major issues in expanding of the organisation
include economic factors. Different monetary powers impact an organisation's
capacity to contend and buyer's eagerness and capacity to purchase items along
with services. The condition of the economy is continually changing, such as
financing costs rise and fall, expansion increments, and diminishes the capacity of
buyers and eagerness to purchase changes. Economic changes would influence the
interest and supply sides of the market, implying that the senior leaders of the
organisation should consistently know about the general financial condition.
Another major financial risk involves changes in the fiscal climate, and it
involves the restriction in the budget. Financial risks are majorly caused due to the
rapid or sudden changing components in the fiscal climate. These components
include potential shocks or a sudden change to government incomes, uses,
resources, or liabilities that are not reflected in the administration's financial figures
or reports. Some specific fiscal risks or financial risks emerge from the
acknowledgment of unexpected liabilities or other questionable occasions, for
example, breakdown of a bank or a catastrophic event, or subnational government
by the central government. Every one of these occasions can involve both prompt as
well as progressing expenses to the administration given their express commitments
(liabilities that have a lawful or legally binding premise) or certain commitments,
which are not built up by law or agreement yet depend on an ethical commitment of
the legislature (Schuknecht 2019). The most significant capacity of a Financial Risk

Manager is the planning of a far-reaching hazard the boarding procedure,
methodology, and strategies of a healthcare organisation (Madura 2020).
The goal of the Midland healthcare organisation is to launch the new project
of mental health supported housing for the care seeker. For implementing this
project, useful resource planning is essential and considers all other factors that may
raise issues to formulate or implement the project. Effective resource planning has
enhanced the productivity of the organisation as a whole. It would help in acquiring
efficient resources and manage the resource for full optimal utilisation for the desired
outcome (Chams and Garcia-Blandon 2019). Therefore, the performance of the staff,
the care team, and the organisation as a whole would improve. This would allow the
organisation in achieving the goal. The short term goal is the success rate of every
single step taken in formulating the project and followed by the medium and long-
term goal that is the vision of the organisation. Therefore, effective resource
management has led to accomplishing the goal of the organisation.
From the above discussion, it can be concluded that adequate and accurate
resource planning would lead the project to implement smoothly and can reduce in
changing of multiple strategies. It would also help in reducing the conflicts and
managing the possible financial risks. Further, the managers would be aware of their
role and responsibilities and assist the care team or staff in achieving their goals that
would eventually accomplish the objective of Midlands Healthcare Ltd.
