Project Report: Supporting Policy Development in Kosovo (2016-2020)

This report analyzes the Kosovo Policy Development Project, initiated to improve and expedite the policy development system. Headed by the Government Coordination Secretariat (GCS) within the Office of the Prime Minister (OPM), the project focuses on enhancing the policy-making framework, improving the capacity of line ministries, and fostering better communication. The report emphasizes the application of Results-Based Management (RBM) and Resource-Based Management (RBM) to address weaknesses in resource utilization and policy implementation. It outlines training programs, stakeholder roles, and expected outcomes, including improved resource allocation, effective regulation strategies, and administrative burden reduction. The report also includes a case study on Malaysia's RBM implementation and offers recommendations for policy improvement, coordination, and community engagement. The conclusion stresses the importance of diligent adherence to the outlined processes and effective implementation practices across all government members. Resource Based Management
 The resource bases model is used to create effective usage of the
resources that are available
 listing the needed resources, estimating the number of resources
that are needed and making a schedule that meets deadlines
 .Empowering the various districts and divisions of the country

Resource Based Management
 The management framework essentially uses the resource based
view
 In this case it would be the structure of the governance that need
to be considered
 The optimization of the resources is an important part in this
management system
 The resources are optimized effectively and applied to improve
the policy development or implementation process

Application of RBM in policy

 The policies need to be considered on the basis of the available
resources
 The government needs to implement the policies based on its
current resources and future resource availability
 The key is to develop potential to strongly implement the policies
 The GCS, the SPO, LO- legal office and PCO need to work in
perfect coordination
